After reaching the advanced NTM finish line in 2022, in addition to maintaining the achieved criteria, the Party Committee, government and people of Thieu Long commune (Thieu Hoa) have been promoting the combined strength, focusing all resources, promoting the spirit of solidarity, completing the criteria for building a model NTM, striving to reach the finish line in the first months of 2024.

In 2023, Thieu Long built a model new-style rural commune with difficulties and challenges with higher requirements for criteria. Therefore, with the motto "People know, people do, people inspect", the commune has concretized the guiding documents with resolutions and plans, deployed to each household; mobilization and propaganda work has been promoted in many forms to help people understand the meaning of the new-style rural construction program as well as their roles and responsibilities, thereby actively participating in maintaining and continuing to mobilize resources to improve the quality of criteria. In particular, focusing on developing production, improving people's material and spiritual life; building large-scale, high-tech agricultural production models; promoting the development and expansion of business activities in a number of advantageous service - trade sectors; Encourage people to invest in developing small-scale industries and occupations, maintain and develop the construction sector, contributing to promoting economic restructuring in the right direction... Thereby, contributing to raising the average income per capita in 2023 to 64 million VND/person, with no more multidimensional poor households according to the new standards.
In addition, the total capital mobilized for the local model new rural construction program reached more than 100 billion VND, of which about 58 billion VND was mobilized from the people. From this source of funding, the commune has invested in upgrading, repairing and building new public works, such as: multi-purpose cultural houses, upgrading the electricity system, intra-field canals, renovating traffic routes, building and repairing schools, classrooms... After being put into use, many construction items have been effective and well served the requirements of socio-economic development.
Determining that digital transformation will help people have equal access to services and technology applications to improve the quality of life; narrowing the gap between urban and rural areas, the commune has chosen digital transformation as a prominent criterion, promoting digital transformation with 3 pillars: Digital government, digital economy and digital society. In addition, Minh Duc village was chosen to build a smart village model and quickly organized training courses, instructing people to use applications on digital transformation software. The focus is on essential applications, such as: paying for electricity and water bills, buying and selling goods without using cash, online public services... Up to now, 100% of the commune's incoming and outgoing documents are resolved and processed in the network environment, no sending and receiving of paper documents, work is resolved through the Work File Management software... helping to reduce about 95% of paper documents compared to before. From socialized sources, the commune has invested in facilities in online meeting rooms with modern equipment such as cameras, display screens, omnidirectional microphones to receive audio signals... Establishing groups on Zalo platform, Facebook page... Up to now, 6 village cultural houses have been installed with wifi, computers... On the other hand, to ensure security and order, the commune has installed a synchronous camera system integrated into the centralized management system and connected to the ThanhHoaS application to share with people, police, and authorities to monitor and supervise. Since then, littering, traffic violations without helmets, speeding, reckless driving... of some young people have been warned and reminded in a timely manner. At businesses in the commune, people are also encouraged to create QR codes for bank accounts and e-wallets so that customers can easily make cashless payments.
Mr. Nguyen Van Tuan, Phu Lai village said: "Currently, my family members are familiar with cashless payments through applications or bank cards and open electronic payment accounts such as ZaloPay e-wallet, VNPT Money... to pay for essential services such as electricity, water, buying and selling goods, paying for medical examination and treatment costs".
Comrade Hoang Dinh Que, Party Secretary, Chairman of the People's Council of Thieu Long commune, said: The commune strives to replicate the smart village model in the remaining 5 villages by 2025; invest in technical infrastructure for the villages, ensuring a synchronous telecommunications system to 100% of households. In addition, strictly implement 100% of the rate of incoming and outgoing documents of the commune processed online; maintain and increase the rate of administrative procedure files eligible for online settlement at level 4, provided on the provincial Public Service Portal and on access means to reach 100%... In addition, continue to propagate and open training courses to increase the rate of people of working age with skills to use online public services and essential digital services to reach 100%; set up electronic payment accounts to pay for essential services to reach 80% or more...
