Dear comrades and countrymen!

Today, I, along with the leaders, former leaders of the Party, State and delegates, are very pleased to attend the ceremony to celebrate the 60th anniversary of the founding of Vinh city, the 235th anniversary of Phuong Hoang Trung Do and to receive the Second Class Independence Medal.

This is a political event of special significance, marking the development, maturity and growth of the Party Committee, government and people of Vinh city over the past 60 years.

On behalf of the leaders of the Party, State and Vietnam Fatherland Front, I would like to send to you, delegates, revolutionary veterans, heroic Vietnamese mothers, heroes of the armed forces, heroes of labor, and all compatriots and comrades, my warmest sentiments and best wishes.

Dear comrades, compatriots and delegates!

Vinh City is the economic and political center of Nghe An - the homeland of beloved President Ho Chi Minh and revolutionary predecessors. 235 years ago, this place was chosen by Emperor Quang Trung as the capital of the Tay Son Dynasty, marking an important milestone in the formation and development of Vinh city.

With its important geostrategic position, Vinh has become a major urban area of Central Vietnam. On October 10, 1963, the Government issued a Decision to establish Vinh City. Vinh became one of the five largest industrial cities in the socialist North.

Vinh - Ben Thuy is known as the starting point of the Nghe Tinh Soviet movement in 1930-1931, and was honored as the heroic Red City in the resistance war against the US to save the country. Located in a strategic position on the North-South highway, the focus of enemy attacks, the army and people of Vinh city fought bravely and steadfastly to protect the important traffic artery to support and assist the battlefield, contributing to the liberation of the South and the reunification of the country. Vinh city and many affiliated units were awarded the title of Hero of the People's Armed Forces by the State and received a letter of praise from Uncle Ho.

Coming to Vinh city today, we are happy to see that the appearance of Vinh city is changing day by day, becoming more spacious and modern, leaving a good impression on friends and domestic and international tourists. Vinh has been making important contributions to the change of Nghe An province and contributing to the overall development of the country.

Over the past 60 years, especially in the 10 years of implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks for the development of Nghe An province until 2020, Vinh city has made comprehensive development steps, with many important achievements and results; economic scale and potential have developed quite well, the economic structure has shifted towards modernity, bearing the characteristics of a provincial and regional urban center.

In 2022, the economic growth rate will reach 9.02%; per capita income will reach 120 million VND, 2.37 times higher than the province's average. Internal and external traffic infrastructure will be upgraded; many new roads will be built, creating conditions for economic development and expanding urban space. The urban landscape will change rapidly, taking on the appearance of a civilized and modern urban area in the North Central region.

Vinh has initially affirmed itself as the region's education and training center, and has been recognized by UNESCO as a "Global Learning City". The health sector has developed, and material and spiritual life has been improved. National defense and security have been maintained. Party building and political system building have been strengthened. The great national unity bloc has been consolidated; democracy has been increasingly promoted. The city's Party Committee has been recognized for many consecutive years as an excellent Party Committee in fulfilling its tasks. We are extremely proud and very happy about the changes and developments of Uncle Ho's hometown after 60 years of construction and development.

With its outstanding achievements, Vinh city has been honored to receive many noble awards from the Party and State and at this solemn celebration, the city was honored to receive the Second Class Independence Medal. On behalf of the Party and State leaders, I warmly commend and congratulate the very proud achievements that the Party Committee, government and people of Vinh city have achieved during the glorious journey of the past 60 years.

Dear compatriots, comrades, distinguished delegates and guests!

Looking back on the past, besides the great achievements, there are still concerns, requiring Vinh city to try and make more efforts to be worthy of the expectations of the Central Government, as well as the entire Party Committee, government and people of the province.

The city needs to strongly innovate its thinking, arouse the aspiration for comprehensive, faster, stronger development, worthy of the heroic "Red City" tradition, build Vinh city into a truly central urban area of the province and the entire North Central region, a driving force - economic growth pole of the province, contributing to Nghe An soon becoming a well-off province of the country, the center of the North Central region in terms of trade, healthcare, education and training, science and technology, industry and high-tech agriculture in the spirit of Resolution No. 39-NQ/TW of the Politburo and the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050.

I would like to emphasize some key tasks that the Party Committee, Government and people of Vinh City should pay attention to and perform well as follows:

Firstly, focus on thoroughly grasping, imbuing, creating strong changes in awareness, solidarity, and high consensus in the entire Party Committee and political system, Party members, people of all walks of life, cadres and soldiers of the armed forces, business community, and entrepreneurs on the task of building and developing Nghe An province in general and Vinh city in particular according to Resolution No. 39-NQ/TW of the Politburo, placed in the overall, synchronous manner with the implementation of Resolution No. 26-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, and Resolutions of the Central Committee, National Assembly, and Government.

Second , urgently develop, promulgate and organize the implementation of an action program with specific plans and projects to implement Resolution No. 39-NQ/TW of the Politburo and the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, which has just been approved. Promptly submit to the Government for submission to the National Assembly Standing Committee for approval of the expansion of the administrative boundaries of Vinh city, promptly adjust the city's master plan, in which the vision and strategy for the development of Vinh city are determined in the overall relationship of Nghe An province and the whole region, taking into account the direct relationship with neighboring districts in the Southern Nghe An - Northern Ha Tinh region.

Coordinate the development, management and implementation of plans. Focus on planning for coastal urban development along both banks of the Lam River. Realize the planning of the Vinh - Cua Lo boulevard development axis, create economic development momentum, link key spaces, connect the city's administrative center and the coastal tourism center.

Effectively mobilize resources to develop infrastructure, especially connecting traffic infrastructure, key traffic, spacious, bright, green, clean, beautiful urban infrastructure. Focus on investing in upgrading Vinh station; upgrading and expanding Vinh International Airport to reach the scale of a level 4E airport; upgrading, expanding, and improving the exploitation capacity of Cua Lo deep-water port, expressways, and routes connecting Vinh with Cua Lo, Nam Dan, Hung Nguyen, etc.

Third , proactively and creatively implement tasks and breakthrough solutions effectively for rapid and sustainable economic development, mainly based on science, technology and innovation so that Vinh city will soon become a smart, modern city, a center for startups and innovation of the entire North Central region. The city must take the lead in digital transformation, developing digital economy, green economy, circular economy, first of all with 3 pillars: high-tech industry, seaports - logistics and trade - tourism.

In particular, it is necessary to be consistent in the viewpoint of sustainable development on all three pillars: economy, society, and environment. Create breakthroughs in administrative reform, improve the investment and business environment; actively and proactively integrate internationally, connect with localities nationwide, promote attraction and improve the efficiency of using resources for development investment.

Fourth , maintain and promote the position of the province's education and training center, gradually affirming the regional center; improve the quality and effectiveness of general education programs, develop university education, innovate and improve the quality of vocational education. Focus on investing in developing Vinh University to become a prestigious training center in the country, region and the world.

Build Vinh city into a cultural - sports - tourism center of the region. The city's health system becomes the core of the North Central Regional Specialized Medical Center, in which the Provincial General Hospital must become a special-class final-line hospital.

Maintain national defense and security, social order and safety, strengthen foreign affairs. Carry out well the work of poverty reduction, social security, ethnic and religious affairs. Improve the material and spiritual life of the people. Build a cultural and civilized urban lifestyle; do our utmost to preserve, promote and spread more strongly the cultural values of Nghe An, which are an important endogenous resource for development, ensuring both rapid and sustainable economic development and imbued with the cultural identity of Vietnam and Nghe An.

Fifth , take care to build a clean and strong Party organization and political system; strengthen the fight against corruption and negativity, practice thrift and combat waste; promote the exemplary role of cadres and Party members at all levels, especially leaders.

Sixth , Nghe An province and Vinh city need to continue to effectively implement Resolution 36/2021/QH15 dated November 13, 2021 of the National Assembly in the province's socio-economic development; at the same time, it is necessary to urgently review and propose to the National Assembly to supplement a number of specific and outstanding mechanisms and policies, suitable for the development of Nghe An province in general and Vinh city in particular.

Dear compatriots, comrades, distinguished delegates and guests!

Promoting the results achieved over the past 60 years, with traditional historical, cultural, revolutionary values and available potentials and advantages; I firmly believe that the Party Committee, government and people of Vinh city will unite, join hands, be dynamic, creative, have high political determination, strive, create breakthroughs in all aspects, soon complete the goal of making Vinh city develop rapidly and breakthroughly, become the driving force for economic growth of the province, the center of the North Central region in terms of economy, culture, society, contributing to making Nghe An "Step strongly, go far, Nghe An like that is Nghe An" according to the direction of General Secretary Nguyen Phu Trong.

Once again, I wish you, the delegates, and all the people good health, happiness and success. I wish the Party Committee, the government and the people of Vinh City to continue to reap many new successes, new victories, and to become increasingly civilized, rich, prosperous and happy.
