Tam Diep City, Kim Son District deploys PCTT and TKCN work in 2024

In 2023, Tam Diep city will have 5 storms and 3 tropical depressions, of which 2 storms will directly affect the city and 6 heat waves. The City People's Committee has directed specialized departments and People's Committees of wards and communes to regularly monitor the grassroots level, grasp weather developments, and effectively carry out forecasting, warning, and approved disaster prevention and control plans.

To limit the damage caused by natural disasters, the city pays special attention to propaganda work, raising awareness and response skills of authorities at all levels, people and communities on natural disaster prevention and control. In addition, doing a good job of "4 on-site" work. Reserve rocks and soil at key locations of weak dykes, embankments, culverts and sign contracts with households to prepare bamboo stakes, sacks, and necessary materials to proactively handle situations when floods exceed the design frequency of the dykes. At the same time, doing a good job of monitoring and closely following the developments of natural disasters; information and reporting work must be complete, timely and in accordance with regulations.

In 2024, the city aims to proactively develop plans to prevent, promptly respond to and effectively overcome the impacts of natural disasters; ensure the safety of natural disaster prevention and control works; protect people and property of the State and people.

Focus on reviewing and evaluating the quality of dykes, dams, disaster prevention and control works, irrigation works, specifically identifying key dykes; directing the development of disaster prevention and control plans for all levels and sectors according to the "4 on-site" motto; inspecting and urging disaster prevention and control preparations, especially the "4 on-site" work from the city to wards, communes, villages, residential groups, and households in areas at high risk of being affected by natural disasters.

Develop specific forest fire prevention and control plans for possible situations. Organize regular PCTT & TKCN work well according to regulations, be ready to respond promptly to natural disasters.

At the conference, delegates focused on discussing and pointing out key areas at risk of storms, floods, and inundation in response to unusual developments of natural disasters occurring in the city, especially key areas for PCTT & TKCN work, and at the same time proposed a number of recommendations on strengthening and supplementing necessary equipment and tools to ensure the effectiveness and safety of PCTT & TKCN forces. Renovating and upgrading key areas at risk of localized flooding and inundation in the city.

* On the afternoon of April 15, the Steering Committee for Disaster Prevention, Control and Search and Rescue of Kim Son district held a conference on coordination of civil defense, disaster prevention and control and search and rescue (PCTT&TKCN); fire and explosion prevention, forest fires, and landslide rescue in 2024.

Attending the conference were leaders of the Provincial Military Command, Kim Son District People's Committee, reinforced military units stationed in the area; representatives of some communes with key areas for disaster prevention and control in the district.

In 2023, the Steering Committee for Disaster Prevention and Control of Kim Son district actively and proactively coordinated with agencies and units to actively and proactively advise on planning and prepare well in terms of forces, means, materials and equipment. Closely coordinating with reinforced military units, departments and branches of the district and localities to well organize coordination work, be ready to evacuate, brace, reinforce works, warehouses, barracks, dykes, embankments and culverts when storms and floods occur. At the conference, delegates approved the Draft Plan for coordination of civil defense, natural disaster prevention and search and rescue; fire prevention, forest fire prevention, and landslide rescue in Kim Son district in 2024. Representatives of the units affirmed that PCTT&TKCN is an urgent task, requiring the collective strength of many levels and many sectors, in which the organization of close coordination between military units stationed in Kim Son district is of great significance. Therefore, delegates proposed a number of additional plans and solutions to ensure prevention and mitigation of possible damage.

In 2024, the weather forecast is complex and unpredictable, storms and depressions are likely to appear earlier and last longer, posing potential dangers to fishermen working on rafts and boats operating at sea. The Steering Committee for Disaster Prevention and Control and Search and Rescue of Kim Son District continues to implement synchronous solutions to raise awareness and responsibility, effectively carry out disaster prevention and control and search and rescue work; prevent and fight fires, forest fires, and rescue collapses.

Focus on promoting proactiveness, positivity, thorough preparation in all aspects, and implementing the motto "3 before", "4 on the spot". Improve the quality of propaganda, dissemination, learning and training to ensure that all people and 100% of officers and soldiers know how to swim; improve training, coaching, and coordination between forces.

Agencies, units, communes and towns maintain good communication work and practice the plans. Organizing drills in the three communes of Kim Tan, Kim My and Con Thoi is a basis for drawing experience for the whole district.

At the conference, the leaders of Kim Son District People's Committee and representatives of the commanding units signed the minutes of the contract on PCTT&TKCN; fire prevention, forest fire prevention, and collapse rescue in 2024.
