Piloting ETC non-stop toll collection at Noi Bai and Tan Son Nhat airports for 6 months

The Vietnam Road Administration has just reported to the Ministry of Transport (MOT) on providing non-stop electronic toll collection services for airports and some contents related to expanding the provision of non-stop electronic toll collection services.

Referring to the practical basis for implementing non-stop toll collection at airports, the Vietnam Road Administration said that during the operation of the non-stop electronic toll collection system, service providers focus on improving service quality to meet user requirements.

With many convenient and diverse payment channels, non-stop toll collection has become familiar, up to now there have been nearly 5 million vehicles with stickers, opened toll collection accounts (traffic accounts), reaching over 90% of the total number of vehicles nationwide.

Expanding payment services on the platform of non-stop electronic toll collection systems such as airport toll collection, parking lot toll collection, on-street parking toll collection, etc. is necessary, in line with the development trend of smart transportation, convenient for service users and maximizing the investment efficiency of projects.

" Currently, airport toll stations across the country, especially at Noi Bai and Tan Son Nhat airports, still collect fees manually. Drivers have to stop in front of the toll station to pay in cash, causing frequent congestion at the station, frustrating drivers and passengers," said the Vietnam Road Administration.

According to this agency, the non-stop electronic toll collection system at Tan Son Nhat airport has been successfully tested and is ready to be put into operation.

Regarding the legal basis for service expansion, the Vietnam Road Administration said that the service providers' proposal to expand new services on the platform of the non-stop electronic toll collection system is consistent with the spirit of Decision No. 19/2020 of the Prime Minister.

However, according to the PPP Law, toll service providers are established for the sole purpose of collecting road tolls. In case of service expansion, the non-stop electronic toll collection project must be adjusted to add additional services to the project scope.

According to Decision No. 19/2020, the vehicle owner's traffic account can only be used to pay road service fees.

A representative of the Vietnam Road Administration said that in the Draft Road Law, the agency has proposed to add regulations on intelligent traffic systems, road databases and electronic traffic payments.

From the above analysis, the Vietnam Road Administration proposed that the Ministry of Transport report to the Prime Minister to allow non-stop electronic toll collection service providers to pilot the expansion of non-stop electronic toll collection services at Noi Bai and Tan Son Nhat airports for a period of 6 months.

The pilot is based on ensuring social benefits and project efficiency according to the provisions of Decision No. 19/2020 of the Prime Minister; at the same time, increasing utilities, creating convenience for service users, promoting the effectiveness of investment in the non-stop electronic toll collection system, as well as having a basis for evaluating and perfecting the legal corridor to ensure suitability, strictness, efficiency and compliance with legal regulations.

" Based on the implementation process and results of the pilot non-stop electronic toll collection at Noi Bai and Tan Son Nhat airports, the Ministry of Transport will assess the impact and review, research, propose and recommend appropriate, strict, effective and legal handling solutions. The Vietnam Road Administration will propose to adjust and supplement Decision No. 19 at the same time as the pilot implementation process," the Vietnam Road Administration said.
