National Highway 28B connecting Lam Dong province is the route connecting the two tourist centers of Phan Thiet city and Da Lat city. In addition, the road also enhances regional connectivity, meeting transportation needs on the East-West corridor, connecting the Central Highlands region to the South Central provinces.

On the route, there is Dai Ninh Pass with dozens of hairpin bends that are popular with tourists because of its beautiful scenery, but in recent years, due to the deterioration of the road, landslides often occur during the rainy and stormy season. At the end of September, National Highway 28B is being urgently renovated and upgraded to make it more convenient for vehicles to travel. The project to renovate and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces has a total route length of about 69 km, of which the section through Binh Thuan province is about 51 km long. The total investment cost is more than 1,400 billion VND.

The investor is the Vietnam Road Administration and the project management unit is Project Management Board 5. National Highway 28B starts at the intersection of Luong Son town (intersection with National Highway 1A at Km 1656+900 in Luong Son town, Bac Binh district). The end point is at the intersection of Tahine at Km 68 (intersection with National Highway 20 at Km 185+690) in Duc Trong district, Lam Dong. The project to renovate and upgrade National Highway 28B started in April 2024. Currently, the construction unit has arranged many construction teams, straightening the curves and bends on the mountain pass road under the XD-02 package. Contractors are leveling hills, constructing foundations, piers and overpasses. According to Project Management Board 5, due to the construction taking place in the rainy season, the contractor is taking advantage of dry weather days, and the construction teams are speeding up the progress, ensuring labor safety and traffic safety. The construction unit is currently on schedule. The construction unit is reinforcing the slopes of many locations with potential risks of landslides. At the construction site, dozens of excavators and dump trucks are busy transporting materials in and out of the construction site. The contractor has posted warning signs that many sections of the pass are being narrowed and are under construction, so drivers should avoid going during rush hour or choose a suitable route...

Regarding site clearance, by mid-November, Bac Binh district had handed over 22.43/50.63ha (reaching more than 44.6%). Currently, the Bac Binh District Land Fund Development Center has counted and determined the origin of land of households affected by the project. The project to renovate and upgrade National Highway 28B is expected to be completed in the first quarter of 2026.
