Uong Bi City Party Committee summarizes Resolution 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently.

On December 14, Uong Bi City Party Committee held the 47th meeting of the City Party Committee, 20th term, summarizing Resolution 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

Comrade Pham Tuan Dat, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee chaired the discussion at the conference.

In the past time, the Uong Bi City Party Committee has focused on leading and directing the effective implementation of Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW dated October 25, 2017 of the 12th Party Central Committee. The work of arranging, reorganizing and restructuring the staff and civil servants has been seriously implemented by the City Party Committee from studying and thoroughly grasping the Resolutions, Directives and Conclusions of the superiors; developing action programs, regulations and rules of the Executive Committee and the Standing Committee of the City Party Committee; organizing the implementation of steps, stages and processes of organizational and personnel work to ensure the principle of the Party's unified leadership and management of organizational and personnel work.

The city has reviewed and rearranged the organizational apparatus of the political system in the area; assigned staffing levels in line with the functions, tasks and powers of each unit. Specifically, it has rearranged and streamlined a number of public service units: Dissolved 2 public service units; continued to direct public service units to innovate their operating mechanisms; reviewed and arranged cadres, civil servants, public employees and workers equal to the staffing levels assigned and approved by the Provincial Party Committee and Provincial People's Committee; developed a plan to arrange the number of deputy leaders according to the roadmap to ensure compliance with the regulations and instructions of the Central and the province.

Comrade Mai Vu Tuan, Provincial Party Committee member, City Party Committee Secretary delivered a concluding speech.

The city has established a specialized agency to advise and assist the Fatherland Front and socio-political organizations of Uong Bi city; to implement the policy of arranging and merging administrative units, the city has developed a project to merge Dien Cong commune into Trung Vuong ward. The city has 100% of villages and neighborhoods implementing the model of Party cell secretary concurrently as village and neighborhood chief. Regarding the Party's staff, the city's socio-political organizations and city-level administrative organizations have reduced 28 positions compared to 2017; the staff of public service units has reduced 7 positions compared to 2017; the staff of commune-level civil servants and part-time workers at commune, village and neighborhood levels has reduced 20 positions compared to 2017.

The conference also approved the project to reorganize and streamline the organization and apparatus in the city-level political system with contents on the plan to reorganize the Party organization, the plan to reorganize the apparatus of Party agencies, unions, and the government; the plan and roadmap for arranging cadres, Party members, and civil servants after the reorganization; impact assessment; implementation plan, roadmap, and budget.

At the conference, delegates representing agencies and units that have reorganized their apparatus in accordance with Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee discussed and shared good practices and lessons learned after implementing the reorganization of the apparatus.

In his concluding remarks at the conference, Comrade Mai Vu Tuan, Provincial Party Committee member and Secretary of the City Party Committee, emphasized that the results achieved in the work of reorganizing the organization and staff according to Resolution No. 18-NQ/TW have made an important contribution to the implementation of political tasks and socio-economic development of the city in recent years. Based on the assessment of the achieved results, limitations and difficulties in implementing Resolution No. 18-NQ/TW, the Standing Committee of the City Party Committee has directed the development of a draft Project on reorganizing and streamlining the organization and apparatus in the city-level political system. The Secretary of the City Party Committee emphasized that this is an important content that needs to be implemented in the coming time. He requested the entire political system of the city to thoroughly grasp and promote high determination to implement the contents of the project with the spirit that the new apparatus after the reorganization must be put into operation immediately, without interrupting the work.

The Secretary of the City Party Committee also requested that each cadre and Party member be consistent with the spirit of the policy; heads of agencies and units uphold their responsibility to arrange and assign work in an objective, fair, reasonable and effective manner.
