Project investment objectives:
Investing in the construction of commercial housing areas for sale to meet the demand for commercial housing and to form a new urban area with conditions for technical infrastructure and urban social infrastructure; Social housing to serve the needs of renting or buying houses; Inter-level school system (kindergarten, primary school, junior high school, high school); Market, Trade Center, Cultural and Sports Center... with a synchronous technical infrastructure system; to meet the needs of housing, studying, shopping for daily life of people, the need to rent offices to use as working headquarters, business transactions of enterprises in the city, the needs of entertainment, physical education and sports of people in the district.
Project investment scale:
Construction of commercial housing projects, social housing projects and synchronous social and technical infrastructure projects, specifically:
- Educational facilities, public service facilities with land use area of 50,286.5 m2. In the educational land plot, construction is arranged: kindergarten, primary school, middle school and high school (inter-level school), specifically:
+ 01 9-storey commercial service area with total construction floor area of 57,987.9 m2.
+ 01 kindergarten ensures facilities for 800 students;
+ 01 primary school ensures capacity for 1,040 students;
+ 01 inter-level secondary and high school with capacity of 1,520 students.
+ 01 Cultural - sports center with total construction floor area of 6,083.3 m2;
+ 01 market with total construction floor area of 2,539.9 m2;
+ 01 medical facility with total construction floor area of 1,310.8 m2.
- Construction of commercial housing, townhouses and villas with a total of 1,537 units (raw construction and complete exterior). Of which:
+ Townhouses are 1,420 units, 3 to 4 floors high, total construction floor area of 473,091.0 m2.
+ 117 villas, 4 floors high, total floor area 99,511.5 m2.
- Social housing built in the form of apartments on the premises of 02 plots of land with a total area of 48,682.2 m2; including 1,698 apartments.
- Construct a synchronous technical infrastructure system, including water supply and drainage system, power supply system, lighting system, communication system, traffic roads and green parks. For Ring Road 2 within the scope of the Project: Invest in a part of the road with the scale: Bhe = 2x6m, Bmat = 2x6m, Bdpc = 2x1m.
- Construct a synchronous technical infrastructure system for the on-site resettlement area to serve the project's site clearance, including water supply and drainage system, power supply system, lighting system, communication system, traffic roads and green parks according to the approved planning to meet the resettlement needs of 300 resettled households, divided into 04 sub-areas.
Investment period and progress:
- Project operation period: 50 years, from the date the investor is decided to allocate land or lease land.
- Project progress:
+ Capital contribution and capital mobilization progress: According to the construction progress of the Project's works.
+ Progress of basic construction and putting the project into operation or exploitation: 66 months from the date the City People's Committee issues the Decision on land allocation and land lease.

Land area: 641,929.4 m2Land use purposes: Residential land, commercial service land, green land, public land and traffic land
Approved planning indicators: Detailed planning at a scale of 1/500 of the Urban Area in Dong Thai commune and An Dong commune, An Duong district was approved by the People's Committee of An Duong district in Decision No. 3588/QD-UBND dated October 6, 2022.
Current status of the land: Current residential land, agricultural land (fields, gardens, etc.), water surface (canals, ditches, ponds, lakes, etc.), traffic, technical infrastructure, etc.
