According to the report of the Government Office, in the first 9 months of 2024, provinces and cities have done well in administrative procedure reform, many tasks in administrative procedure reform have been effectively implemented by localities.
The digitization rate of records and administrative procedure settlement results of Binh Dinh, Hai Duong, Ha Giang, and Ca Mau meet the Government's requirements, reaching 89.51%, 88.32%, 85.86%, and 84.70%, respectively. Meanwhile, the rates of Dien Bien, Quang Binh, Quang Nam, Nghe An, Bac Ninh, and Thua Thien Hue have not met the requirements, reaching 75.60%, 74.02%, 73.44%, 72.47%, 65.67%, and 55.15%, respectively....
However, according to reports from 10 localities, administrative procedure reform still faces some difficulties and obstacles, such as the national online payment platform has not yet met the requirements of automatic refund of fees and charges; online payment on this platform requires many operations for an online payment transaction...

The Minister and Head of the Government Office emphasized that 10 localities need to pay attention to reforming administrative procedures and regulations. This should be implemented throughout the policy-making process (mainly at the ministerial level) and implementation (mainly at the local level).

Continue to complete the Index to serve people and businesses in implementing administrative procedures and providing public services. Add more functions for the provincial level such as: Access to view the list of overdue files that have been and are being processed; view detailed indicators to control weak and deficient agencies and units in order to promptly advise the Provincial People's Committee to direct and implement.
