The delegation included leaders of the Propaganda Department, the Ethnic Policy Department; representatives of the Lai Chau Provincial Ethnic Committee and representatives of the Lai Chau Provincial Border Guard Command.
In Lai Chau province, the delegation visited and presented gifts to 26 prestigious people in ethnic minority areas; visited and presented gifts to 386 poor ethnic minority households; visited and presented gifts to 3 collectives and individuals with achievements and contributions to ethnic work and the cause of building the Great National Unity bloc... in Pa Tan, Hua Bum and Nam Ban communes, Nam Nhun district, Lai Chau province.
Sharing the joy of welcoming the delegation, Mr. Do Quang Ngoc - Chairman of Hua Bum Commune People's Committee, said: Hua Bum is a highland border commune, with complex terrain, steep slopes, divided by rivers and streams, and difficult roads, especially during the rainy season. The commune center is about 105 km from the center of Nam Nhun district. The commune has a total natural area of 26,062.34 hectares. The whole commune has 6 villages, with 520 households, 2,370 people, with 11 ethnic groups living together, of which the 4 main ethnic groups are Ha Nhi, Mang, Mong and Dao.
Over the past years, the authorities and people of Hua Bum commune have made efforts to develop the economy, effectively implementing the National Target Programs, especially the National Target Program on economic and social development in ethnic minority and mountainous areas. Thanks to that, people's lives have been gradually improved, the poverty rate has decreased rapidly and sustainably (in 2021, the poverty rate was over 70%, now it has decreased below 50%). However, Hua Bum is a border commune with harsh natural conditions, people's lives are still difficult, the total number of poor households in 2024 is 232/520 households, the poverty rate accounts for 44.62%; near-poor 56/520 households, accounting for 10.77%.
Deputy Minister, Vice Chairman Y Vinh Tor expressed his emotion when visiting the Party Committee, government and people in the commune. After listening to the preliminary report of the People's Committee, in recent years, with the participation of Party Committees and government at all levels, Hua Bum commune has achieved many important results, especially in poverty reduction. This is an achievement to be respected and proud of. The commune's economy has gradually changed, promoting the potential and advantages of the locality, there have been effective forest management and protection models; the material and spiritual life of the people has been increasingly improved.
Visiting and presenting gifts to prestigious people, the Deputy Minister and Vice Chairman hoped that prestigious people in ethnic minority areas would continue to work with local Party committees and authorities to mobilize people to effectively implement the Party's guidelines and policies, the State's policies and laws, effectively implement ethnic programs and policies, and socio-economic development tasks; especially in mobilizing families and relatives to participate in socio-economic development; mobilizing people to actively promote the nation's good cultural values, eliminate bad customs, and especially participate in tasks of protecting border security and national territorial sovereignty.
In localities, Deputy Minister and Vice Chairman Y Vinh Tor hopes that people of all ethnic groups, especially poor households, will strive to overcome difficulties, preserve the good culture of ethnic groups, not let bad culture and beliefs from outside infiltrate and destroy; strictly comply with regulations, policies and laws, well implement the movement "All people protect national security"; build stable and developed border communes.
Visiting and wishing a Happy New Year to officers and soldiers of Hua Bum Border Guard Station, Deputy Minister and Deputy Chief Y Vinh Tor acknowledged and commended their efforts in fulfilling assigned tasks, strengthening the spirit of solidarity with the people; participating with local Party committees and authorities in all areas of socio-economic life and achieving many positive results... contributing to building a stable and developed border area.
Deputy Minister and Vice Chairman Y Vinh Tor and the delegation also visited the families and presented gifts to former Secretary of Lai Chau Provincial Party Committee Lo Van Giang and former Vice Chairman of Lai Chau Provincial People's Committee Vuong Van Thanh. Deputy Minister and Vice Chairman Y Vinh Tor expressed his appreciation for their important contributions to the local socio-economic development, especially in implementing ethnic affairs and ethnic policies.
On the occasion of preparing to welcome the New Year 2025, Deputy Minister, Vice Chairman Y Vinh Tor wished the former leaders of the province, authorities at all levels, organizations, soldiers and ethnic people in Lai Chau a happy and prosperous New Year of At Ty 2025 - a New Year of new victories.
