Hoang Mai town is increasingly affirming its growth pole, industrial center, and dynamic urban area of ​​Nghe An.

On the morning of October 10, the Standing Committee of Nghe An Provincial Party Committee held a regular meeting for September 2023. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.

GROWTH POLE, INDUSTRIAL CENTER, DYNAMIC URBAN OF NGHE AN

The Provincial Party Standing Committee listened to and gave opinions on the results of 9 years of implementing Resolution No. 11-NQ/TU, dated September 18, 2014 of the Provincial Party Standing Committee on building and developing Hoang Mai town until 2020 and the following years.

Evaluation shows that after 9 years of implementing Resolution 11, up to now, many general goals and tasks according to Resolution No. 11-NQ/TU have achieved very positive results.

The economy maintained high growth, gradually asserting itself as a growth pole of the province; the business environment was improved, attracting investment (especially FDI projects) made important contributions to the overall results of the province.

Total production value continues to remain in the top of the province. In 2022, the total production value reached 20,023 billion VND, an increase of 3.62 times compared to 2014. The average economic growth rate in the period 2015-2020 reached 13.02%/year, in the period 2015-2022 reached 13.01%/year.

The proportion of the industrial - construction and service sectors in 2022 accounts for 72.51% of the total added value, an increase of 6.08% compared to 2014. The average added value per capita increases rapidly, reaching 72.4 million VND/person/year by 2022; an increase of 40.6 million VND compared to 2014.

The process of building Hoang Mai town to become a type III urban area has improved in quality, the urban appearance has gradually become more orderly; cultural and social fields have made much progress, social security has been taken care of, the material and spiritual life of the people has been improved; national defense and security have been maintained, making an important contribution to socio-economic development. The work of building the Party and the political system has achieved many important steps forward.

However, compared to the goals and requirements set by 2025, the town will meet the criteria of a type III urban area, the task is still very heavy, especially some criteria on infrastructure that require large investment resources; besides, the requirement to ensure the environment to attract dynamic investment projects, resolve conflicts in development and handle backlog and long-standing cases also poses many difficulties and challenges.

At the meeting, comrades in the Provincial Party Standing Committee acknowledged the development results of Hoang Mai town over the past 9 years.

In particular, Hoang Mai Town has formed an industrial center, a growth pole of the province. Administrative reform and improvement of the investment and business environment are taken care of; the administrative reform index ranks 5/21, the DDCI index ranks 2/21 districts, cities and towns.

In the town, there are many new models and methods such as: Subsidizing party members who are awarded the 50-year Party badge or older and are not entitled to regular State benefits for the period 2021-2025 and the following years; directing the pilot establishment of the Quynh Lap Commune Fisheries Association Party Cell, party members are fishermen who regularly fish offshore, in line with current practices at the grassroots level; Quantifying tasks to assign work to each organization and individual who is the head of the Party Committee and government on urgent and prominent issues occurring in the area;...

In the new development context, the opinions of comrades in the Provincial Party Standing Committee also raised a number of issues that need attention.

Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee Bui Thanh An suggested that the town pay attention to planning; coordinate with the province, mobilize and attract to form urban areas, residential areas, along with social infrastructure and services.

Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department suggested that the town continue to pay attention to planning and planning management; closely follow the province's Development Strategy to concretize it in Hoang Mai town; pay attention to grasping information on the ideological situation and managing residents in the area.

Comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, proposed that Hoang Mai Town closely follow the provincial planning in the direction of developing Hoang Mai urban area in association with Quynh Luu to develop a type III urban area; at the same time, proposed that the Provincial Party Committee's Standing Committee assign specific responsibilities to preside over the summary of 10 years of implementing Resolution No. 11-NQ/TU and develop a new draft Resolution to submit to the Provincial Party Committee's Standing Committee.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung assessed that Hoang Mai Town is identified as an industrial, commercial, service, and tourism urban area; the industrial element is clear, but the commercial, service, and tourism elements need attention because they are not clear.

Currently, Hoang Mai Town has become a key investment attraction of the province. The Chairman of Nghe An Provincial People's Committee also requested Hoang Mai Town to pay attention to developing technical infrastructure and social infrastructure; focus on site clearance for key projects and industrial parks; continue to focus on administrative reform, especially digital transformation and implementation of Project 06.

Comrade Nguyen Duc Trung also agreed with the proposal of Hoang Mai Town to summarize 10 years of implementing Resolution No. 11-NQ/TU because currently there are enough factors for the Provincial Party Committee Standing Committee to issue a new resolution to suit the new situation.

CONTINUE TO PROMOTE THE SPIRIT OF UNITY, SHARING, SOLIDARITY AND COLLABORATIVENESS

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy acknowledged the spirit of solidarity, unity, and high responsibility of the comrades in the Standing Committee, Executive Committee, and Hoang Mai Town Party Committee from the beginning of the 2020-2025 term to present. Factors of growth poles, industrial centers, and dynamic urban areas have begun to take shape and become increasingly clear.

In the coming time, the Provincial Party Secretary suggested that Hoang Mai Town continue to maintain high concentration of the entire political system, including unity, sharing, solidarity, and collaboration to be ready and determined to undertake the tasks and responsibilities assigned by the Party Committee, Government and People of the province to the town as a growth pole, dynamic urban area, industrial, commercial and service center.

At the same time, in the context of limited resources from the Central, provincial and municipal levels, but with many requirements in the process of infrastructure development, the head of the Provincial Party Committee suggested that Hoang Mai town "choose a task and complete it completely", not spreading out, including technical infrastructure and social infrastructure to effectively promote resources.

With the current high and dynamic growth rate, developing with the orientation of industry, trade, services and tourism, the Secretary of Nghe An Provincial Party Committee requested that the town must pay close attention to planning, protection, and proper implementation of the planning, and submit to competent authorities for timely adjustment of any shortcomings in the town's planning, if any.

The town also needs to focus on implementing well the State management work in the area in the fields of urban, construction, urban order, mineral exploitation, environmental protection; especially supervising the implementation of legal regulations on environmental protection, especially in industrial zones.

Regarding the 3 proposals of Hoang Mai town, the Provincial Party Secretary agreed to the investment policy of the Rocket Cave Relic Complex. The Provincial Party Committee and Provincial People's Committee are also focusing on concretizing and implementing the above-mentioned dynamic projects, promoting the potential and advantages so that the town can soon become a growth pole of the province, increasing the ability to connect regions such as: LNG Power Plant in Quynh Lap.

The head of Nghe An Provincial Party Committee agreed that the Standing Committee of the Provincial Party Committee will summarize 10 years of implementing Resolution 11 and issue a new Resolution; assign the Provincial Party Committee Office to announce the conclusion and assign the Standing Committee of the Hoang Mai Town Party Committee to preside over the general summary and coordinate with the Party Committee of the Provincial People's Committee to preside over the summary of the socio-economic sector; the Provincial Party Committee's Party Committees to summarize the Party building work; the Fatherland Front and provincial-level socio-political organizations to summarize contents related to their authority.
