Responding to VOV reporters, Colonel Nguyen Ngoc Tue, member of the Provincial Party Standing Committee, Commander of the Provincial Military Command, and Permanent Vice Chairman of the Military Service Council of Thai Binh province, said: This year, the quality of new recruits is higher than other years in both quality and quantity.
Reporter : Colonel Nguyen Ngoc Tue, how has the Provincial Military Service Council and districts and cities paid attention to, directed and organized the work of selecting and calling citizens to join the army in 2024?
Colonel Nguyen Ngoc Tue : With the tradition of Thai Binh province "not a pound of rice is missing, not a soldier is missing", every year according to the Decision of the Prime Minister, the Ministry of National Defense and the Military Region, the Military Command of Thai Binh province performs well the function of advising the Provincial Party Committee, the People's Council, and the Provincial People's Committee to comprehensively direct the recruitment of citizens to join the army, grasp the number of young people, carry out the steps of preliminary examination and recruitment examination at the district level according to the circulars and regulations of the Ministry of National Defense. Up to this point, the number and quality of young people ready to join the army have been guaranteed.

This year, the quality of military recruitment for districts and cities is higher than in 2023.
Regarding the quality of this year's selection: The total number of citizens who have received the call-up order with good ideology is 2,950, reaching 107% of the military recruitment target. Of which, 633 comrades have health type 1, equal to 23% of the military recruitment target (an increase of 41 cases compared to 2023). 1,142 comrades have health type 2, equal to 52% of the military recruitment target (an increase of 201 cases compared to 2023).
College and university degrees are 430 comrades, equal to 15.63% (an increase of 4.68% compared to 2023)
Along with that, this year's youth have many changes in the process of awareness. There are families with two twin brothers who have written applications to join the military service. In addition, the Provincial Party Committee, Provincial People's Council, Provincial Military Service Council directs the standing members in charge of districts and cities to regularly inspect, guide, direct, and urge districts and cities to carry out the steps in the process of recruiting citizens to join the army.
For Thai Binh, there is an annual support for young people and their families. This amount will increase from 2024, 2.3 times higher than previous years. 10 years ago it was 2 million VND, in 2024 it will increase to 5 million VND/new recruit. In general, the recruitment of citizens to join the army in Thai Binh province up to this point has ensured quality as well as quantity, and all preparations are ready.
PV : Where does the support money that the Colonel mentioned above come from and how does this money help new recruits?
Colonel Nguyen Ngoc Tue : Local support for new recruits to join the army depends on local budgets.
For Thai Binh, the budget is still limited, however, the Provincial Party Committee and Provincial People's Council have been paying attention to new recruits and their families since 10 years ago, each child received 2 million VND/person. In 2024, it will increase to 5 million VND/person. In addition, at the commune and district levels, businesses as well as other socio-political organizations have cash gifts to support new recruits, an average of 7-8 million VND/person, and to open savings books for them while they are participating in military service. After completing their service, they will have capital to learn a trade or do other jobs.
Preparations are in full swing.
PV : Can you give more detailed information about how preparations for citizens to join the army have been made locally so far?
Colonel Nguyen Ngoc Tue : Currently, the Provincial People's Committee has a plan to organize military transfer. Based on that plan, it has been specifically deployed to districts and cities.
Districts and cities are currently taking steps such as: organizing exchanges, giving gifts, distributing military uniforms; military receiving units have checked all records and documents related to young people joining the army.
Along with that, prepare the location, conditions, means, supplies, materials, as well as sign contracts for vehicles to pick up and drop off young people. In addition, perform well the rituals in the Vietnam People's Army during the military handover ceremony at 8:00 a.m. on February 25, which is January 16, 2024.
Reporter : According to the feedback, currently, military recruitment has many difficulties due to the relatively large number of students studying at universities and colleges. Does Thai Binh province encounter such difficulties? How has the Provincial Military Command overcome these difficulties?
Colonel Nguyen Ngoc Tue : Regarding the common difficulty in annual military recruitment, as well as in 2024, the common nature of young people going to work far away is common. Thai Binh is not exempt from that content.
To carry out this content, in the selection process, we have closely coordinated with the base, the commune-level military committee, the committee, the local government committee, and the commune-level locality to strictly manage these young people and have been forecasted early.

Not easy in recruiting citizens for military service
PV : Young people selected to join the military service must meet criteria regarding health, qualifications, etc. Does the lack of people make units lenient in recruitment, sir?
Colonel Nguyen Ngoc Tue : In 2024, from the good implementation of the selection process, right from the initial examination step, or the examination at the district level, we have had a screening step. Thus, we have had control from the beginning, except in cases of force majeure. For example, young people have problems with traffic safety, or must be temporarily postponed due to an incident. Regarding this, we have numbers and timely backup solutions.
PV : So in 2024, what is new in the work of selecting citizens to join the army compared to previous years, Colonel?
Colonel Nguyen Ngoc Tue : Compared to other years, in 2024, propaganda work was more widely disseminated. At the same time, awareness among young people as well as households with young people ready to join the army was higher. From those issues, there were families where both brothers participated.
Along with that, promoting the combined strength of businesses, as well as other funding sources, ensures support for young people, as well as their families.
Another new feature is that young people with myopia of 1.5 diopters or more cannot afford surgery. Understanding this difficulty, local authorities and businesses join hands to create funds to help with myopia surgery for young people. PV : In your opinion, is the spirit of military service among young people today different from previous years? Are young people hesitant or afraid of military service?
Colonel Nguyen Ngoc Tue : The general spirit of young people up to this point has also fluctuated compared to last year. In previous years, when young people left school, finding a job was still difficult. But in the current period, economic conditions have developed, and jobs have developed. Therefore, young people after finishing school have many conditions to find a job. Thus, there is a comparison between participating in the market mechanism and participating in military service, thereby affecting ideological work.
On this issue, we must identify the local Party committees, authorities and the entire political system to participate in doing a good job of educating and propagating to the children. This is the sacred duty and right of the youth. Thus, the youth must identify their duties and rights. On that basis, there is a positive change, from that positive change, the youth also identify the idea that "we must complete our military service, then we can participate in other jobs".
And according to the provisions of the Law on Military Service as well as the Circulars of the Ministry of National Defense, there are also conditions for exemption and deferment in accordance with the family's conditions for exemption and deferment. The rest we still control, propagate and mobilize the youth. Up to now, the mindset of the young people joining the army is basically good, without major fluctuations.
