I. NAME, SCOPE, CONTESTANTS 1. Name: Online contest "Pride of Vietnam". 2. Scope: The contest is organized and launched on the internet, without geographical limitations. 3. Contestants 3.1. Phase 1 - Reporters at all levels and core propagandists at the grassroots level. - Cadres, party members, civil servants, public employees, workers; soldiers of the armed forces; union members and members of socio-political organizations; people of all walks of life at home and abroad. 3. 2. Phase 2 Union members, association members, Vietnamese youth aged 16 to 35 years old at home and abroad. Note: Members of the Organizing Committee, Expert Group, and Secretariat are not allowed to participate. II. CONTENT, FORM AND TIME OF EXAM 1. Exam content - History of Vietnam from 1945 to present, focusing on the process of building, protecting and developing the country under the leadership of the Communist Party of Vietnam. - Key historical events in the struggle for independence and national reunification, especially the developments, results, significance, and lessons learned from the Resistance War against the US to save the country, focusing on the 1975 Spring General Offensive and Uprising with the great victory of the historic Ho Chi Minh Campaign and the significance of national reunification. - Achievements in important fields over 50 years of national construction and development, including the great contributions of Ho Chi Minh City, an important strategic location, a symbol of revolutionary heroism, dynamism, creativity, and innovation; the Party and State's policies on the construction and development of Ho Chi Minh City in the new period. - The major orientations in leadership and direction of the Party and of General Secretary To Lam to bring the country into a new era, an era of the Vietnamese people's rise. 2. Exam format 2.1. Organizing the first round of the competition * On the Reporter's General Information Website - The contest is organized in the form of an online test on the General Electronic Information Page of the Central Propaganda and Mass Mobilization Department's Reporter at https://baocaovien.vn and newspapers, magazines, and electronic information pages with links to the Contest. - Each exam week has 01 set of questions (including 11 questions), including 10 multiple choice questions related to the exam content randomly selected from the Organizing Committee's set of questions and 01 question predicting the number of people who answer all multiple choice questions correctly. Each online exam lasts a maximum of 10 minutes. The exam entry is only considered valid when the contestant answers all 11 questions. - At the end of each competition week, the Organizing Committee will announce the results of the winning individuals on the Reporter General Information Website (baocaovien.vn), the Vietnam Youth Mobile Application and a number of electronic newspapers, magazines, and electronic information sites. - Contestants can participate in a maximum of 07 contests in each contest week. * On Vietnam Youth Mobile App Union members, association members, and Vietnamese youth aged 16 to 35 years old at home and abroad participate in the contest on the Vietnamese Youth Mobile Application. 2.2. Organizing the 2nd Contest The Central Committee of the Ho Chi Minh Communist Youth Union is in charge of implementation ( with separate plan ). 3. Exam time 3.1. Phase 1 The first round of the competition was launched in the program of the National Central Reporters Conference in March 2025 (in Ho Chi Minh City), taking place from March 8, 2025 to March 29, 2025 with 3 competition weeks: - First week of competition: Immediately after the Competition Launch Ceremony, expected from the morning of March 8, 2025 to the end of March 15, 2025, according to Vietnam time zone (GMT+7). - Second exam week: From 00:00 on March 16, 2025 to the end of March 22, 2025, according to Vietnam time zone (GMT+7). - Third exam week: From 00:00 on March 23, 2025 to the end of March 29, 2025, according to Vietnam time zone (GMT+7). The closing and award ceremony of the Competition is expected to take place in mid-April 2025. 3.2. Phase 2: The contest will be held from May 2025 to August 2025, chaired by the Central Committee of the Ho Chi Minh Communist Youth Union (with separate plan). III. HOW TO ENTER THE CONTEST, HOW TO CALCULATE CONTEST SCORE (PART 1) 1. How to enter the contest 1.1. Test on the Reporter's General Information Website - Contestants use electronic devices with Internet connection to participate in the Contest, access the Contest address on the Reporter's General Information Website (https://baocaovien.vn) or electronic newspapers, magazines, and websites with links to the Contest. - Candidates must provide complete and accurate personal information before taking the exam as required. - Contestants are not allowed to change the declared information during the contest rounds. This information will be the basis for the Contest Organizing Committee to verify and award prizes. - At the Contest Homepage, contestants follow these steps to enter the contest: Step 1: Enter personal information: Full name ( accented characters ); contact phone number; locality, unit; professional work. This required information is unchanged and is used throughout the exam process. Step 2: Candidates click on the “Enter Test” button to enter the question answering section. Candidates answer the questions by choosing the most correct option ( for multiple choice questions ) or filling in the appropriate word ( for fill-in-the-blank questions ). Step 3: After answering the multiple choice questions, the contestant must predict the total number of times the contestant answered the 10 questions correctly; click on “Submit” to finish answering. The maximum time for each test is 10 minutes (time is calculated from the time the test taker starts taking the test until the time the test submission button is pressed). 1.2. Test on Vietnam Youth Mobile App Union members, association members, and Vietnamese youth aged 16 to 35 years old at home and abroad participate in the contest on the Vietnamese Youth Mobile Application. - Candidates participate in the contest by downloading the Vietnam Youth Mobile Application to their smartphone and registering an account. On the homepage, candidates click on the “ Study ” toolbar, select the “ Online Exam ” section; select “ Vietnam Pride Online Contest ”, then click the “ Enter Exam ” button to start the exam. - In each round, candidates answer 10 multiple choice questions, choosing 1 correct answer out of 4 possible answers. Each question has 20 seconds to read the question and choose the answer. For each correct answer, candidates get 10 points. - The 5 contestants with the most correct answers and the fastest response time each week will receive weekly prizes. 2. How to consider the Contest's awards to award prizes 2.1. On the Reporter's General Information Website - Each week, contestants can participate in a maximum of 07 contests on the Reporter General Information Website. The Organizing Committee will take the highest result of the contestant's contests to consider the prize. - Award criteria: + People who answer all 10 multiple choice questions correctly in each round of the exam week. + The person who predicts correctly or most accurately the number of contestants who answer 10 multiple choice questions correctly (in that contest week). + The person with the least time to complete the test in the test session will be considered. 2.2. On the Vietnamese Youth mobile application - Each candidate can take the exam multiple times a week. The candidate's weekly score is the highest score the candidate achieves in all the exams. - The 5 contestants with the most correct answers and the fastest response time each week will receive weekly prizes. IV. PRIZES 1. Collective rewards At the end of the first round, the Organizing Committee selected 10 groups, which are localities, agencies and units with outstanding achievements in implementing and organizing the Contest, with many participants in the Contest; with many people receiving awards in the contest weeks. The reward is worth 10,000,000 VND/group. 2. Individual award Each week's competition has prizes including: - 01 First Prize: 10,000,000 VND/prize (Ten million VND/prize) ; - 02 Second Prizes: VND 5,000,000 /prize (Five million VND/prize); - 03 Third Prizes: 3,000,000 VND/prize (Three million VND/prize) ; - 05 Consolation Prizes: 1,000,000 VND/prize (One million VND/prize) . - 05 prizes for the contestants with the highest scores on the Vietnam Youth Mobile Application, each prize is worth 1,000,000 VND/prize (One million VND/prize) . Based on the results of the Contest and funding from socialization (if any), the Organizing Committee of the Contest will consider and decide to adjust the prize structure, prize levels, and gifts accordingly. Individuals who win the Contest prizes will receive cash prizes and gifts from the Contest Organizing Committee. The prize money will be awarded directly at the Contest's Closing and Award Ceremony or at the Department of Information - Foreign Affairs, Central Propaganda and Mass Mobilization Commission, No. 2B, Hoang Van Thu, Ba Dinh, Hanoi or transferred to the winner's bank account number (according to the winner's personal information provided). Within 14 days from the date of announcement of the Contest results on the Reporter General Information Website, if the winning individual does not provide and confirm personal information with the Contest Organizing Committee or refuses to receive the prize, the Organizing Committee will transfer the prize value to the State budget according to regulations. V. PROHIBITIONS, COMPLAINTS AND COMPLAINT RESOLUTION 1. Prohibited acts: - Ask someone else to take the exam for you; - Using personal information that is not accurate compared to reality to participate in the contest. - Providing personal information for others to use to participate in the contest; - Using technical measures to interfere with the system to affect or distort exam results; The Contest Organizing Committee will not recognize and cancel the contestant's exam results if it is discovered that the contestant has committed one of the above violations. 2.
