Hai Phong City will not organize People's Councils of districts and wards from July 1, 2026.

On the morning of November 30, the National Assembly passed the Resolution on the Organization of Urban Government in Hai Phong City with 454/459 delegates voting in favor (accounting for 94.78% of the total number of delegates).

The People's Committee of a grade 1 district has no more than 3 vice chairmen.

The National Assembly resolved that local authorities in Hai Phong city, Thuy Nguyen city, districts, communes and towns in the city are local authorities including People's Council and People's Committee.

For local authorities in districts and wards in the city, there are District People's Committees and Ward People's Committees (no District and Ward People's Councils).

The Standing Committee of the City People's Council consists of a chairman, no more than 2 vice chairmen and members who are heads of committees of the City People's Council. The committee of the City People's Council consists of a chairman, 2 vice chairmen and members...

The organizational structure of the District People's Committee includes the Chairman; Vice Chairman; Chief of District Police; Commander of the District Military Command; specialized agencies under the District People's Committee; other administrative agencies and public service units under the District People's Committee. The People's Committee of a grade 1 district has no more than 3 vice chairmen, and the People's Committee of a grade 2 or 3 district has no more than 2 vice chairmen.

The organizational structure of the ward People's Committee includes the chairman; vice chairman; commander of the ward military command; chief of the ward police; other civil servants working at the ward People's Committee. The People's Committee of type 1 and type 2 wards has no more than 2 vice chairmen, the ward of type 3 has 1 vice chairman.

In addition, the resolution has a transitional provision. Accordingly, the People's Council and People's Committee of the district and ward for the 2021-2026 term will end their duties on June 30, 2026. From July 1, 2026, the People's Committee of the district and ward will perform the duties and powers as prescribed in this resolution.

In case the Chairman and Vice Chairman of the District and Ward People's Committee have not been appointed, the Chairman and Vice Chairman of the District and Ward People's Committee for the 2021-2026 term shall continue to perform the duties and powers prescribed in this resolution until the restructuring is completed.

Amendment of the Law on Organization of Local Government before 2026

Reporting on the explanation and acceptance of the draft resolution before the National Assembly approves it, Chairman of the Law Committee Hoang Thanh Tung said that some opinions suggested studying and proposing amendments and supplements to the Law on Organization of Local Government or promulgating a law on the organization of urban government to create a complete and synchronous legal basis for organizing a unified urban government model nationwide.

Mr. Tung said that the Government has directed relevant ministries and branches to summarize and propose amendments and supplements to the Law on Organization of Local Government, including plans to amend and supplement regulations on the organization of urban government as suggested by delegates.

Currently, Government agencies are urgently completing the dossier proposing amendments and supplements to the Law on Organization of Local Government to report to the Government for submission to the National Assembly and the National Assembly Standing Committee to include in the law and ordinance making program and are expected to submit this draft law to the National Assembly for consideration before 2026.

This Resolution takes effect from January 1, 2025. The organization of urban government in Hai Phong city according to the model prescribed in this Resolution shall be implemented from July 1, 2026.

Thuy Nguyen City People's Council established 2 committees

The People's Council of Thuy Nguyen city established the Legal - Urban Committee and the Economic - Social Committee to advise and assist the People's Council in specific areas.

In which, the Legal - Urban Department is responsible for the following areas: Enforcement of the Constitution and laws, national defense, security, order, social safety, building local government and managing administrative boundaries; urban planning, development of technical and social infrastructure, transportation, construction, natural resources and environment, and organization of public service provision.

The Economic - Social Committee is responsible for the following areas: Economy, budget, education, health, culture, society, information, physical education, sports, science, technology, and religious policy.

The People's Committee of Thuy Nguyen city performs the tasks and powers prescribed in the Law on Organization of Local Government and other relevant legal provisions.

The Chairman of the People's Committee of Thuy Nguyen City has the right to appoint, dismiss, transfer, rotate, second, reward, discipline, and temporarily suspend the work of the Chairman and Vice Chairman of the People's Committee of the affiliated ward; recruit, use, and manage civil servants working at the People's Committee of the affiliated ward according to the provisions of law; suspend the implementation, abolish part or all of the illegal documents of the People's Committee of the affiliated ward.

Proposal for Hai Phong to increase 1 district vice chairman when not organizing district and ward People's Councils

The Government proposed to organize the urban government in Hai Phong city in a streamlined manner, ensuring unified and smooth management; not to organize People's Councils in districts and wards; increase full-time representatives of the City People's Council; and increase the number of district People's Committee Vice Chairman by 1.
