Multifaceted transformation
Duc Linh district has 10 communes and 2 towns with 82 villages and neighborhoods. By the end of 2022, the total population of the district is about 127,000 people. The district has 25 ethnic minorities with 1,071 households/4,254 people, mainly K'ho and Chau Ro ethnic groups, living concentrated in village 4 (Tra Tan commune), village 7 (Duc Tin commune), village 9 (Me Pu commune). Implementing the direction of the Provincial Party Committee on the policy of twinning with pure communes and mixed villages in ethnic minority areas, the Standing Committee of Duc Linh District Party Committee identified supporting and helping ethnic minorities as one of the important tasks. Therefore, the district has assigned 12 agencies and units to support and help 3 mixed villages of ethnic minorities in the district.
With affection and responsibility for the ethnic minority mixed villages, the assigned agencies and units have implemented specific measures and actions to support the people in developing in all aspects of life. The propaganda and dissemination of the Party's guidelines, the State's policies and laws; political education and ideological orientation have been focused on with rich, diverse and effective contents and forms. Over the past 10 years, in the 3 mixed villages, agencies and units have organized 56 propaganda campaigns to inform the people about the "peaceful evolution" and violent overthrow plots of hostile forces; propaganda on security and order, traffic safety, drug prevention, school education, environmental pollution reduction, family planning, gender equality with the participation of more than 7,300 union members, association members and people.
In addition, coordination with departments, branches and localities to implement programs, projects and policies for ethnic minorities has been focused on, including opening many training courses, guiding and supporting people to access and apply scientific and technical advances in production and animal husbandry... to improve efficiency and productivity for economic development. For example, in village 4 (Tra Tan), training sessions on transferring science and technology on safe vegetable growing, raising Sind crossbred cows, raising calves, vocational training, and supporting chicken farming models have been organized. In village 7 (Duc Tin), in 10 years, 12 classes/398 people have been organized on how to care for breeding cows, breeding goats; raising chickens for eggs. In village 9 (Me Pu), 4 training courses on raising cows and chickens, asparagus growing techniques, and supporting high-yield hybrid corn varieties have been organized.
At the same time, activities to support and help people in building and repairing works, headquarters in villages, rural traffic routes, intra-field traffic, and supporting the construction of "security light" models have also been actively implemented by agencies and units. Social security and health care activities for people have been regularly implemented. In 10 years, 1,759 gifts with a total value of nearly 840 million VND in cash and in kind (TVs, bicycles, sound systems at cultural headquarters...) have been given; 2 new solidarity houses worth 100 million VND have been supported; 400 working days have been supported to repair 6 houses damaged by natural disasters. Coordinated with medical facilities to organize medical examinations and treatment and provide free medicine to 475 people with a budget of more than 50 million VND; Support to overcome sudden difficulties for 132 cases during the Covid-19 epidemic with a budget of tens of millions of dong...
The above practical activities have made an important contribution to the work of hunger eradication and poverty reduction in ethnic minority villages. The lives of ethnic minority people have been significantly improved, and the rural landscape has become increasingly prosperous. It is known that in 2014, the number of poor households in 3 ethnic minority villages in Duc Linh was 206 (accounting for 32%), and now the number of poor households is 68 (accounting for 9.4%). The political security situation and social order and safety in the ethnic minority villages are maintained and stable.
Sticking with ethnic minorities
Duc Linh District Party Committee said that currently, the living conditions of ethnic minority people in the district have had positive changes, most clearly in the field of agricultural production, in which the application of scientific and technological advances has been widely applied among the people. However, the poverty rate in ethnic minority villages is still high; the level and awareness of a part of the people are still limited, a few people are dependent and still expect support from functional agencies. Due to financial difficulties, the support of agencies and units for ethnic minority villages is not much and not regular. That requires closely following the leadership of the Party and the management of the State on ethnic affairs so that in the implementation process, it is necessary to strengthen the close coordination of the district's departments and branches with the communes with ethnic minorities.
In the coming time, the district will continue to promote propaganda and dissemination to ethnic minorities about the new policies of the Party and the State, especially those directly related to their lives and production. Mobilize people to actively work in production, participate in patriotic emulation movements, build new rural areas; participate in preventing crimes and social evils; protect the environment. Duc Linh will cooperate with organizations, vocational training schools, and enterprises to organize training, guidance, and transfer of scientific and technical advances for people to apply in economic development and poverty reduction; support and help communes build a number of works serving people's lives, cultural and sports institutions; build and replicate effective models of restructuring crops and livestock.
At the same time, request the Party committees, authorities, the Fatherland Front, and political and social organizations at the grassroots level to consolidate and perfect the political system in ethnic minority areas to become increasingly stronger. Improve the leadership capacity and fighting strength of grassroots Party organizations; improve the effectiveness and efficiency of state management; in which, focus on Party building, developing Party members, union members, association members, and building. Timely commend and reward exemplary and prestigious people among ethnic minorities who have made many contributions to local development. Request assigned agencies and units to support and help continue to strengthen propaganda, seriously and effectively implement the contents of the coordination regulations. Innovate the content and methods of operation, strengthen grassroots-oriented activities, stay close to the grassroots, be close to the people to grasp the legitimate thoughts and aspirations of ethnic minorities in order to promptly reflect and propose to the Party Committee and authorities measures and solutions to resolve difficulties and concerns arising among ethnic minorities.
