Reviewing the adjustment of GRDP growth rate in 2025 to be submitted to the 29th session of the 8th Provincial People's Council

This morning, February 14, the Economic - Budget Committee of the People's Council of Quang Tri province worked with the Department of Planning and Investment and the Department of Finance to review a number of contents related to the socio-economic development situation, regulations on the percentage (%) for calculating land rental prices to be submitted to the 29th session of the 8th term Provincial People's Council.

Director of the Department of Planning and Investment Truong Chi Trung said that according to Resolution No. 90/NQ-HDND dated December 6, 2024, the target of growth of the province's gross regional domestic product (GRDP) in 2025 is 6.5 - 7.0% compared to 2024, of which: the agriculture, forestry and fishery sector increases by 2.5 - 3.0%; the industry - construction sector increases by 9.5 - 10.0% (of which industry increases by 9.49 - 10.04%); the service sector increases by 6.5 - 7.0%; product taxes minus product subsidies increase by 3.63 - 4.13%. GRDP per capita reaches 87 million VND. Total social investment capital reaches 27,500 billion VND.

In order to successfully achieve the target of striving for national growth of 8.0% or more in 2025, the Government issued Resolution No. 25/NQ-CP directing the People's Committees of provinces and centrally run cities to study and review the reports of the People's Councils at the same level in February 2025 to adjust the local GRDP growth target in case the People's Council has decided on a lower growth target than the target in the above resolution, in which the GRDP growth target in 2025 of Quang Tri province is assigned to be 8.0%.

Based on the forecast of space and implementation capability, the Department of Planning and Investment has built a new growth scenario with many adjusted indicators, reported to the Provincial People's Committee and submitted to the Provincial People's Council for review.

Specifically, the GRDP growth rate will reach 8% compared to 2024, of which: the agriculture, forestry and fishery sector will increase by 3.5%; the industry - construction sector will increase by 12%; the service sector will increase by 7.5%; product tax minus product subsidies will increase by 6.19%. GRDP per capita will reach 89.7 million VND. Total social investment capital will be 32,800 billion VND.

To achieve this growth target, departments, branches and localities need to thoroughly grasp, seriously, synchronously and substantially implement the solutions proposed by the Provincial Party Committee, People's Council and People's Committee.

At the working session, the Department of Finance reported a draft resolution for comments on the percentage rate for calculating land rental prices for annual land rental payments without auction, land rental prices for underground construction, and land rental prices for land with water surface in the province.

Deputy Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Minh Son agreed with the contents of economic growth adjustment that the Department of Planning and Investment had developed. However, he suggested that the Department of Planning and Investment should advise the Provincial People's Committee and have a report on specific additional solutions for the new growth scenario to submit to the Provincial People's Council for decision.

Regarding the content of land rental price percentage, the Economic - Budget Committee will ask for opinions from the Standing Committee of the Provincial People's Council on the proposals of the Department of Finance, before making an official submission.
