Reporting to the Working Group, after 10 years of implementing Resolution No. 36-NQ/TW, the Party Committees and authorities at all levels of the province have changed in awareness and action, clearly defining the roles and responsibilities in applying and developing information technology, digital transformation associated with socio -economic development programs and plans of localities and units.
The organization, staff, civil servants and public employees performing the tasks of applying information technology and digital transformation have been consolidated, improved, and the quality and efficiency of operations have been improved. Long An 's digital transformation index ranking has increased gradually over the years (compared to 63 provinces and cities nationwide, in 2020 it was ranked 27th; in 2021 it was ranked 21st; in 2022 it was ranked 11th).
Most of the important targets of Resolution No. 36-NQ/TW have been completed. Notably, the information technology infrastructure serving the construction of e-government and the development of smart urban services has been invested in to basically meet the requirements. The broadband fiber optic network has been deployed to 100% of communes, wards and towns in the province and the rate of households with broadband fiber optic Internet has reached 88.9%. People and businesses have gradually been popularized to use digital services, thereby improving the quality of life, creating new values, demonstrating the role of the subject in the development process.
In addition, the province also faces some difficulties in digital transformation infrastructure; provision of online public services is not yet sustainable; human resources specializing in information technology are still lacking, especially at the commune level; implementation and assessment of the level of digital transformation of enterprises are still difficult, etc.
Within the framework of the working session, the province also proposed and recommended that the Central Government amend, supplement, replace or issue new Decrees and legal documents in accordance with the Law on Electronic Transactions 2023. The ministries and branches in charge of the national database need to soon specify the legality and value of data to serve as a basis for localities to exploit and resolve administrative procedures.
In his concluding remarks, Deputy Minister of Information and Communications Pham Duc Long highly appreciated the comments. The working delegation will take note, synthesize and advise the Government to promptly remove difficulties and obstacles of localities, as well as serve the development of the Project to summarize 10 years of implementing Resolution No. 36 of the Politburo on promoting the application and development of information technology to meet the requirements of sustainable development and international integration and the Project of the Resolution of the Politburo on national digital transformation, development of digital economy - digital society./.
