Thanh Hoa: Socio-economic situation in August continues to develop in all fields

On August 26, under the chairmanship of Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the regular meeting of August 2024 of the Provincial People's Committee was held to assess the socio -economic situation, national defense and security in August; key tasks in September 2024 and some other important contents.

In August 2024, the Provincial People's Committee, the Chairman and Vice Chairmen of the Provincial People's Committee focused on directing all levels, sectors and localities to resolutely and effectively implement tasks and solutions in the management field, ensuring the highest achievement of the goals and targets set out in the Resolutions of the Government , the Provincial Party Committee, the Provincial People's Council and the plan of the Provincial People's Committee on the main tasks and solutions for socio-economic development in 2024.

In which, it directed all levels, sectors and localities to focus on implementing the Conclusion of the Provincial Party Committee on the implementation of socio-economic development, national defense - security, Party building and political system tasks in the first 6 months of the year, key tasks in the last 6 months of 2024; review, adjust and supplement the land price list for the period 2020 - 2024 in the province; procedures for auctioning land use rights.

Direct all levels and sectors to urgently complete documents and procedures to soon start construction of the Aeon Mall Thanh Hoa Commercial Center project; speed up the implementation of activities, projects, and sub-projects under the National Target Programs; review and update solar power projects with investment policies and investors in the province.

During the month, the Chairman and Vice Chairmen of the Provincial People's Committee inspected, worked, and directly directed the resolution of difficulties and obstacles in projects being implemented in the province, such as: 500kV Line 3 Project; the work of returning technical infrastructure works of the North-South Expressway project, Mai Son - National Highway 45 section... At the same time, conferences were organized to direct the resolution of important issues arising in sectors and fields, such as: Regulations on conditions and minimum areas for land division and land consolidation for each type of land in the province; investment policy for the project of construction and business of infrastructure of the Vietnam - India high-tech pharmaceutical industrial park phase 1; progress of implementation of social housing projects...

The province's socio-economic development continues.

Promoting the growth momentum in July, the province's socio-economic situation in August 2024 continued to develop in most areas, notably: Agricultural production continued to be stable, the planting area for the winter-spring crop exceeded the set plan, there were no diseases on crops and livestock. During the month, the whole province planted 500 hectares of concentrated forests and 100,000 scattered trees; the output of exploitation and aquaculture in August was estimated at 18.9 thousand tons, up 2.1% over the same period.

Chief of Office of the Provincial People's Committee Nguyen Trong Trang presented a report on the socio-economic situation in August 2024.

The industrial and construction sector continued to thrive, becoming the main driving force for economic growth; the industrial production index (IIP) in August increased by 4.1% over the previous month and by 25.5% over the same period.

State management of construction investment and construction quality management continues to receive attention; focus has been placed on accelerating the progress of establishing, appraising, and approving zoning plans and detailed construction plans in the area, creating a basis for attracting businesses to be interested in and invest in the province.

Tourism activities continue to be vibrant; Thanh Hoa continues to be one of the leading localities in the country in attracting tourists; the total number of tourists in August is estimated at 1.12 million, up 21.5% over the same period; total tourism revenue is estimated at VND 2,872 billion, up 32.2%.

State budget revenue in August is estimated at VND 4,065 billion, up 63.1% over the same period; accumulated in the first 8 months of 2024, state budget revenue is estimated at VND 37,939 billion, exceeding 6.7% compared to the estimate and increasing 43% over the same period.

The disbursement of public investment capital plans has been resolutely directed by units and localities, focusing on removing difficulties and obstacles to create favorable conditions to accelerate the progress of implementation and disbursement of public investment capital. As of August 18, 2024, the value of public investment capital disbursement reached VND 7,208.3 billion, equal to 54.2% of the plan, 8.5% higher than the same period.

Speaking at the meeting, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: Despite difficulties and challenges, the province's socio-economic situation in August 2024 continued to achieve positive results in most areas, including many areas with outstanding results. This is a testament to the focused, drastic and effective leadership, direction and management of the Provincial Party Committee and the Provincial People's Committee, together with the joint efforts of all levels, sectors, business communities and people.

Regarding the key tasks for September 2024, Chairman of the Provincial People's Committee Do Minh Tuan basically agreed with the tasks set out in the report, such as: Continuing to effectively organize and implement the Thanh Hoa Provincial Planning for the period 2021 - 2030, with a vision to 2045; Plan to implement the Provincial Planning immediately after the Prime Minister approves; Thanh Hoa Urban Master Plan to 2040; programs, mechanisms, and policies to concretize Resolution No. 58-NQ/TW of the Politburo, Resolutions of Party Congresses at all levels, term 2020 - 2025.

Review and be ready to promptly deploy response and recovery work for natural disasters according to established plans and strategies; absolutely do not let human losses occur due to subjectivity, negligence, or lack of vigilance.

Focus on leading, directing and organizing the drastic, synchronous and effective implementation of tasks and solutions to promote administrative reform and improve the investment and business environment. Direct the drastic, synchronous and effective implementation of solutions to promote the disbursement of public investment capital plans; strengthen the urging of construction contractors to mobilize maximum human resources, materials, equipment, and continuous construction to speed up project implementation progress; flexibly and promptly adjust capital plans between projects, with the goal of disbursing 100% of the public investment capital plan for 2024 as quickly and as soon as possible.

Synchronously implement measures to improve the quality of medical examination, treatment and health care for the people; closely manage, monitor and follow the situation and developments of diphtheria epidemic, absolutely not allowing new outbreaks to occur in the province. Prepare well the necessary conditions (facilities, schools and teaching staff...) to organize the opening ceremony and deploy tasks for the 2024-2025 school year.

In response to practical requirements, Chairman of the Provincial People's Committee Do Minh Tuan requested all levels, sectors and localities to focus on leading, directing and implementing resolutely, synchronously and effectively tasks and solutions to overcome shortcomings and limitations, striving to successfully implement the set goals, targets and tasks of socio-economic development.

At the meeting, delegates also discussed and gave opinions on the Proposal on the promulgation of standards and norms for the use of specialized vehicles of the Vietnam Fatherland Front Committee of the province and the Department of Culture, Sports and Tourism; Proposal on the price of rice for agricultural land use tax in Thanh Hoa province in 2024; Project on restructuring the operations of Thanh Hoa Publishing House One Member Co., Ltd.; Proposal on the promulgation of Regulations on emulation and reward work in Thanh Hoa province (replacing Decision No. 33/2018/QD-UBND, dated November 13, 2018 of the Provincial People's Committee); Proposal on the proposal to adjust the Project on arranging and stabilizing residents in areas at high risk of flash floods, landslides in mountainous districts of the province in the period of 2021-2025 and some other important contents.
