Many fields have 80-90% overdue records processing
In the inspection conclusion on the responsibility of performing public duties of officials, civil servants and public employees at the Ministry of Health in handling administrative procedures and providing public services to people and businesses, the Government Inspectorate said that in addition to the achieved results, the Ministry still had many shortcomings and violations.

Specifically, the inspection results for the period June 2021 - November 2023 showed that the Ministry of Health was slow to complete the plan to simplify administrative procedures in the fields of preventive medicine and pharmaceuticals; and did not comply with the Government's Resolution and the Prime Minister's direction.
The results of the inspection of 20 administrative procedures and 55 records at the Department of Drug Administration, Department of Medical Examination and Treatment Management, Department of Food Safety, Department of Traditional Medicine Management, Department of Infrastructure and Medical Equipment (under the Ministry of Health) also revealed many shortcomings.
According to the Government Inspectorate, the Ministry of Health reported to the Government that the rate of overdue records in the 2021-2023 period was 4.97%, but in reality it was 69.8% (an increase of more than 64%). Notably, records in the fields of pharmacy, traditional medicine, and medical equipment were overdue by over 80-90%.
In addition, some administrative procedures have overdue records of more than 400 days on average; there are records that take 2-4 years to receive, transfer for appraisal and request additional information, while the regulation is 3 working days.
" Although the settlement was delayed and exceeded the deadline, the Ministry of Health did not apologize to the people and businesses ," the conclusion of the Government Inspectorate stated.
The inspection also discovered that businesses were required to supplement and complete information and documents too many times; and that regulations that had been abolished were being applied.
In areas such as pharmaceuticals, traditional medicine, and medical equipment, the Government Inspectorate determined that the rate of overdue cases is very high, with backlogs for many years. This is one of the reasons leading to the shortage of drugs and equipment.
In addition to pharmaceutical issues, the organization and operation of the one-stop department and the implementation of the one-stop and interconnected mechanisms at the Ministry of Health are not in accordance with regulations, revealing many weaknesses.
Particularly at the Department of Drug Administration, the Government Inspectorate said that there was a situation of not fully complying with the principle of first-submitted documents being processed first, and later-submitted documents being processed later.
When submitting the documents to the appraisal expert, this unit did not specify the priority of each document and the completion deadline, leading to some experts extending the prescribed deadline.
In addition, this Department is also said to have many limitations and weaknesses in the process of monitoring and managing the settlement of records. The summary data on the settlement results reported to the Government is significantly different from the detailed data of the Department. In many cases, records have expired but are still reported as being settled.
Regarding the dossiers of granting, renewing, and changing additional registration certificates for drugs and pharmaceutical ingredients, the Drug Administration Department was also concluded by the Government Inspectorate to have "lax management".
Recommendation to review responsibility
From the shortcomings and violations mentioned in the conclusion, the Government Inspectorate requested the Ministry of Health to direct the Department of Drug Administration to have solutions and resolutely implement rectification and immediately overcome the lax management and monitoring of records to resolve a number of administrative procedures.
The Ministry of Health must rectify and improve public service responsibilities, overcome shortcomings in operations...; inspect the responsibilities of officials, civil servants, and heads of departments and offices handling administrative procedures that still have many outstanding files.
Along with that, the Government Inspectorate also recommended that the Prime Minister direct the Ministry of Health to review the responsibilities of the head and the responsibilities of the ministry's leaders related to shortcomings, defects, and violations in state management and the settlement of administrative procedures and the provision of public services to people and businesses.
