Candidates with one of the following 17 foreign language certificates will be exempted from the foreign language exam.

Recently, the Ministry of Education and Training has just announced a draft to amend and supplement the Regulations on high school graduation exams, applicable to the 2024 exam, in which it is expected to amend and supplement regulations on exam papers and exam registration documents.

Draft amendments and supplements to the Regulations on high school graduation exams issued together with Circular No. 15/2020/TT-BGDDT dated May 26, 2020, amended and supplemented by Circular 05/2021/TT-BGDDT dated March 12, 2021 and Circular 06/2023/TT-BGDDT dated March 24, 2023.

Regarding this issue, the Department of Quality Management (Ministry of Education and Training) has explained some of the revised and supplemented contents in the draft.

Regarding the clear regulations on subjects in the 2024 high school graduation exam, the Department of Quality Management said that this content was previously shown in the exam instructions, and is now included in the regulations for general consistency in legal documents.

Regarding the addition of regulations on the responsibility of the registration units in reviewing data on the database because in 2023, it was required that the registration units must review the priority regime of candidates on the national resident management database. However, this content was left in the exam organization instructions and is now included in the regulations to increase the effectiveness and efficiency of state management and general consistency.

In addition, the draft amends and supplements the responsibilities of candidates in the 2024 high school graduation exam. Regarding this issue, the Department of Quality Management believes that this will overcome the problem of items candidates are allowed to bring into the exam room related to high-tech equipment and are prohibited from bringing into the exam room in 2023.

Explain the draft to supplement and clarify requirements for areas for printing and copying exam papers, making exam papers, marking exams, exam invigilation and marking procedures; responsibilities of the Department of Education and Training, high schools, and higher education institutions during the exam to suit the practical organization of high school graduation exams.

As for the addition of foreign language certificates used for exemption from graduation exams, the Department of Quality Management previously explained in the instructions, now it is added to the regulations to ensure legal consistency.

It is known that candidates with 17 types of foreign language certificates in 6 languages ​​​​can be exempted from the exam and recognized as having achieved a score of 10 in the 2024 high school graduation exam.

Certificates in other languages ​​are required including: English, Russian, French, Chinese, German, Japanese.

For English, the number of certificates has been increased from 2 to 5. In addition to the TOEFL ITP certificate of 450 points, TOEFL iBT of 45 points, IELTS of 4.0 as in previous years, candidates with a level 3 certificate according to the 6-level foreign language proficiency framework for Vietnam (VSTEP), Aptis ESOL B1, B1 Preliminary/B1 Business Preliminary/B1 Linguaskill, PEARSON PTE B1 or TOEIC 4 skills (listening 275-399 points, reading 275-384, speaking 120-159, writing 120-149 points) will be exempted from the foreign language test.

For other foreign languages ​​such as Russian, French, Chinese, German, Japanese, the certificates used for exam exemption are the same as last year.
