Thanh Hoa province is determined to continue handing over the remaining anchorage areas (KN) of the 500 kV line project, circuit 3, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen). Accordingly, before May 20, Thanh Hoa will complete the compensation payment; at the same time, coordinate with investors and contractors to support people in dismantling houses, works, and architectural objects. By May 30, Thanh Hoa will ensure that the entire corridor area is "clean" and qualified for line operation.

On the morning of May 7, Minister of Industry and Trade Nguyen Hong Dien, Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects of the energy sector, chaired a meeting on the 500 kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).

According to the report of Vietnam Electricity Group (EVN), currently, all 4 component projects of the 500 kV line project, circuit 3, have handed over 1,177/1,177 (100%) of the pole foundation locations and 377/503 (equivalent to 75%) of the anchoring areas, with 126/503 anchoring spaces remaining to be handed over. There are 2 provinces that have completed the handover of anchoring spaces: Quang Binh (10/10 anchoring spaces), Ninh Binh (9/9 anchoring spaces); 7 provinces that have not completed the handover of anchoring spaces are: Ha Tinh (15/112 anchoring spaces remaining), Nghe An (29/88 anchoring spaces remaining), Thanh Hoa (37/137 anchoring spaces remaining), Nam Dinh (20/54 anchoring spaces remaining), Thai Binh (10/47 anchoring spaces remaining), Hai Duong (5/31 anchoring spaces remaining) and Hung Yen (5/14 anchoring spaces remaining).

In addition to difficulties related to site clearance, the project is also facing difficulties related to the supply of steel columns. Accordingly, 1,177 column locations corresponding to nearly 139,000 tons of steel are needed. As of May 6, contractors have handed over the volume of steel columns for 520/1,177 column locations, while 657/1,177 column locations have not been handed over. In the construction work, the project has only completed casting the foundations for 1,005/1,177 locations; completed the erection of 256/1,177 column locations; is currently erecting 181/1,177 column locations; and completed pulling 6/503 KN wire.

According to EVN, the workload is still quite large, the time is urgent, so it is necessary to have the drastic participation of local authorities at all levels. The investor recommends that the People's Committees of the provinces urgently consider and give opinions on the draft framework of compensation, support and resettlement policies for the investor to synthesize, complete, report to the Ministry of Natural Resources and Environment for appraisal, and submit to the Prime Minister for consideration and approval; promptly approve the compensation plan for the foundation and safety corridor so that the investor can complete the compensation work for people and businesses; continue to support and accelerate the handover of the remaining KNs so that the investor can carry out the work of laying and pulling conductors (expected to start from May 10). Along with that, the investor also requested the People's Committees of localities in the provinces to urgently inventory, count, and determine the number of houses/households that must be relocated and resettled, and carry out resettlement procedures for households, ensuring the safety of the corridor for power connection and project operation.

Reporting at the online meeting, Vice Chairman of the Provincial People's Committee Mai Xuan Liem said: In addition to handing over the entire area of the column foundation, Thanh Hoa has so far handed over 100/137 KN, reaching 73%. With the areas where the column foundation has been completed, the conditions for pulling the wire have been ensured. Thanh Hoa Province has approved the level of housing rental support and has directed districts and towns to coordinate with the Project Management Boards to start paying tomorrow (May 8); or have a plan to arrange surplus cultural houses after the merger to support people with accommodation while waiting for resettlement.

Concluding the meeting, Minister Nguyen Hong Dien requested that provinces that have not yet commented on the compensation, support and resettlement policy framework should complete it on May 8 so that the investor and the Ministry of Natural Resources and Environment can complete it and submit it to the Prime Minister for consideration and approval as a basis for completing the site clearance work. Regarding construction work, the investor continues to strengthen inspection work, urge contractors to focus all resources to speed up progress and urge contractors to supply materials and equipment. He also requested localities to strengthen propaganda work, mobilize people to support the site clearance compensation work and construction work, contributing to ensuring the project's progress as well as the safety of the power line after it comes into operation.
