Thai Binh directs to correct violations in land management
The Standing Committee of Thai Binh Provincial Party Committee has just issued Directive No. 31-CT/TU on strengthening leadership and direction to overcome violations in land management.
In recent years, the local land management work has been regularly paid attention to by the Provincial Party Committee and the People's Committee of Thai Binh province, issuing many directive documents, closely and resolutely leading and directing, contributing positively to the socio-economic development of the province.
However, State management of land in some localities still has many limitations and weaknesses. In particular, the management and use of land is wasteful and ineffective; violations and encroachment on traffic corridors, dike protection corridors, irrigation works, illegal use of alluvial land along rivers and coasts, etc. have not been prevented, corrected, and completely handled.

The management of land changes and the implementation of land law regulations still have many limitations. In particular, in some localities, there have been cases of violations of State and provincial regulations on changing the purpose of agricultural land use, serious violations of the law on land management and use, which have had to be transferred to the investigation agency for prosecution.
The Standing Committee of Thai Binh Provincial Party Committee clearly recognized that the causes of the above limitations and weaknesses have objective factors, but mainly because some local Party committees and authorities have not been thorough and resolute in leadership and direction, have shown signs of laxity in land management, lack of responsibility, have not mastered the provisions of the law to proactively inspect, monitor, and prevent violations; have not resolutely handled violations as soon as they were discovered, allowing them to drag on for a long time, and pushing them to higher levels.
The work of disseminating and popularizing land law policies and related legal documents has not received due attention. The capacity and qualifications of some cadres, civil servants and public employees working in State management of land, especially at the grassroots level, are still limited and do not meet the requirements of the task.
In order to rectify and overcome weaknesses in state management of land, maintain stability, improve people's income and living standards and promote socio-economic development, the Standing Committee of Thai Binh Provincial Party Committee has directed Party committees at all levels, Party organizations, authorities, the Fatherland Front, and socio-political organizations in the whole province to focus on leadership and direction in overcoming violations in land management.
Accordingly, the Standing Committee of the Thai Binh Provincial Party Committee requested the Party Delegation of the Thai Binh Provincial People's Council to strengthen supervision of the implementation of the Provincial People's Council's resolutions on land recovery and land use conversion. The Party Executive Committee of the Provincial People's Committee directed the Provincial People's Committee, relevant agencies and localities to enhance responsibility and coordination in land management, especially the direct responsibility of district and commune authorities; strengthen the work of grasping the situation, reviewing the whole situation and inspecting and examining at the grassroots level; promptly detect violations from the beginning to prevent, rectify and proactively handle them according to authority; strictly and in accordance with the law, publicly announce local land use plans and plans immediately after approval by competent authorities so that organizations, households and individuals know and comply.
Along with that, the Party Committee of Thai Binh Provincial Police is required to direct the Provincial Police, District and City Police to strengthen professional measures to promptly detect, prevent and combat violations of the law; proactively coordinate, exchange and provide information with competent authorities when detecting violations of land laws.
The Fatherland Front Committee and socio-political organizations shall strengthen propaganda and mobilization work, mobilizing union members, association members and people to strictly implement legal provisions and proactively perform the role of social supervision and criticism in detecting violations of land laws to propose competent authorities to handle them according to regulations...
