That is because some candidates are not eligible to apply for admission.
N CONDITIONS TO PARTICIPATE IN UNIVERSITY ADMISSION EXAM
After the end of the first round of university admission registration in 2023 at the end of July 30, data on the Ministry of Education and Training's system recorded that more than 662,000 candidates had registered for admission. Meanwhile, the total number of candidates registered for the 2023 high school graduation exam was 1,024,063. This made the public wonder why the remaining 360,000 candidates did not register for university admission!
According to the report of the Ministry of Education and Training, in fact, there are 1,012,398 candidates nationwide taking the 2023 high school graduation exam. However, the number of candidates taking each subject is different, due to different exam purposes. Meanwhile, to be included in the list of candidates eligible to apply for university admission, candidates must fall into one of the following 3 cases: Take all the subjects for graduation; Candidates who graduated the previous year must take all 3 subjects of a university admission group (the group must include literature or math); Candidates who graduated from high school in previous years, and did not take the high school graduation exam this year, but still have admission points due to using the exam results of other exams such as aptitude tests, capacity assessment tests, thinking tests, etc.
According to data from the Ministry of Education and Training, more than 662,000 candidates have registered for admission out of a total of 1,024,063 candidates registered for the 2023 high school graduation exam.
According to the Department of Higher Education, Ministry of Education and Training, the number of candidates displayed on the system (those eligible to participate in the 2023 university entrance exam) is 1,002,000; the number of candidates registered for admission is 662,000. Thus, the number of candidates eligible for the system to include in the university entrance exam list but not using the "right" to register their wishes on the system is 340,000. So why do these 340,000 candidates not use the "right" to register their wishes on the system?
HUNDREDS OF THOUSANDS OF CANDIDATES DID NOT REACH THE FLOOR SCORE
According to Dr. Pham Thanh Ha, Head of Training Department, University of Transport, among the 340,000 candidates who did not register for university admission, a large number of candidates are not eligible to register when most universities currently set a quality assurance threshold (floor score) to receive applications.
Dr. Ha analyzed that there are currently 4 popular combinations used by universities for admission, including A00, A01, D01, D07. Of which, D01 has the largest coverage because most candidates who want to graduate from high school in 2023 must take all 3 subjects of math, literature, and English (except for a few candidates in continuing education or candidates taking other foreign languages). With the principle of selecting the combination of candidates with the highest score (compared to other combinations of the candidate himself) currently being applied by the Ministry of Education and Training's admission system, one can calculate how many candidates are not eligible to apply for admission, based on the floor scores of the schools.
Four provinces and cities, including Thua Thien-Hue, Da Nang, Khanh Hoa, and Phu Yen, are in the top 10 localities with the highest university admission rates, showing a connection to the low floor scores and benchmark scores of universities in the region.
"Currently, most schools have a minimum score of 17 or higher, only a few schools/majors have a minimum score of 15. If we calculate the average of each candidate being given 0.5 priority points, we can consider the 16.5 point mark to see how many candidates are eligible to apply to schools/majors with a minimum score of 17. According to the statistics we have collected in the group of 4 combinations with very popular usage as mentioned above, the whole country only has 663,245 candidates with a score of 16.5 or higher. Thus, there will be about 330,000 candidates who are not eligible to apply to schools/majors that require a minimum score of about 17 points," said Dr. Ha.
Based on the 2023 high school graduation exam score data of candidates with combined scores of A00, A01, D01, D07 that Dr. Ha has compiled, Thanh Nien Newspaper also found that at the 15-point mark, more than 747,000 students nationwide passed. Thus, even if all universities set the floor score threshold at 15.5 (with an average calculation of 0.5 priority points added to each candidate), the whole country will have about 250,000 candidates who do not meet the conditions to register for university admission. "The number that public opinion has raised (360,000 candidates who did not register for university admission - PV) is an objective reality. The problem is that not registering is different from not meeting the conditions to register. The Ministry of Education and Training is the agency that has full data on information on floor scores and admission scores of candidates, so the Ministry will be able to assess this issue relatively accurately," said Dr. Ha.
According to statistics from Thanh Nien Newspaper, among nearly 230 universities that have announced the floor score (including branches), although there are 115 institutions with a floor score below 16 points (fewer institutions have 1 major, more institutions have many majors), most of these are either institutions with very little competition or majors that are difficult to recruit. First of all, there are 5 institutions with a floor score of 14, including (the number in parentheses is the number of major codes with a floor score of 14 compared to the total major codes that the school recruits): Duy Tan University (71/76), Binh Duong University of Economics and Technology (14/15), University of Architecture - Da Nang University (15/17), University of Foreign Languages - Hue University, Quang Nam University (all major codes).
Except for Binh Duong University of Economics and Technology, all 4 schools are in the Central region. In addition, in the list of 115 institutions with a floor score below 16, a large proportion of universities are in the Central region (both public and private). The fact that universities in the Central region set very low floor scores (leading to low benchmark scores) also partly explains why the percentage of PhDs studying at universities in 2022 in the Central provinces is the highest in the country (Thua Thien-Hue is 62.57%; Da Nang is 61.88%; Khanh Hoa is 60.76%; Phu Yen is 57.1%...).
According to the regulations of the Ministry of Education and Training, the minimum score for health schools includes 3 levels: 22.5 points, 21 points, 19 points; the minimum score for teacher training schools is 19 points (except for majors with gifted subjects). The Ministry of Public Security stipulates that the minimum score for police schools is 70/100 (21/30).
In the northern region, the public universities in the fields of engineering, technology, management, business... in the middle generally set the floor score from 17 points or higher, such as: Hanoi University of Industry, University of Transport; University of Construction, Hanoi University of Architecture, Hanoi University of Science and Technology, Hanoi University of Law (except for the University of Law, the annual standard score is always at the top level). The top schools are divided into many groups, the group with the floor score from 20 points or higher includes: Hanoi National University, Hanoi University of Science and Technology, Banking Academy (except for branches), National Economics University, University of Commerce... The group from 21 points or higher includes the Diplomatic Academy (21 - 23), Northern Institute of Posts and Telecommunications (22); Foreign Trade University (23.5).
Even many private schools in Hanoi set a fairly high minimum score, from 18 points or more, such as CMC University, Thang Long University...
The above list is all schools with high quotas, attracting a large number of applicants. Therefore, the floor score policy of the above schools will also be a reason to "remove" a significant number of candidates from registering, when schools with low floor scores are often less competitive.
