On the afternoon of August 7, the Standing Committee of the Provincial People's Committee listened to the Standing Committee of the Provincial Business Association report on some difficulties and obstacles of enterprises and the progress of implementing the survey of the Department, Branch, District and City Competitiveness Index (DDCI) in 2023.

According to the synthesis of the Standing Committee of the Provincial Business Association, currently, enterprises in the area are facing a number of difficulties and problems related to the following areas: land, gas, environment, transportation, construction, tax, social insurance, health insurance and clean water. Implementing Plan No. 84/KH-UBND of the Provincial People's Committee on implementing the survey of the DDCI Index, up to now, the Provincial Business Association and the consulting unit have received information and entered business data to serve the survey on a digital technology platform; there is a plan to train businesses participating in the survey in districts and cities. The Provincial Business Association asked for the opinion of the Standing Committee of the Provincial People's Committee on the DDCI survey for 8 departments and branches that do not have administrative procedure contact with businesses and do not have enough quantity according to regulations to organize the survey.

At the meeting, the Vice Chairmen of the Provincial People's Committee clarified the difficulties of enterprises, the roles and responsibilities of departments, branches and localities in removing difficulties for enterprises and accompanying the Provincial Business Association to effectively implement the DDCI Index in 2023.

Concluding the meeting, Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee acknowledged the recommendations of the Standing Committee of the Provincial Business Association and shared the difficulties of the enterprises. With the motto that the Provincial People's Committee always accompanies, supports, and creates the most favorable conditions for the business community to confidently invest, produce, and do business effectively, the Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assigned the Office of the Provincial People's Committee to synthesize and classify the difficulties and problems of enterprises, advise the Provincial People's Committee to direct departments, branches, and localities to focus on resolving and removing them soon. He also hoped that in the current difficult context, each entrepreneur and enterprise in the province needs to be proactive, strive to rise up, innovate, and create more strongly to overcome difficulties, develop sustainably, and successfully integrate into the international economy.
Assessing the implementation of the survey plan and scoring the DDCI Index in 2023, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee acknowledged and commended the sense of responsibility of the Provincial Business Association and the consulting unit. Regarding the DDCI survey opinions for the 8 departments and branches reported by the Association, he assigned the Provincial Center for Support, Investment Promotion and Development to coordinate with the consulting unit to review and re-evaluate related data and report to the Provincial People's Committee for specific opinions.
In order to deploy the DDCI Index Set in 2023 transparently and effectively, contributing significantly to improving the province's investment and business environment, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested the Standing Committee of the District Party Committee and the City Party Committee to participate in directing the survey implementation; Chairmen of the People's Committees of districts and cities directly work with the Business Association to organize and train the survey work of the DDCI Index Set in 2023 on a digital technology platform to ensure progress and achieve the highest efficiency.
