Recently, 9 Vietnamese galvanized steel and steel pipe enterprises including Hoa Sen Group Joint Stock Company, TVP Steel Joint Stock Company, Dong A Steel Joint Stock Company, Nam Kim Steel Joint Stock Company, Phuong Nam Steel Company, Pomina Steel Joint Stock Company, Vina One Steel Production Joint Stock Company, Viet Nhat Steel Production and Trading Joint Stock Company, Nam Hung Metal Joint Stock Company sent official dispatches to the Government Office; Ministry of Industry and Trade; Trade Defense Department; Vietnam Journalists Association; Vietnam Federation of Commerce and Industry and Vietnam Steel Association regarding counter-arguments and recommendations regarding the possibility of initiating an anti-dumping investigation on HRC steel products imported from China.
In this document, steel enterprises expressed their concern that if Vietnam initiates an anti-dumping investigation on imported HRC steel products, it will cause negative consequences not only for the steel industry but also for the entire economy.
Accordingly, through data and analysis, 9 enterprises affirmed that there was no dumping of imported HRC steel products and no damage to the Vietnamese HRC manufacturing industry, so they proposed not to initiate any investigation of trade defense measures against HRC steel products.

Regarding this issue, the Department of Trade Defense, Ministry of Industry and Trade said that the Department has received a request to apply trade defense measures (anti-dumping measures) from a number of domestic manufacturing enterprises on HRC steel products imported from India and China to Vietnam. Accordingly, this dossier is currently in the process of being assessed for completeness and validity.
Pursuant to the provisions of Vietnam's trade defense law, within 15 days from the date of receipt of the request for application of anti-dumping measures, the Investigation Authority (Trade Defense Department) will notify the requesting party of the completeness and validity of the request.
If the dossier is not complete and valid, the Investigation Agency will notify the Requesting Party to submit additional dossiers. And within 45 days from the date of notification of complete and valid dossiers, based on the recommendation of the Investigation Agency, the Minister of Industry and Trade will decide whether to investigate or not to investigate.
According to investigation practices and current regulations, after receiving a written notice of a complete and valid dossier, the Department of Trade Remedies will publicly post a notice on the Department's website about the dossier requesting investigation and request relevant parties (including exporters, importers, domestic manufacturers and other relevant parties) to submit dossiers, arguments and present their views on the case as well as provide any other documents or evidence that the enterprises believe are related to the case for the Department to review and handle.
Therefore, the Trade Defense Department said that the opinions of galvanized steel and steel pipe enterprises and enterprises importing and using imported hot-rolled steel coil materials will be carefully and thoroughly studied by the Investigation Agency during the process of analyzing and assessing the details of this case file.
Based on the opinions and evidence of all relevant parties and ensuring the legitimate rights and interests of businesses in this case, the Investigation Agency will have a detailed appraisal report of this case file for the Minister of Industry and Trade to decide whether or not to investigate.
“ The investigation and handling of the case will be conducted publicly, transparently, objectively and in accordance with the provisions of Vietnam's defense laws and the WTO ,” the Department of Trade Defense emphasized.
