Regarding irregularities in exam scores in the 10th grade entrance exam in Thai Binh province, on July 30, Vice Chairman of Thai Binh Provincial People's Committee Lai Van Hoan signed Document No. 2879/UBND-NCKS on inspecting the organization of the 10th grade entrance exam for high school in the 2024-2025 school year.

Consider temporarily suspending the Director of the Department of Education and Training

In response to citizens' and public opinion's reflections on irregularities in the entrance exam scores for grade 10 high schools in Thai Binh province, based on the results of the meeting of the Party Committee of the Provincial People's Committee, the leaders of the People's Committee and the Chairman of the People's Committee requested the Provincial Inspectorate to suddenly implement the implementation of legal policies, tasks and powers for the Department of Education and Training, the Director of the Department of Education and Training and related organizations and individuals in organizing the entrance exam for grade 10.

The People's Committee of Thai Binh province assigned the Department of Home Affairs to preside over and coordinate with relevant units to advise the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee to consider and decide to temporarily suspend Mr. Nguyen Viet Hien, Director of the Department of Education and Training, to serve inspection activities in accordance with the law.

In addition, the Chairman of the People's Committee of Thai Binh province requested the Police and the Department of Information and Communications to send officers and civil servants with sufficient capacity and qualifications to participate in inspections according to the provisions of the Inspection Law 2024.

Many exam scores skyrocketed after review

Previously, on July 20, Ms. Pham Thi Duyen (Nam Hong commune, Tien Hai district) sent a complaint letter to the Ministry of Education and Training, the Provincial Party Committee, the People's Committee, the Police, the Department of Education and Training of Thai Binh province and a number of press agencies reflecting on irregularities in the 10th grade entrance exam in Thai Binh.

Talking to reporters, Ms. Pham Thi Duyen said that her child is a student of the Math Team of Tien Hai district with many achievements. After the exam, she compared the answers and was confident in doing the test. However, she only got 6.75 points in Math. The family filed a request for review of the exam. The Math result increased from 6.75 points to 9 points (an increase of 2.25 points).

Ms. Duyen was upset that the 10th grade entrance exam was very important with a high level of competition. With only a difference of 0.1 points, some candidates passed and some failed. In particular, the large difference between the first score and the re-examination score, especially in Math and Literature, multiplied by a factor of 2, will greatly affect the results of the students.

Ms. Duyen suggested that the entire grading process of this Exam should be reviewed to ensure fairness, honesty, and objectivity.

Ms. Duyen's child is not the only case whose re-examination score is significantly different from the original score.

Ms. Duyen cited at least 18 cases of increased scores after re-examination in the two Math and Literature exams, increasing from 1.25 to 5.75 points per subject.

Typically, candidate number 2604xx's Math score increased from 3.75 to 9.5 points after the re-examination (an increase of 5.75 points); candidate number 1804xx's Literature score increased from 4.5 to 7.75 points (an increase of 3.25 points); candidate number 2707xx's Math score increased from 1.7 to 4.7 points (an increase of 3 points).

Among these cases is the child of Ms. D.TH (Tien Hai district), whose results after re-examination increased by 7.75 points in both Math and Literature.

Ms. H said that her child registered for the first choice at Tay Tien Hai High School. After the exam, the child compared the answers and the self-assessment result for Math was 9 points. Even in the school's exams, the child's test scores were always above 7 points.

However, on June 16, the provincial Department of Education and Training announced the exam scores. The family and the child were surprised when they only got 4.25 points in Math; 5 points in Literature and 8.8 points in English.

With this result, Ms. H's child failed the first choice of Tay Tien Hai High School with 27.3 points (Math, Literature multiplied by coefficient 2) while this school's standard score was 30.8 points.

According to Ms. H, her child insisted on asking her parents to re-evaluate the exam. On June 17, Ms. H's family submitted an application to re-evaluate the Math and Literature exams; at the same time, they continued to register their child for the second choice of Dong Tien Hai High School.

With an initial score of 27.3 points, fortunately, Ms. D.TH's child's score ranked 44th out of 44 admission targets of Dong Tien Hai High School, just enough to pass the second round of admission.

On July 16, the results of the review of two exams were announced by the provincial Department of Education and Training. Ms. D.TH's child's Math score increased by 4.75 points (from 4.25 to 9 points), and her Literature score increased by 3 points (from 5 to 8 points).

Thus, with the results after the review, from failing the first choice, Ms. H's child passed Tay Tien Hai High School with a total score of 42.8 points; a difference of 15.5 points compared to the initially announced score.

The 10th grade entrance exam for the 2024-2025 school year in Thai Binh province took place from June 7-8 with over 20,500 candidates participating at 30 examination councils with 32 examination sites; of which 1,100 candidates took the entrance exam for specialized classes at Thai Binh Specialized High School. Math and Literature were tested in the form of essays; English was tested in multiple choice. This is also the last year of 10th grade admission according to the 2006 General Education Program.

According to the exam results and admission scores in both rounds announced by the provincial Department of Education and Training, the whole province has 14,240 candidates admitted in the first round and 1,520 candidates admitted in the second round.
