The National Center for Hydro-Meteorological Forecasting said that currently, a cold air mass is moving south from the North.

Around the night of November 3, this cold air mass will affect the Northeast, then the North Central, most places in the Northwest and some places in the Central Central. The northeast wind inland will strengthen to level 3, coastal areas level 4.

From November 4, the Northeast and Thanh Hoa will turn cold. From November 5-6, the North and North Central regions will be cold, with some mountainous areas experiencing severe cold. The lowest temperature during this cold spell in the North and North Central regions will be 17-19 degrees Celsius, with some mountainous areas below 15 degrees Celsius. This is also the first cold spell this winter.

The impact of disturbances in the upper easterly wind zone combined with the strengthening cold air caused widespread heavy rain and thunderstorms from Thanh Hoa to Quang Ngai from early morning on November 3. From early morning on November 4, the Northeast region had scattered rain, showers and thunderstorms, with some places experiencing heavy rain.

Specifically, from early morning of November 3 to November 4, Ha Tinh to Quang Ngai will have moderate rain, heavy rain and scattered thunderstorms, locally very heavy rain with rainfall of 70-150mm, some places over 300mm. There is a risk of localized heavy rain (over 150mm/6 hours).

On November 4, Thanh Hoa - Nghe An has moderate rain, heavy rain and scattered thunderstorms, locally very heavy rain with rainfall of 30-60mm, some places over 90mm.

On the night of November 4 and November 5, Thanh Hoa to Quang Ngai will have heavy rain, locally very heavy rain and thunderstorms with common rainfall of 70-150mm, some places over 300mm, in which, Ha Tinh to Da Nang will have common rainfall of 100-250mm, some places over 350mm.

In addition, on November 3, the Central Highlands and the South will have scattered showers and thunderstorms, with some places experiencing heavy rain with rainfall of 15-30mm, some places over 60mm, with thunderstorms concentrated in the afternoon and evening.

Heavy rain in the Central provinces is likely to last for many days and may extend down to Binh Dinh.
