The Chief Inspector of the Ministry of Natural Resources and Environment has just issued an inspection conclusion on compliance with the law on minerals in the implementation of the Mineral Activity License of the Vietnam National Coal-Mineral Industries Group.

Accordingly, Vietnam National Coal and Mineral Industries Group (TKV Group) has a legal representative in Mr. Dang Thanh Hai, General Director.

TKV Group was granted a Mineral Exploitation License by the Ministry of Natural Resources and Environment in 2010, allowing it to exploit bauxite ore by open-pit method to provide raw materials for the alumina production plant with a capacity of 650,000 tons/year in Tay Tan Rai area, Loc Ngai commune, Bao Lam district, Lam Dong province.

The mining area is 1,619 hectares, of which coal ore area I is 464.8 hectares; coal ore area II is 1,154.7 hectares.

The exploitable reserves are 119,361,000 tons of ore; the exploitation capacity is 4,318,000 tons/year.

The exploitation period is 29 years from the date of signing the License, of which the exploitation period is 27.5 years and the mine basic construction period is 1.5 years.

Lam Dong Aluminum Company Limited - TKV (a unit owned by TKV Group, contracted by TKV Group to manage and protect mine boundaries, bauxite reserves and organize bauxite mining). The company is registered in Lam Dong, the legal representative is Mr. Nguyen Van Phong, Director.

According to the conclusion of the Inspectorate of the Ministry of Natural Resources and Environment, TKV Group assigned Lam Dong Aluminum One Member Co., Ltd. - TKV to manage and protect the mine boundary, bauxite reserves and organize bauxite mining in Tay Tan Rai area, Loc Ngai commune, Bao Lam district, Lam Dong province, but has not contacted the Vietnam Minerals Department for instructions on converting the mining license according to the regulations of the Ministry of Natural Resources and Environment.

In addition, TKV Group has exploited more than 10% of the slope angle parameters of the exploitation system. The act of not being punished for administrative violation because TKV Group committed the violation in a necessary situation according to the provisions of the Law on Handling of Administrative Violations.

Besides, TKV Group did not exploit in accordance with the mining design.

At the time of inspection, TKV Group was exploiting minerals in the area with reserves 19-22. According to the Inspectorate of the Ministry of Natural Resources and Environment, exploiting this reserve before 2026 is not in accordance with the exploitation order according to the approved exploitation design. According to the exploitation design, reserves 19-22 will be mobilized for exploitation from the 16th to the 20th year, corresponding to the years 2026 to 2030.

From the above shortcomings, the Inspectorate of the Ministry of Natural Resources and Environment requested the People's Committee of Lam Dong province to closely monitor the mineral exploitation activities of TKV Group and handle violations (if any) in accordance with the provisions of law.

At the same time, request TKV Group to comply with legal regulations in mineral exploitation activities, contact the Vietnam Minerals Department for instructions on procedures for converting the mining license for Lam Dong Aluminum One Member Co., Ltd. - TKV; exploit minerals in accordance with the approved mine design;

Request TKV Group to seriously implement the inspection conclusion and report the implementation results to the Ministry of Natural Resources and Environment before April 25, 2025.

The implementation of mineral exploitation inspection of TKV Group is carried out according to the decision of the Chief Inspector of the Ministry of Natural Resources and Environment in November 2023.

The inspection process of the Ministry of Natural Resources and Environment Inspection Team took place from November 15 to November 28, 2023.

After that, the Inspection Team reported the inspection results. On November 22, 2024, the Post-Inspection Supervision and Handling Department of the Inspectorate of the Ministry of Natural Resources and Environment reported. On January 15, 2025, Chief Inspector of the Ministry of Natural Resources and Environment Le Vu Tuan Anh issued the inspection conclusion. Thus, from the time the Inspection Team of the Inspectorate of the Ministry of Natural Resources and Environment finished inspecting the mineral exploitation in Lam Dong of TKV Group until the announcement of the inspection conclusion was more than 13 months.
