According to the Department of Education and Training ( GD-DT) of Ho Chi Minh City, the city currently has 1,327 primary school managers and more than 25,372 public primary school teachers. The majority of managers and teachers have qualified and above-standard qualifications, are enthusiastic and eager to learn, and are willing to learn from their colleagues through class observation sessions; through group activities, professional blocks, etc.

However, the shortage of teachers at this level remains a difficulty for primary schools.

Commenting on the reason for the shortage of teachers, the leader of the Primary Education Department of the Ho Chi Minh City Department of Education and Training said that it was due to the inability to recruit, especially subject teachers (talent, English, IT) the number of training is not enough to recruit, and students are not interested in applying for jobs in the education sector.

Besides, the policy of attracting and supporting teachers has not helped teachers stabilize their lives, especially teachers from other provinces.

To overcome this situation in the new school year, the Department of Education and Training of the City said that schools will continue to sign teacher contracts while not yet recruiting staff to ensure the operation of the unit. In addition, schools advise and report on personnel needs to the Department of Education and Training, advise the People's Committees of districts and towns to continue recruiting civil servants to ensure enough teachers according to the approved job position plan. Units proactively contact universities to find the missing source of teachers to create a recruitment source for the unit. Continue to propose and develop attractive policies for primary school teachers, overcome financial difficulties, and participate long-term with the industry and the unit.

100% of students in Ho Chi Minh City learn English from grade 3

Ms. Lam Hong Lam Thuy, Head of the Primary Education Department, Ho Chi Minh City Department of Education and Training, said that in the 2023-2024 school year, the city will have 561 primary schools and general schools at many levels, including 522 public primary schools with more than 637,000 students. Students studying 2 sessions/day account for 78.8% (an increase of 4%). The average number of students per class is 36.6 students/class (a decrease of 1.8 students/class). In which, the following units: District 1, District 3, District 4, District 5, District 6, District 7, District 10, Phu Nhuan District and the 2 districts of Can Gio and Nha Be have a rate of studying 2 sessions/day reaching 100%.

"In reality, despite many efforts, the rate of students attending two sessions per day has not reached 100%. We understand that teachers are under pressure from the increase in population as well as the complicated stability of the population in each area. Therefore, ensuring the number of students per class as well as the rate of two sessions per day cannot be completed yet," said Ms. Thuy.

Ms. Thuy also requested that the education departments of districts and Thu Duc City support the recruitment and selection work, have facilities and adequate equipment to ensure the ratio of 2 sessions/day.

Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, informed that in the past school year, Ho Chi Minh City organized textbook training for 100% of teachers in each grade, focused on purchasing additional teaching equipment, helping to implement the program well, effectively use equipment, and effectively implement the 2018 General Education Program in grades 1, 2, 3, and 4. 100% of students learned English from grade 3, contributing to comprehensive education of students in schools.
