Ninh Binh City Party Committee deploys the work of arranging administrative units at district and commune levels for the period 2023

Comrade Dinh Van Tien, Member of the Party Committee, Secretary of the City Party Committee, Head of the Steering Committee "Implementing the arrangement of administrative units of communes and wards in the city, period 2023 - 2025 and implementing the direction of the province in the process of merging Ninh Binh city and Hoa Lu district" chaired the conference.

Also attending were Standing members of the City Party Committee; key leaders in the city and civil servants directly advising on the implementation of administrative unit arrangement.

At the conference, delegates were informed of central, provincial and municipal documents related to administrative unit arrangement, such as: Resolution No. 117/NQ-CP of the Government promulgating the Plan to implement the arrangement of district and commune-level administrative units in the period 2023 - 2025; Resolution No. 16-NQ/TU dated August 23, 2023 of the Executive Committee of the Ninh Binh Provincial Party Committee on the arrangement of district and commune-level administrative units in Ninh Binh province, period 2023-2030; Plan No. 138-KH/TU dated August 23, 2023 of the Standing Committee of the Provincial Party Committee on the arrangement of district and commune-level administrative units in Ninh Binh province, period 2023-2030; Plan No. 131/KH-UBND dated August 25, 2023 of the People's Committee of Ninh Binh province on the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023-2025.

To successfully implement the work of reorganizing administrative units at district and commune levels in the 2023-2025 period, Ninh Binh city has identified goals, requirements, developed tasks, roadmap and implementation time.

In which: for the arrangement of administrative units of communes and wards that do not meet the prescribed standards and are subject to arrangement in the city, the City Party Committee directs the review, overall assessment, development of arrangement plans, and detailed arrangement projects to be completed before February 10, 2024 to submit to competent authorities for approval according to regulations.

Regarding the implementation of the merger of Ninh Binh city and Hoa Lu district in the overall project of arranging district-level administrative units of the province, Ninh Binh city will closely coordinate with relevant departments, branches and sectors of the province and Hoa Lu district in developing and completing the plan and detailed project to implement the merger policy according to the province's requirements.

Along with that, the city directed to collect voters' opinions on the arrangement of administrative units of communes and wards in the city and the merger of Ninh Binh city and Hoa Lu district, ensuring publicity, transparency, and compliance with procedures and regulations...

Speaking at the conference, Ninh Binh City Party Secretary Dinh Van Tien emphasized the purpose and requirements of the arrangement of administrative units, and at the same time suggested that, after the conference, Party committees, authorities, sectors, agencies and units focus on widely disseminating the central, provincial and city directives on the arrangement of administrative units, thereby creating consensus in awareness and action.

The Secretary of the Ninh Binh City Party Committee affirmed that this is a major policy of the Party and State, a very important key task of the city. Successfully implementing the arrangement of administrative units of communes and wards in the city and merging Ninh Binh city and Hoa Lu district with the orientation of "Ancient Capital - Heritage Urban Area" will be an opportunity to open up development space for the city, improving the quality of life for the people...

On that basis, he requested that each cadre, party member, civil servant, public employee, and each citizen, with their own roles and responsibilities, actively and effectively participate in the process of deployment and implementation.

In the process of reviewing area and population size, communes and wards need to proactively develop and propose plans to merge small-scale villages and residential groups to create momentum and space for development.

The development of a comprehensive plan for personnel work and the plan for using facilities must be carried out carefully and scientifically. At the same time, it is necessary to uphold the sense of responsibility and be ready to carry out the tasks assigned by the province when implementing the policy of merging Ninh Binh city and Hoa Lu district.

The Secretary of the City Party Committee also requested that all levels, sectors, agencies, units and localities strengthen their grasp of the situation, promptly reflect, advise on solutions and immediately overcome difficulties and obstacles in the implementation process.

Party committee members at all levels, cadres, union members and association members must uphold their sense of responsibility, grasp policies and guidelines and truly become active propagandists in propagating and mobilizing people of all walks of life to effectively participate in the work of reorganizing administrative units, creating consensus, contributing to maintaining security and order, and stabilizing the people's situation.

Along with implementing the arrangement of administrative units, the Secretary of the City Party Committee requested all levels, sectors, agencies and units to continue to focus on leading and directing the effective implementation of socio-economic development goals and tasks in 2023 and throughout the term.
