Director of the Quang Nam Provincial Traffic Construction Investment Project Management Board - Mr. Nguyen Thanh Tam said that on November 26, 2020, the Provincial People's Committee issued Decision No. 3305 approving the HA/W3 component project: Dredging Co Co River under the Hoi An City Environmental and Urban Infrastructure Development Project to Respond to Climate Change with a total investment of more than 380.5 billion VND.

The project aims to dredge and clear the Co Co River to open the waterway from Cua Dai to Cua Han, promote the development of waterway tourism from Da Nang to Hoi An, enrich the types of tourism services, thereby creating a driving force for socio-economic development for Dien Ban town and Hoi An city.
Besides, build Thon 3 bridge on Dung Sy Dien Ngoc street (Dien Ngoc ward) after dredging Co Co river to ensure traffic.
The bridge was built with beautiful architecture to create landscape for the area as well as for the Co Co river waterway, contributing to gradually completing the northern belt road of Dien Ban town according to the plan.
Thon 3 Bridge started construction on April 8, 2022; Dat Phuong Group Joint Stock Company won the bid to construct. The bridge has a permanent scale. The bridge is 22m wide; of which 4 lanes are 15m wide, the median strip is 0.5m wide, the pedestrian area and railings on each side are 3.25m wide. A pedestrian bridge will be built under the bridge to connect the scenic route along the Co Co River.
The cross-section of the road at both ends of the bridge includes: the area close to the bridge abutment has a 22m wide roadbed (equal to the bridge width); the eastern approach road is 136m long, the roadbed is 20m wide (equal to the existing road); the western approach road is 115m long, the roadbed is 27m wide (equal to the existing road). Invest in building a new lighting system, decoration and trees for the area of the bridge and the approach roads at both ends of the bridge.
In order to create a landscape, the structure of Thon 3 bridge has a 99m long single-span arch bridge with a road running underneath. The two main arches are inclined in a "V" shape, the structure symbolizes the image of a bird flying strongly towards the East Sea, elegant and modern. With its unique and novel architecture, the project is a professional challenge in the process of structural design and budgeting (lasting nearly 1 year) .
After 2 years of construction, the investor and contractors have faced many difficulties. Up to now, the project has been completed, tested for load to ensure technical requirements. The project ensures quality according to the approved design documents, ensuring quality, aesthetics, absolute labor safety and is open to traffic for use during this holiday.
