The road project from Bim Son Industrial Park (IP) to the Nga Son - Hoang Hoa coastal road has a very important position and role in connecting traffic routes and creating new development space for Ha Trung, Nga Son districts and Bim Son town. Relevant departments of the province and related localities are actively removing difficulties and obstacles in site clearance (GPMB) to speed up the project implementation progress.
The construction unit carried out the treatment of weak soil of the project section through Nga Thanh commune (Nga Son).
The project of road from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa is invested to build 18.807km with a total investment of 900 billion VND passing through Bim Son town, Ha Trung district and Nga Son district. The project is implemented from 2022 to 2024.
The project section through Nga Son district has a total length of 15.275km, of which 2.510km coincides with the coastal road in Nga Tan commune, the remaining 12.765km must be subject to site clearance. Nga Son district has implemented many solutions and mobilized the entire political system to participate. The district has actively promoted and mobilized people affected by the project on compensation, support and resettlement. By March 25, Nga Son had ensured that it had paid enough conditions to hand over the construction site to the investor for about 11.65km/12.765km (reaching 91.2%). The district has also completed the inventory of residential land clearance of 213 households affected by land and assets on land within the project's site clearance area with an area of 21,476.9m2. At the same time, focus on speeding up the construction progress of 4 resettlement areas in Nga Yen, Nga Thanh zone 1, Nga Thanh zone 2 and Nga Tan communes, and promptly arrange resettlement for relocated households to stabilize their lives.
Mr. Pham Hung Manh, Vice Chairman of Nga Thanh Commune People's Committee, said: "The project passes through Nga Thanh commune and must clear 3.8 hectares of land for 86 affected households. The commune has actively coordinated with the District Clearance Council to conduct an inventory, determine the origin of the land and publicly post prices at the commune People's Committee headquarters and village cultural houses. At the same time, a compensation and resettlement plan for affected households was developed that was accurate, public, and transparent in accordance with procedures and regulations. Along with that, the commune established a working group to coordinate and go to the homes of affected households to propagate and mobilize about the meaning and importance of the project to the locality to create consensus among the people. By March 25, basically all households had agreed to receive compensation and hand over the site to the investor. Currently, there are 3 households on weak land that have not agreed to the compensation plan for land clearance and clearance. The commune is actively propagating and mobilizing households to hand over the site as soon as possible."
According to the Thanh Hoa Traffic Construction Investment Project Management Board, localities have only handed over 15.327/16.442km (88.5%). Of which, Bim Son town has basically handed over 2.25km/2.25km of land; Ha Trung district has completed handing over 1.427km/1.427km of land; Nga Son district has handed over 11.65km/12.765km of land for the entire route and is focusing on speeding up the site clearance work to complete it on schedule. Due to the large area of land clearance for the entire route through Nga Son district, the large number of households, and many fluctuations in land use, there have been discrepancies between the legal documents on land of households and the actual measured area, causing the verification time to be extended. Currently, there is a new unit price replacing Decision 25/QD-UBND and Decision replacing Decision 3162/QD-UBND of the Provincial People's Committee, leading to some households whose plans have been approved but have not agreed to receive compensation for land acquisition and clearance due to questions among households on the same project. The budget for land acquisition and clearance is large and insufficient, the district is implementing a loan from the province's land development fund. Although Nga Son district has focused on prioritizing capital allocation for project land acquisition and clearance, the current auction of land use rights has a low rate of buyers, so this is a huge difficulty for the locality in implementing land acquisition and clearance.
According to the direction of the Provincial People's Committee, the site clearance work must ensure the completion of the handover of the entire project before June 30, 2024. Therefore, Nga Son district hopes that relevant departments and branches of the province will pay attention to directing the resolution of some difficulties and problems, and direct investors and construction contractors to closely coordinate with localities in site clearance compensation work. For the land area that has been cleared, investors need to immediately organize construction to create an effect in the site clearance work, creating motivation for localities to mobilize households affected by the project.
