Focus on building 5 salary tables to reform wages

At the regular Government press conference in April 2024, the press asked the Ministry of Home Affairs to inform about the progress of the development of documents guiding salary policies up to now. In addition, what results have been achieved in the development of job positions to prepare for the upcoming salary reform?

Responding to the press, Chief of Office of the Ministry of Home Affairs Vu Dang Minh said: To implement the salary reform policy according to Resolution 27-NQ/TW of the 7th Central Conference, term XII, dated May 21, 2018, during the past time, the Ministry of Home Affairs has actively and proactively coordinated with the Ministry of Labor - Invalids and Social Affairs, the Ministry of Finance, the Ministry of National Defense, the Ministry of Public Security and a number of related agencies to focus on building 5 salary scale systems.

The first is the salary table for leadership positions in the political system from the central to the commune level.

It will take many years for us to promulgate and list the titles, leadership and management positions and equivalents from the Central to the communal level to cover all Party agencies, mass organizations, executive and judicial agencies.

The second is to build a professional salary system, that is, for cadres, civil servants and public employees who do not hold leadership or management positions.

At the same time, build 3 salary scales in the armed forces, including those doing secret work.

This is the salary table applicable to officers of the Vietnam People's Army, officers and non-commissioned officers of the People's Police. Salary table for professional military personnel, technical police personnel. Salary table for defense workers and police workers.

At the same time, in the recent past, the Ministry of Home Affairs has worked with relevant ministries and branches to complete the dossier to report to the Politburo for comments on the basic contents of salary policy reforms.

"The contents that we need to focus on asking for opinions, the Steering Committee for Salary Reform has opinions and we are receiving and explaining to ask for the Prime Minister's opinion to report to the Government Party Personnel Committee before reporting, asking for the Politburo's opinion on specific contents to implement salary reform", Mr. Vu Dang Minh informed.

Unify 5 salary scales and 9 allowance groups; ensure new salary is not lower than old salary

According to Mr. Minh, there are several issues that need to be consulted:

Firstly, unify 5 salary scales and 9 groups of allowances for leadership and management positions along with bonus regimes for cadres, civil servants and public employees of the armed forces.

The second issue that needs consultation is the implementation of salary and income retention for officials and civil servants holding leadership and management positions.

"When we carry out salary arrangement, if the new salary is lower than the old salary, we will allow salary retention according to the spirit of Resolution 27-NQ/TW, which is that the new salary must not be lower than the old salary," Mr. Minh informed.

And thirdly, implementing a subsidy regime for officials and civil servants whose basic salary is lower than the lowest salary of region one applied to the business sector.

To ensure that these cadres and civil servants can live a decent life with a certain fixed salary level, the Ministry is currently asking for a salary of around 5 million. That is, the regional minimum wage applies to these subjects.

When we reform salaries, we must ensure that even those with the lowest incomes do not fall below 5 million. This figure still needs to be approved by the Politburo.

The fourth issue that needs consultation is the implementation of a specific monetary allowance for civil servants and non-professional workers at the commune level to apply the allowance to full-time grassroots government officials.

Finalizing a series of documents to implement the new salary policy

These are the major contents that will be reported to the Politburo in the near future. After the Politburo gives its opinion, the Ministry of Home Affairs will coordinate with relevant ministries, especially the Ministry of National Defense, the Ministry of Public Security, the Ministry of Labor, War Invalids and Social Affairs, and the Ministry of Finance to develop and submit the authority rules for the following 3 groups of documents:

Firstly, submit to the Secretariat for promulgation a Decision on the new salary regime for cadres and civil servants of Party agencies and Fatherland Front organizations.

Second, submit to the National Assembly Standing Committee a Resolution on the new salary regime applicable to cadres, civil servants, public employees, and those under the management authority of the National Assembly Standing Committee and the National Assembly.

Third, submit to the Government for promulgation a Decree amending Decree 24 dated February 12, 2024 of the Government regulating the new salary regime for civil servants and public employees of the armed forces to replace this Decree.

Accordingly, 12 circulars must be issued to provide very specific guidance on salary scales, payment methods, and salary calculations applicable to the new salary.

Such a huge and massive amount of work requires strong direction from the Government and the Steering Committee for salary reform and the participation of relevant ministries and branches.

Must ensure resources and streamline staff to reform wages

According to Mr. Vu Dang Minh: "It is very important that we ensure resources for salary reform.

We are still persistent and determined to follow the motto of continuing to arrange and organize state administrative apparatuses and agencies, improving the operational efficiency of public service units in the direction of streamlining to save on expenditures."

The second is to continue streamlining the payroll to increase resources for implementing salary reform.

Localities have basically completed the construction of job position projects to reform wages.

Currently, with the Central ministries, there are 3 ministries: Ministry of Foreign Affairs, Ministry of Labor - Invalids and Social Affairs and Government Inspectorate that have not been approved due to objective reasons related to determining specialized technical factors.

Currently, the only government agency that has not issued this is Hanoi National University.

Locality also includes Ho Chi Minh City and Thua Thien Hue province.

Mr. Minh said: "Basically, according to the plan, we will have a preliminary review with the ministries and branches in early May, and the above 6 agencies will complete it in the first half of May.

With this progress, we believe that after receiving the opinion of the Politburo, we have completed the job positions and have enough conditions for us to proceed with the arrangement of positions and salary calculation for the subjects in the salary scales that I just mentioned."
