At the conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year, Deputy Minister of Education and Training Pham Ngoc Thuong raised the issue of local teacher shortages in most localities.

This situation has been going on since the implementation of the new general education program but has been slow to improve.

Among them, the most serious shortages are in subjects such as English, computer science, music, and fine arts.

Vice Chairman of Dien Bien Provincial People's Committee Vu A Bang commented that this is a common problem of mountainous provinces with difficult socio-economic conditions like Dien Bien.

Mr. Bang said that the locality has made efforts to implement many solutions in the context of shortage of recruitment sources such as sending local children to study in teacher training programs. However, the number of recruitment is relatively limited.

Currently, the province only has about 45 students enrolled in foreign language education.

Partly because the recruitment policy is not attractive, there is no specific mechanism for recruiting teachers to work at educational institutions.

In Ho Chi Minh City, despite the development of socio-economic conditions and the availability of recruitment sources, there is still a shortage of teachers.

Ms. Tran Thi Dieu Thuy - Vice Chairwoman of Ho Chi Minh City People's Committee - said that the problem lies in salary.

Ms. Thuy recommended that the Ministry of Education and Training remove difficulties in financial mechanisms so that localities can recruit English, IT, and music teachers.

"With the current salary level, it is impossible to recruit teachers for these subjects," Ms. Thuy emphasized.

According to a report by the Ministry of Education and Training, as of April 2024, the country still lacks 113,491 teachers at all levels of preschool and general education.

The structure of the teaching staff is still unbalanced between subjects at the same level and between regions with different socio-economic conditions.

The quota for allocating teachers to localities is mostly lower than the actual demand. At the same time, the teacher/class ratio at all levels is lower than the norm prescribed by the Ministry of Education and Training.

The Ministry explained five main reasons: limited attraction to the industry, high rate of teachers quitting their jobs, lack of recruitment sources for specific subjects, slow recruitment in localities, and increasing number of students while planning and forecasting have not kept up with reality.

The Ministry said that there are currently about 72,000 assigned teaching positions that have not been recruited.

In the 2023-2024 school year, localities will recruit 19,474 new teachers out of a total of 27,826 additional positions.

Of which, preschool level recruited 5,592 teachers, primary level recruited 7,737 teachers, secondary level recruited 4,609 teachers, high school level recruited 1,536 teachers.

Previously, in order to gradually remove difficulties and shortcomings in recruiting teachers to teach new subjects according to the 2018 General Education Program, the Ministry of Education and Training has developed and the Government has proposed to develop a National Assembly Resolution on allowing the recruitment of people with college degrees to teach a number of new subjects.

Regarding the salary regime for teachers, the Ministry of Education and Training is coordinating with the Ministry of Home Affairs to develop regulations on salary scales according to job positions, titles and leadership positions and preferential allowances according to professions, including for primary and preschool teachers.

In addition, the Ministry is also researching preferential allowances for civil servants in the education sector, reviewing and proposing policies on salary regimes for civil servants of ethnic boarding schools, semi-boarding schools and schools with semi-boarding students in mountainous areas and areas with particularly difficult socio-economic conditions.
