Deputy Minister of Transport directs to remove obstacles in Central Highlands traffic connection project

Do not create hot spots

At the meeting, Mr. Nguyen Van Khanh, Vice Chairman of Tay Son District People's Committee (Binh Dinh Province) said that the locality has disbursed 85.3 billion VND provided by the investor to carry out compensation and site clearance, reaching 100%.

Currently, the route is moving 3 electric poles at Bau Sen bridge access road (Tay Giang commune) and 8 electric poles on the access roads.

Deputy Minister of Transport Le Anh Tuan worked with Binh Dinh province and investors to resolve existing problems of the project to enhance traffic connectivity in the Central Highlands.

However, a prominent problem is that currently, the work of appraisal, compensation and support for people with cracked houses and structures is still slow.

Specifically, 1,156 households in Tay Giang and Tay Thuan communes complained about the project's construction causing cracks in houses and structures. The investor has assessed the damage for 1,055 households, while 101 households have not been assessed. Of these, only 228 households have received support and compensation.

In response to the above information, Deputy Minister of Transport Le Anh Tuan suggested that if affected by construction, the insurance company must be worked with to pay the people.

If the complaint or lawsuit is motivated or has a personal interest, it should be reported to the district level and the leaders of Binh Dinh province for direction and handling, to avoid turning this into a hot spot.

Vice Chairman of Tay Son District People's Committee Nguyen Van Khanh said that the locality is making efforts to remove obstacles regarding the project's site.

Vice Chairman of Tay Son District People's Committee Nguyen Van Khanh added that regarding the complaints of more than 1,100 households due to cracks in their houses and structures, the District People's Committee assigned Tay Thuan and Tay Giang communes to establish two working groups to work with the construction and insurance units to handle the issue. However, the implementation of the insurance units is very slow.

Deputy Minister Tuan requested Project Management Board 2 to coordinate with the two communes to have the most favorable solution to this issue.

Solving material and landfill problems

Reporting at the meeting, the representative of Project Management Board 2 said that the project construction plan utilizes the volume of rock during construction on the route to grind into finished rock.

Binh Dinh Provincial People's Committee has approved the policy, but in reality, the finished ice grinding must be carried out in Binh Dinh and only for this bid package.

However, the project's stone crushing station is located in Gia Lai province, about 10km from An Khe pass. Due to the pressure of progress, this unit requested permission to transport stone from the project in Binh Dinh province to the crushing station in Gia Lai and then transport the finished stone to serve the construction.

Deputy Minister of Transport Le Anh Tuan requested Project Management Board 2 to report on this issue to Binh Dinh province for consideration and resolution, and at the same time hoped that the province would grant a license for the project's waste disposal site according to the investor's request.

The Central Highlands Transport Connectivity Enhancement Project is striving to reach the finish line in 2024.

Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People's Committee informed that the provincial leaders always closely monitor and direct the handling of problems related to the project's site. Thereby, the work of compensation and site clearance is focused.

However, there are still problems that need to be resolved soon. In particular, before September 15, compensation must be approved for 6 households arising on the service road and all electric poles must be relocated. In particular, it is necessary to coordinate to promptly resolve compensation for cracked houses for people.

"Here, there may be cases where people request compensation incorrectly but the affected cases are real. If the people's complaints are correct, they will be resolved. If the assessment finds that the damage is incorrect, there will be opinions to handle it," said Mr. Hoang.

Regarding the waste dump, Mr. Hoang requested that Project Management Board 2 issue a document to the provincial leaders to direct the Department of Natural Resources and Environment to handle it immediately. At the same time, he requested that the investor work with the Department of Natural Resources and Environment on transporting stone from the project to the grinding station in Gia Lai and then transporting the finished stone back.

The Vice Chairman of Binh Dinh Provincial People's Committee affirmed that the province supports the project's quick construction but must comply with regulations and procedures.

The Central Highlands Region Traffic Connectivity Enhancement Project has a total length of 143.6km (17km through Binh Dinh province, more than 126km through Gia Lai province), with a total investment of VND3,654.4 billion (equivalent to USD155.8 million). The project is invested by Project Management Board 2 (Ministry of Transport).

Of which, 17km through Binh Dinh province belongs to package XL01, mainly passing through Tay Son district.
