On October 18, responding to VTC News, an official from the Department of Natural Resources and Environment of Ho Chi Minh City said that the Ho Chi Minh City People's Committee has issued a decision to reclaim a land area of more than 2.9 hectares belonging to the Ngoc Tam General Hospital project in Thanh My Loi Ward, Thu Duc City. The reason for the reclamation is that the investor did not put the land into use according to regulations.
The decision was issued in January 2023, however, up to now, the investor has not yet complied with the revocation decision.
"Currently, the investor has not yet complied with the decision to withdraw. We have submitted a request to the Ho Chi Minh City People's Committee to issue a decision on enforcement and the People's Committee is considering it," he informed.

According to the decision of the People's Committee of Ho Chi Minh City to withdraw the land, Ngoc Tam Hospital Joint Stock Company is responsible for handing over the land to the Land Fund Development Center (under the Department of Natural Resources and Environment of Ho Chi Minh City) for management according to regulations; fully performing financial obligations regarding land to the state, other financial obligations (if any) according to regulations.

Ngoc Tam Hospital project is located in a prime location with 4 frontages: Phan Ba Vanh - Truong Van Bang - Nguyen Dia Lo - Nguyen Van Kinh (Thu Duc City).
According to the case file, in 2006, the Ho Chi Minh City People's Committee approved the policy of allocating 3.2 hectares of land in Thanh My Loi Ward, District 2 (now Thu Duc City) to Dang Tran Investment and Trading Joint Stock Company (Dang Tran Company) to build the Ngoc Tam General Hospital project, with a scale of 500 beds. Excluding the road boundary, the actual area of the project shown on the Land Use Rights Certificate is 2.9 hectares.
In July 2008, Dang Tran Company changed its name to Viet Tin Investment and Trading Joint Stock Company (Viet Tin Company). Half a year later (February 2009), Ho Chi Minh City People's Committee granted an investment certificate to Viet Tin Company to invest in the construction of Ngoc Tam General Hospital project. Regarding the project progress, the hospital is expected to officially operate from October 2010.
The content of the investment certificate clearly states that if after 12 months from the date of issuance of the certificate, the project is not implemented or is implemented more than 12 months behind schedule, the project may be terminated. However, after completing legal procedures, the investor of the Ngoc Tam General Hospital project only carried out the pile driving part and then temporarily stopped.
Up to now, after 17 years of being approved in principle, the Ngoc Tam Hospital Project with 4 facades (Phan Ba Vanh - Truong Van Bang - Nguyen Dia Lo - Nguyen Van Kinh) in a prime location in Thu Duc City is still just an empty lot.

To justify this delay, the investor gave a series of reasons such as: Difficulty in recovering capital, not finding a partner, investment location is not convenient for traffic...
However, the Department of Planning and Investment of Ho Chi Minh City affirmed that there are sufficient conditions to terminate the project, therefore recommending that the Ho Chi Minh City People's Committee revoke the granted investment certificate and direct the termination of the project.
The Inspectorate of the Department of Natural Resources and Environment also recommended that the Ho Chi Minh City People's Committee revoke the project and request Ngoc Tam Hospital Company not to conduct transactions related to the project's 2.9-hectare land.
