Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu, Secretary General of the Vietnam-China Bilateral Cooperation Steering Committee, Head of the Government-level negotiation delegation on Vietnam-China border and territory, visited and worked in Beijing, China from August 9-10.

During the visit, Permanent Deputy Minister Nguyen Minh Vu met with Permanent Deputy Minister of Foreign Affairs of China Ma Trieu Huc; Assistant Minister of Foreign Affairs Nong Dung, Secretary General of the China-Vietnam Bilateral Cooperation Steering Committee; and Director General of the General Administration of International Development Cooperation of China La Chieu Huy.

At the meetings, in a friendly, sincere and open atmosphere, the two sides expressed their joy and appreciation for the good development of the relationship between the two Parties and the two countries since the official visits to China by General Secretary Nguyen Phu Trong (November 2022) and Prime Minister Pham Minh Chinh (June 2023).

The two sides agreed to continue to strengthen coordination and promote the concretization of high-level common perceptions, closely coordinate, and prepare well for high-level exchanges and contacts in the coming time; strengthen exchanges and cooperation through the Party, Government, National Assembly, and Fatherland Front channels in the fields of defense, security, and law enforcement; promote economic-trade cooperation, transport connectivity, tourism, and people-to-people exchange; and coordinate to remove difficulties and obstacles in cooperation.

Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu met with Assistant Minister of Foreign Affairs Nong Dung, Secretary General of the China-Vietnam Bilateral Cooperation Steering Committee.

The Deputy Foreign Minister suggested that the two sides coordinate to implement measures to promote economic recovery, especially customs clearance facilitation, creating favorable conditions for Vietnamese agricultural products to be exported to China.

Propose that China facilitate the early establishment of Vietnam Trade Promotion Offices in Chengdu (Sichuan) and Haikou (Hainan); expand cooperation while removing difficulties and long-standing obstacles in a number of cooperation projects such as the expansion of phase 2 of Thai Nguyen Iron and Steel Plant, Ninh Binh Fertilizer Plant, and Ha Bac Fertilizer Plant; actively coordinate and accelerate the implementation of China's non-refundable aid to Vietnam; strengthen tourism cooperation to achieve more positive progress in the coming time.

The two sides also discussed cooperation between the two foreign ministries, agreed to maintain regular contact between leaders of the two ministries and exchanges between their respective units; strengthen cooperation at multilateral forums, and share experiences in economic diplomacy and cultural diplomacy. Permanent Deputy Minister Nguyen Minh Vu asked China to create favorable conditions for the early opening of the Vietnamese Consulate General in Chongqing.

Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu met with Director General of China's General Administration of International Cooperation and Development Luo Zhaohui.

The two sides exchanged open and frank opinions on territorial border issues; proposed specific measures to coordinate in managing land borders well, promptly discussed and handled arising issues on the basis of strictly complying with common documents on land borders, promoted the opening/upgrading/recognition of a number of border gate pairs to enhance economic, trade, tourism, cultural and people-to-people cooperation, etc.

The two sides agreed to continue to strictly adhere to the high-level common perception, the Agreement on basic principles guiding the settlement of maritime issues, well control disagreements at sea, and jointly maintain peace and stability in the East Sea.

Permanent Deputy Minister Nguyen Minh Vu emphasized the requirement to respect the legitimate rights and interests of coastal countries in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea.
