The prolonged dry weather, along with a series of new projects that have completed investment procedures and selected contractors, is being identified by Quang Ninh as the "golden" time to disburse public investment capital. All construction sites and projects are currently bustling with machinery, equipment, and human resources organizing construction with a high determination to complete the progress, ensure the disbursement rate of assigned public investment capital, contributing to the overall economic growth of the province.
Make good use of the moment
Now that it is the dry season, investors of projects and works from provincial budget to local budget are speeding up the construction progress of project items and works to compensate for the volume that has not been completed due to previous rainy weather conditions.
A review of some projects and works shows that the working atmosphere at construction sites is always urgent and positive to complete items, put projects and works into use soon, and effectively promote investment resources.
The Provincial Media Center Headquarters Project built in Hong Hai Ward (Ha Long City) has a total investment of nearly 770 billion VND, and is identified as one of the key, driving projects of the province. The project is designed with a 20-storey building, with a floor area of nearly 22,000m2 . The project not only creates a highlight for Ha Long City but also serves the goal of press activities in the province in a professional, prestigious direction, with wide influence, commensurate with the position and role of a service and industrial province, one of the economic growth poles of the North.
According to the investor's representative, the project started a year ago and encountered many difficulties due to complex geological layers in the context of heavy rain, leading to delays compared to the initial target. However, with the high determination of the investor (Provincial Civil and Industrial Construction Investment Project Management Board) and the contractor, the project has now overcome objective difficulties and is entering the peak construction phase. Due to the nature of a civil project, on average, each day, the project construction site always ensures more than 250 technical staff, engineers, and workers to construct the rough construction items of the building block and will increase in November 2024 when the construction of the mechanical and electrical, fire protection systems of the building begins.
Currently, the 20-storey building has been built to the 12th floor and is determined to strive to complete all 20 floors by the end of 2024 to move to the finishing stage. Deputy Director of the Provincial Civil and Industrial Construction Investment Project Management Board Pham Thanh Hung said: The unit has directed the construction contractor to develop a detailed construction plan and plan for project items, with weekly, monthly and quarterly progress reports, ensuring that the items are invested synchronously, avoiding conflicts that cause interruptions and affect the implementation progress. The unit is determined to strive to complete the project in the second quarter of 2025 to hand over to the management unit, put into use, and celebrate the 100th anniversary of Vietnam Revolutionary Press Day June 21 (1925-2025).
The project of the connecting route from National Highway 4B to National Highway 18 in Tien Yen district, invested by Tien Yen District People's Committee, is also being actively implemented by the joint venture contractor. The project started construction in 2023, with the starting point connecting to National Highway 4B at Km102+200; the end point connecting to National Highway 18 at Km208+00. Before October 2024, the project encountered many difficulties in terms of site clearance, making it impossible to carry out synchronous construction of the items. After being focused on by relevant departments and branches of the province, and with the active participation of Tien Yen district, up to now, the entire area of the site on the route has been cleared, the contractor has mobilized 12 excavators of various types, 10 road rollers, 2 bulldozers, 8 trucks, 4 crawler cranes, 1 leveler to organize continuous construction in 3 shifts/day.
Mr. Luu Van Viet, Project Construction Commander, said: The unit organized the construction of camps on the route for officers, technicians, and workers to live and rest, convenient for mobilization and construction organization. Every day, we organize evaluation and counting of the results of implementing previously built items; evaluate difficulties and advantages, from which we propose construction methods to achieve the highest efficiency.
Currently, taking advantage of the dry weather, the contractor is arranging construction equipment and machinery to clear the route, excavate organically the route 2 from pile 88 to pile 98 from Km1+574.43 to Km1+759.95; pile 117 to pile 126 from Km2+107.33 to Km2+247.33; the branch line from pile 13 to pile 41 of the QL18 intersection. At the same time, focusing on implementing the construction of the bridge section. In addition to completing the construction of pier M1, bored piles of pier T6 and completing 2/3 of piles of pier T7, the contractor is focusing on accelerating the construction of piles from C1-T7 and C4-M2, C5-T2 and C7-T2...
From the implementation results, up to now, the capital payment value of the project in 2024 has reached 51.6% of the plan and is determined to disburse 100% of the capital plan in 2024 by December 31, 2024.
High determination, great effort
Besides the projects that are being accelerated in construction progress, contributing to increasing the disbursement rate of capital, there are also many public investment projects in the province that are still being constructed at a slow pace due to various reasons, including many key and driving projects with large public investment capital.
The riverside road project connecting Ha Long - Hai Phong expressway to Dong Trieu city, from Provincial Road 338 to Dong Trieu (Phase 1), is still very behind schedule compared to the plan. In addition to the bridge section on the route ensuring progress, the road section has almost had to stop construction because there is no source of materials for leveling and reinforcing the foundation. This project has a capital plan for 2024 of over 1,800 billion VND, and by the end of September 2024, it has only disbursed nearly 20% of the plan. This is the transitional project with the largest capital plan, but the disbursement rate is very low.
Or the project to renovate and upgrade National Highway 279 from Km0+00 to Km8+600 is facing many difficulties in terms of construction site. The project has a total land acquisition area of 75.3 hectares, involving 15 organizations and 146 households in 2 localities, Ha Long City and Cam Pha City (including 27.44 hectares of production forest land). Currently, the inventory work has only been completed and compensation plans have been made for 1 organization. The rest do not have plans due to problems related to changing the purpose of forest use, slow approval of crop prices and determining the origin of the land. By the end of September 2024, the project has only disbursed 2024 capital, reaching 0.5% of the plan.
According to the Department of Planning and Investment, the disbursement rate of public investment capital in 2024 by the end of the third quarter of the province only reached over 30% of the capital plan assigned by the Provincial People's Council at the beginning of the year, lower than the same period in 2023 (40.3%). This is a big challenge for the province in the remaining months of the year, when Quang Ninh identified public investment as a field to compensate for a number of industries and sectors that were severely damaged by storm No. 3 (Yagi) to ensure the target of double-digit economic growth in 2024. From there, the Provincial People's Committee directed relevant departments, branches, sectors and localities to have high determination, great efforts and drastic actions to remove bottlenecks and obstacles in the process of disbursing capital.
In particular, the Department of Natural Resources and Environment shall take the lead in coordinating with relevant agencies and units to seriously implement the instructions of the Prime Minister, Deputy Prime Minister and Provincial People's Committee on removing difficulties related to land procedures, licensing of mines, exploitation of stone, sand, soil, etc. to serve public investment projects to ensure speed, efficiency and compliance with legal regulations. The Department of Construction shall regularly inspect, review and strictly manage construction material prices, update and periodically announce construction material prices according to legal regulations, especially for key materials (cement, iron, steel, sand, bricks, stones, gravel, etc.). In case of fluctuations in construction material prices, it is necessary to conduct surveys and collect information on construction material prices to promptly announce construction material prices in accordance with the market.
The Provincial People's Committee requests the People's Committees of localities to focus on leadership, direction, and identification of compensation and site clearance work as an important political task, and to focus on resolving and synchronously implementing related legal procedures when reclaiming land, site clearance, resolving policies, and arranging resettlement; the Chairmen of the People's Committees of localities are personally responsible and accountable to competent authorities for not fulfilling their responsibilities for site clearance, such as: Not making (or making but not effectively implementing) a plan to implement compensation and site clearance work, lacking review, or not reviewing carefully, leading to unexpected and sudden increases in site clearance costs, affecting the progress of project implementation.
At the same time, the investor directs and urges contractors to take advantage of the dry weather to speed up the construction progress of projects; resolutely terminate contracts, replace, and strictly handle contractors who violate contracts, intentionally delay progress, violate technical procedures, and legal regulations during construction. Absolutely do not allow violations of construction quality, corruption, negativity, waste, or loss of state assets and budget in the implementation of investment projects.
