Economic structure shifts in the right direction
Before implementing Resolution No. 15 of the 12th National Assembly on expanding the administrative boundaries of Hanoi Capital, Thanh Tri was a district located at the southern gateway of Hanoi city center with 15 communes and 1 town; bordering Hoang Mai and Thanh Xuan districts and two provinces of Hung Yen and Ha Tay.
After expanding the capital's boundaries, the district became the central urban development area of the city. Many large projects of the city were implemented, the traffic infrastructure system was gradually completed with belt roads, highways, many apartments and high-rise buildings were completed and put into use...
Over the past 15 years, despite facing many difficulties and challenges, with the attention, direction and support of the City, promoting the tradition of solidarity and unity, inheriting and developing the results and experiences of 30 years of innovation, creatively applying and effectively implementing the Resolutions of the Central Committee, the City Party Committee and especially the Resolution of the 16th City Party Congress, the Thanh Tri District Party Committee has concretized Resolution XXIII of the District Party Committee into 5 full-term Work Programs to comprehensively lead and direct all areas of activities, completing and exceeding many targets set by the Congress.
Resolution 15 has helped Thanh Tri gain a new position and is a favorable opportunity for the district to attract resources for investment and development.
After 15 years of implementing the resolution, the district's economy continues to grow, the economic structure has shifted in the right direction. Trade, service, and construction activities have gradually recovered after the Covid-19 pandemic and continued to develop; concentrated production areas have promoted efficiency.
Annual budget revenue always meets and exceeds the city's assigned budget, each year is higher than the previous year, ensuring the achievement of the targets set by the Congress Resolution. The management of planning, urban areas, land, and site clearance is focused on and achieves certain results.
Socio-economic infrastructure has been invested in, urban and rural appearance has improved in a synchronous and modern direction, meeting the requirements of developing districts into districts according to the roadmap.
Propaganda, cultural, artistic and sports activities resumed, promptly serving the political tasks of the city and district. The preparation and organization of the 31st SEA Games took place safely, was highly appreciated by the Central Congress Organizing Committee, and created a good impression in the eyes of international friends.
In addition, social security work is ensured; Support policies for people affected by the Covid-19 epidemic are implemented promptly, accurately, and to the right subjects. Poverty reduction work is well implemented, up to now, in the district there are no poor households according to the standards for the period 2022-2025. Education quality is maintained. Discipline, administrative discipline, sense of responsibility of cadres, civil servants, public employees, especially leaders are improved.
The district's administrative reform index is maintained and gradually improved in ranking; in 2020, 2021, it ranked 6/30, in 2022, it ranked 5/30 districts.

"Finish" early in new rural areas
The work of building advanced new rural areas (NTM) associated with developing districts into districts and communes into wards has been actively implemented by Thanh Tri.
With the motto "Learning from experience while doing", right from the first days of building new rural areas, Thanh Tri district has strongly launched the emulation movements "Joining hands to build new rural areas", the campaign "All people unite to build new rural areas, civilized urban areas" and many emulation movements to promote the strength and role of the people and the entire political system in building new rural areas.
Thanks to that, by the end of 2015, 15/15 communes of the district were recognized by the City People's Committee as meeting the NTM standards. In September 2017, Thanh Tri district was recognized by the Government as meeting the NTM standards. By 2021, Thanh Tri had Lien Ninh commune meeting the advanced NTM standards. In 2022, the district resolutely directed the remaining 14 communes to synchronously deploy solutions to complete the criteria for building advanced NTM.
And in 2023, 15/15 communes in the district were recognized as meeting advanced NTM standards, "finishing" 2 years ahead of schedule and exceeding the plan target for the 2021-2025 period (The plan is that by 2025, 10 communes will meet advanced NTM standards). The district has 84 OCOP products, of which 52 products have 4 stars (accounting for 62%) and 32 products have 3 stars.
In the process of implementing the new rural development program, the district prioritized investment in building a framework infrastructure system for transportation and socio-economics. Accordingly, the district has allocated over 2,000 billion VND to implement transportation infrastructure development projects; over 2,300 billion VND to implement 102 cultural and social infrastructure projects, contributing to promoting socio-economic development, developing services, and improving the material and spiritual life of the people.
Thanks to that, Thanh Tri has become the top district of the city in building advanced new rural areas. This result is of great significance for the locality to continue building model new rural areas and smart new rural areas, with the ultimate goal of improving the material and spiritual life of rural people.

Determination, unity
In the coming period, to continue to effectively implement Resolution No. 15, comprehensively develop the socio-economy, in the remaining time of the year, Thanh Tri district strives to complete and exceed the socio-economic targets of 2023, and complete the approval of the Project for the district to develop into a district.
Implement more drastically and effectively the goals, tasks and solutions set out in the fields of socio-economic development for the 10 years 2021-2030, 5 years 2021-2025. Continue to effectively implement the Covid-19 Prevention and Control Program, the Socio-Economic Recovery and Development Program, develop the economy associated with improving productivity and quality, ensuring the district's economy develops rapidly and sustainably.
At the same time, well implement the state management work according to planning, land management, construction order. Focus on directing the mobilization of resources to invest in building technical infrastructure systems, traffic infrastructure in the area in a synchronous and modern direction to meet the criteria for developing the district into a district.
Promote administrative reform, enhance the application of science and technology, promote innovation, creativity, digital transformation, develop the digital economy and digital society. Ensure social security, gradually improve the quality of life for the people. Comprehensively develop the cultural and social fields. Maintain security, national defense, political stability and social order and safety in the area.
With the determination, consensus and joint efforts of the entire political system and the people, there is reason to believe that Thanh Tri will complete the set goals and continue to break through and move forward.
| Thanh Tri aims to build and develop the district into a prosperous and civilized district by 2025. To achieve this goal, the District Party Committee has directed research and development of programs and projects to effectively implement 5 key tasks and 3 breakthroughs, striving to complete a number of targets by 2025, such as the average growth rate of production value in the area in the period of 2020 - 2025 reaching 13.2%/year. |
