The Prime Minister's telegram sent to the Minister of Industry and Trade, Chairman of the State Capital Management Committee at Enterprises; Chairmen of People's Committees of provinces and cities; leaders of the following corporations: Vietnam Electricity (EVN), Vietnam Oil and Gas (PVN), Vietnam Coal and Mineral Industries Group (TKV), clearly stated that the severe heat has increased the demand for electricity for people's daily life.

In addition, the lack of rain in the northern provinces has caused very low water levels in hydroelectric reservoirs, greatly affecting electricity supply in the dry season of 2023. The Prime Minister has directed in many ways from early on and from afar to ensure electricity supply in the dry season of 2023, including the requirement to absolutely not let power shortages occur as well as noting specific solutions to overcome difficulties in electricity supply in recent times.
However, there have been factors that negatively affect the ability to ensure adequate electricity supply in the coming time, especially in the North.
Faced with the current difficulties in electricity supply, the Prime Minister requested the Ministry of Industry and Trade to review and carefully assess the current electricity supply situation, especially the factors that affect the assurance of electricity supply. Urgently instruct EVN to develop proactive scenarios to promptly respond to difficulties in electricity supply and organize implementation according to regulations, to be completed before June 10.
At the same time, complete the Prime Minister's directive on enhancing electricity saving in the period of 2023 - 2025 and the following years, and submit it to the Prime Minister for signing and promulgation before June 8.
Urgently complete the Prime Minister's directive on ensuring electricity supply, coal and gas supply for electricity production in the coming time. Research and provide guidance on final handling according to authority for wind and solar power projects that have been invested in and constructed but do not meet the deadline for applying the FIT price mechanism (expired).
Urgently provide guidance on electricity price negotiations in the spirit of "harmonized benefits and shared risks" for wind power and solar power projects in the above categories according to regulations, to be completed in June...
The Prime Minister also assigned EVN to focus on effectively mobilizing all resources and making the greatest efforts in directing and implementing synchronous and effective solutions to ensure electricity supply.
Proactively develop flexible scenarios to respond to difficulties in electricity supply and follow the instructions of the Ministry of Industry and Trade. Urgently direct and directly resolve problems at power plants, especially those in the North, to put them into operation as soon as possible. Highly focus on effectively implementing solutions to increase electricity savings, especially in June.
In addition, the Prime Minister requested TKV and PVN to provide sufficient coal and gas for power plants as requested by EVN; closely coordinate with EVN in implementing solutions to ensure electricity supply in the coming time. Urgently direct the immediate resolution of incidents at power plants under their authority, and put them into operation in June.
The People's Committees of provinces and centrally-run cities closely coordinate with EVN, corporations and power companies in implementing electricity saving work in localities to achieve the highest efficiency and implementing scenarios to respond to difficulties in electricity supply in the coming time.
The Prime Minister also assigned the Minister of Industry and Trade to direct the establishment of a specialized inspection team in accordance with the law on EVN's electricity management and supply from January 1, 2021 to June 1, 2023.
