Deputy Minister, Vice Chairman Nong Thi Ha chaired the working session with the Ethnic Minorities Committee of Thai Nguyen province.

Reporting at the meeting, Mr. Phan Duc Cuong - Head of the Ethnic Minorities Committee of Thai Nguyen province - said that in recent times, ethnic policies in Thai Nguyen province have been focused on leadership, direction, and implementation to ensure compliance with the requirements of the Central Government. The implemented programs, projects, and policies have contributed to the completion of the province's socio-economic targets, and the material and spiritual life of the people has gradually stabilized.

The Ethnic Minorities Committee of Thai Nguyen province has proactively coordinated with relevant departments, branches and People's Committees of districts and cities to promptly advise the Provincial People's Committee to issue management documents, direct, guide and organize the full and synchronous implementation of ethnic work and ethnic policies in the province.

The Ethnic Minorities Committee of Thai Nguyen province has presided over and coordinated with relevant departments, branches and People's Committees of districts and cities to review and identify beneficiaries, areas and investment needs, support contents, sub-projects, projects under the National Target Program on socio-economic development of ethnic minority and mountainous areas (National Target Program 1719) and submit to the People's Committee for approval to assign the list and allocate capital sources for implementation.

The Thai Nguyen Provincial Ethnic Committee also advised on the issuance of a Decision approving and a Plan to implement policies for prestigious people among ethnic minorities in the province; advised on the issuance of a document directing the implementation of the work of organizing the 4th Congress of Ethnic Minorities at district and provincial levels in 2024. Up to now, 8/8 districts and cities of the province that meet the conditions have completed the organization of the Congress according to the direction of the Central Government.

Thanks to resources from the Party and State's policies for ethnic minority areas, essential local infrastructure has been invested in and increasingly improved. Currently, 100% of communes have car roads to the commune center; over 99% of hamlets have paved car roads to the center; 100% of hamlets have national grid electricity, 100% of households use grid electricity from various sources, of which over 99.6% of households use national grid electricity.

The ethnic minority localities of the province have well implemented the agricultural production plan for 2024. The agricultural sector continues to maintain stable growth, the agricultural sector structure continues to shift in a positive direction, transforming to a structure of crops and livestock with high productivity, quality, and economic value associated with local advantages.

The quality of education in ethnic minority areas has been improved; the culture of ethnic groups continues to be preserved and promoted, initially associated with tourism development. All 5 districts in ethnic minority and mountainous areas have district-level cultural and sports houses; 63.17% of hamlets have community houses; 40% of villages have traditional cultural and artistic teams that operate regularly and with quality...

In addition to the achievements, the implementation of ethnic policies still faces some difficulties and obstacles. Specifically, low starting point; unsynchronized socio-economic infrastructure; uneven educational level among regions; unfavorable weather conditions have greatly affected the implementation of ethnic policies.

In the process of organizing and implementing the National Target Program 1719, there are still some overlapping, unclear and inconsistent contents between the guiding documents... affecting the implementation and disbursement progress of the Program's capital. The team of officers managing and monitoring the Program at the local level, especially at the grassroots level, must take on many areas of work or are often in flux, and do not fully understand the regulations, so they are still confused in organizing and implementing.

At the meeting, the Thai Nguyen Provincial Ethnic Committee proposed that the Ethnic Committee soon submit to the Prime Minister adjustments to the National Target Program 1719. Accordingly, from now until 2025, the subjects and scope of implementation will be expanded to suit the actual needs and difficulties encountered in the implementation process so that ministries and branches have a basis to adjust and resolve difficulties and obstacles in terms of mechanisms in implementing some contents/sub-projects/projects of the Program; soon develop inspection, monitoring and evaluation software to implement Sub-project 3 - Project 10.

Deputy Minister, Vice Chairman Nong Thi Ha visited and presented gifts to prestigious households and inspected and supervised the investigation and collection of information on the socio-economic situation of 53 ethnic minorities in 2024 in Thai Nguyen province.

Regarding the work of Investigation and collection of information on the socio-economic situation of 53 ethnic minorities in 2024 in the province, Mr. Tran Quang - Director of the Thai Nguyen Provincial Statistics Office - informed that this issue is considered one of the top important tasks by Thai Nguyen province. And it is currently being organized according to plan throughout the province.

Concluding the meeting, Deputy Minister and Vice Chairman Nong Thi Ha highly appreciated the achievements of the Thai Nguyen Provincial Ethnic Committee in ethnic affairs and implementation of ethnic policies. Acknowledging the difficulties of the Provincial Ethnic Committee, the Deputy Minister and Vice Chairman said that she would propose and work with leaders at all levels to study and resolve them.
