According to the Decision, the National Fund for the Elimination of Temporary and Dilapidated Houses for Poor and Near-Poor Households (hereinafter referred to as the Fund) was established to receive, manage, and use funding sources, support, and voluntary contributions in cash (including cash and transfers) from domestic and foreign organizations and individuals and other legal sources of capital for the elimination of temporary and dilapidated houses for poor and near-poor households in accordance with the law.
The Fund is managed by the Ministry of Finance. The Fund's English trading name: Vietnam Fund for Joining hands to remove temporary houses for poor households.
The Fund is a non-budgetary state financial fund, operating under the Prime Minister's Decision.
The Fund has legal status; is allowed to open transaction accounts at the State Treasury and commercial banks to receive contributions, sponsorships, and financial support from domestic and foreign organizations and individuals.
The Fund has the function of managing and coordinating the Fund's financial resources to finance and support the elimination of temporary and dilapidated houses for poor and near-poor households that have not received support from the state budget according to the law.
Organization of the Fund
The Fund management apparatus uses the seal, budget, apparatus, officers and civil servants of the Ministry of Finance, operating on a part-time basis to perform assigned tasks as decided by the Minister of Finance. The Fund's revenue sources shall not be used to pay for the operating expenses of the Fund management apparatus.
The Fund Management Board is established by the decision of the Minister of Finance, including: Director, Deputy Director, Chief Accountant and a number of members who are civil servants of the State Treasury, appointed by the Minister of Finance. The Management Board is responsible to the Minister of Finance and before the law for all the results of the Fund's operations.
The fund operates not for profit.
The Decision clearly states that the Fund operates not for profit, uses capital for the right purposes and in accordance with the provisions of law, ensuring publicity, transparency, thrift and efficiency.
The Fund is subject to inspection, examination and audit of its financial activities by state financial management agencies and the State Audit; and supervision by the Vietnam Fatherland Front and the community.
The Fund's tasks include: Receiving, managing, and using funding sources, support, and voluntary contributions in cash (including cash or bank transfer) from domestic and foreign organizations and individuals and other legal sources of capital to support and finance activities to eliminate temporary and dilapidated houses for poor and near-poor households that have not received support from the state budget according to the law.
At the same time, coordinate with relevant agencies and organizations in mobilizing donations and sponsorship for the Fund to support and sponsor activities to eliminate temporary and dilapidated houses for poor and near-poor households according to the law.
Revenue sources and expenditure tasks of the Fund
The Fund's revenue sources include: Revenue from voluntary contributions in cash from domestic and foreign agencies, units, organizations and individuals; international aid; Interest earned from the Fund's deposits; Other legal revenues (if any).
Expenditure tasks of the Fund: Used to support and finance activities to eliminate temporary and dilapidated houses for poor and near-poor households according to the law.
