According to the Ministry of Public Security's Investigation Security Agency, implementing the Government's policy on receiving Vietnamese citizens returning home from abroad by paying for medical quarantine at hotels, the People's Committee of Thai Nguyen province has issued plans to ensure medical prevention and control of the Covid-19 epidemic for foreigners entering Vietnam to work, study, visit relatives, and undergo medical quarantine in Thai Nguyen province.

Accordingly, the People's Committee of Thai Nguyen province assigned the Department of Foreign Affairs to be the focal point to compile the list and documents of agencies, organizations, and enterprises requesting entry for foreigners and to assess the plans to welcome people of the units...

At the Department of Foreign Affairs of Thai Nguyen province, defendant Tran Tung (former Deputy Director) was accused of abusing his position and assigned authority in advising and proposing the People's Committee of Thai Nguyen province to approve the quarantine policy in Thai Nguyen province.

With the help of Tran Thi Quyen (Director of Sen Vang Dat Viet Trading and Service Company Limited, abbreviated as Sen Vang Dat Viet Company), Tran Tung accepted bribes and took advantage of his position and power while performing official duties for personal gain.

According to records, around the end of 2020, Mr. Vu Hong Nam (former Vietnamese Ambassador to Japan, defendant in phase 1 of the case) contacted Mr. Nguyen Dinh Viet (Director of the Department of Foreign Affairs of Thai Nguyen province) to request help and create conditions to bring Vietnamese citizens from Japan back to Vietnam for quarantine in Thai Nguyen.

Before sending the telegram to the People's Committee of Thai Nguyen province, Mr. Vu Hong Nam introduced and gave Le Van Nghia (Director of Nhat Minh Company, defendant in phase 1 of the case) Tung's phone number so that Nghia could contact the quarantine procedure for citizens in Thai Nguyen province.

Receiving a call from Nghia, Tung arranged to meet at a restaurant in Thai Nguyen City to discuss. In addition to the general regulations, Tung asked Nghia to let Sen Vang Dat Viet Company, whose Director is Tran Thi Quyen, carry out the quarantine at a total cost of 18 million VND/person, but when signing the contract with Sen Vang Dat Viet Company, it only stated from 10 million VND to 12 million VND/quarantined guest.

The remaining difference of 6 million to 8 million VND will be transferred outside the contract to Quyen, to be transferred back to Tung.

As a result, Nhat Minh Company was able to organize 3 flights to bring a total of 668 people to quarantine in Thai Nguyen province. During the process of organizing the 3 flights, according to the agreement, Nghia transferred a total of more than 11 billion VND to Quyen.

After Quyen received the money from Nghia, following Tung's instructions, Quyen transferred more than 2.4 billion VND to Tung through the bank accounts of Tran Quyet (Tung's younger brother) and Nguyen Trung Dung (Tung's friend)...

When the Ministry of Public Security initiated the first phase of the case, Tran Tung asked Tran Quyet to transfer more than 1.2 billion VND so that Quyen could legalize the money outside the contract under the pretext of paying taxes to the State Treasury of Thai Nguyen province.

In the case, defendant Tran Tung was accused of receiving bribes three times from Le Van Nghia through Tran Thi Quyen, totaling more than 4.4 billion VND.

In the case, the investigation agency also accused Le Thi Phuong (former specialist of the Department of Science, Education, Culture and Society, Office of the People's Committee of Hai Duong province) of receiving bribes twice with a total amount of more than 650 million VND to propose the leaders of the People's Committee of Hai Duong province to approve and sign an official dispatch approving the policy of bringing citizens to quarantine in Hai Duong for Sora Company and Bien Bac Company.

The investigation agency also accused defendant Nguyen Van Van (former Deputy Director of the Department of Health of Quang Nam province) of receiving bribes 5 times, totaling more than 450 million VND, and defendant Le Ngoc Tuong (former Deputy Director of the Department of Culture, Sports and Tourism of Quang Nam province) of receiving bribes 4 times, totaling 400 million VND to advise and propose the People's Committee of Quang Nam province to approve the policy of medical isolation for business flights.
