1. Procedures for buying and selling used cars in 2023 (for sellers)
According to Clause 1, Article 13 of Circular 24/2023/TT-BCA, when transferring vehicle ownership, the vehicle owner must carry out the revocation procedure at the agency managing the vehicle's records.
Thus, when selling a vehicle, the seller must complete the procedure to revoke the vehicle registration and license plate at the agency that is managing the vehicle's records.
1.1. Vehicle registration and license plate revocation records
Vehicle registration and license plate revocation records include:
- Vehicle registration and license plate revocation declaration;
- Vehicle owner's documents as prescribed in Article 10 of Circular 24/2023/TT-BCA;
- 02 copies of engine number and chassis number;
- Vehicle registration certificate;
- License plate number;
In case of loss of vehicle registration certificate or license plate, the reason must be clearly stated in the registration and license plate revocation declaration;
- Copy of vehicle ownership transfer documents as prescribed in Clause 2, Article 11, Circular 24/2023/TT-BCA.

1.2. Procedures for revoking vehicle registration and license plates
- Vehicle owners declare the registration and license plate revocation declaration on the National Public Service Portal or the Ministry of Public Security's Public Service Portal;
- Go to the agency that is managing the vehicle records and provide the vehicle registration code online; submit the revocation application and receive an appointment to return the vehicle registration results according to regulations;
- After checking the valid vehicle records, the vehicle registration authority shall issue a certificate of registration revocation and license plate number revocation according to regulations (with a copy of the engine number and chassis number and the vehicle registration authority's seal on the copy of the engine number and chassis number): 01 copy is returned to the vehicle owner; 01 copy is kept in the vehicle records; in case of loss of the vehicle registration certificate, verification shall be carried out according to regulations.

2. Procedures for buying and selling used cars in 2023 (for buyers)
According to Clause 2, Article 13 of Circular 24/2023/TT-BCA, organizations and individuals receiving vehicle ownership transfer must complete the registration procedure at the vehicle registration agency as prescribed in Article 4 of Circular 24/2023/TT-BCA.
Thus, when buying a used car, the buyer must go through the name change procedure at the vehicle registration office.
2.1. Vehicle registration documents
Vehicle registration documents include:
- Vehicle registration certificate;
- Vehicle owner's documents specified in Article 10 of Circular 24/2023/TT-BCA;
- Vehicle ownership transfer documents specified in Clause 2, Article 11 of Circular 24/2023/TT-BCA;
- Registration fee documents as prescribed in Clause 3, Article 11, Circular 24/2023/TT-BCA;
- Certificate of registration and license plate revocation.

2.2. Vehicle registration procedures
- Buyers declare vehicle registration on the National Public Service Portal or the Ministry of Public Security's Public Service Portal;
- Bring the vehicle in for inspection, provide the online vehicle registration file code and submit the application.
- After checking the vehicle's documents and ensuring that the vehicle is actually valid, the vehicle registration authority will issue a license plate according to the following regulations:
+ Issue a new license plate for the case where the vehicle owner has not been issued a license plate or has a license plate but is registering another vehicle;
+ Re-issue according to the identification number in case the identification number has been revoked.
In case the vehicle or vehicle documents do not comply with regulations, supplement and complete the documents according to the instructions of the vehicle registration officer on the document instruction form.
- The buyer receives an appointment paper to receive the results, pays the vehicle registration fee and receives the license plate (in case a new license plate is issued when the vehicle owner has not been issued an identification license plate or has an identification license plate but is registering another vehicle); in case the vehicle owner needs to receive the vehicle registration results via the public postal service, he/she must register with the public postal service unit;
- The buyer receives the vehicle registration certificate and license plate (in case the license plate is issued according to the identification number in case the identification number has been revoked) at the vehicle registration agency or from the public postal service unit.
