Green belt of the capital
Ung Hoa is a district in the South of Hanoi. After the administrative restructuring, the district has 20 communes, 1 town, and a population of more than 217,000 people. Before reaching the new rural standards (December 2023), the planning in the communes had many shortcomings compared to the requirements of socio-economic development. Therefore, all communes need to have new planning.
The leaders of Ung Hoa district said that they have completed the approval of the adjustment of the new rural construction planning project of the communes in the area according to Circular 02/2017/TT dated March 1, 2017 of the Ministry of Construction; completed the approval of the planning project of the commune center and residential areas at a scale of 1/500 of 100% of the communes in the area.
Previously, in order to concretize the development orientation of the Hanoi Capital Master Plan to 2030 and vision to 2050, in the period from 2011 to 2016, Ung Hoa district was gradually covered with planning including general planning, urban subdivision planning, and specialized planning such as: Master plan for socio-economic development of Ung Hoa district to 2020, orientation to 2030; Master plan for construction of Ung Hoa district, scale 1/10,000; Master plan for construction of Van Dinh town to 2020 and vision to 2030, scale 1/5000.
Thanks to that, the socio-economic situation of Ung Hoa district has had many positive changes. The district has formed concentrated high-quality rice production areas, with a total scale of about 5,690 hectares and is the district with the largest J02 rice growing area in the city. The field of small-scale industrial production and craft villages has also had many changes. The district has been approved by the Hanoi People's Committee for 3 industrial clusters, with a total area of 67.76 hectares...
Deputy Secretary of the District Party Committee, Chairman of the People's Council of Ung Hoa District Nguyen Chi Vien informed that the average income per capita in 2024 of the district will reach 74.6 million VND (an increase of 6.4 million VND compared to 2023). The total budget revenue in the area is estimated to be 691,575 million VND, reaching 182% of the estimate assigned by the City, reaching 125% of the estimate assigned by the District People's Council.
According to the Construction Plan of Ung Hoa district to 2030 and vision to 2050, the orientation for craft villages is to continue to promote the development of 21 recognized craft villages, and continue to encourage and recognize other craft villages that meet the criteria. Villages in Quang Phu Cau commune (making incense sticks), Lien Bat commune (vermicelli, forging), Hoa Son commune (rattan weaving), Hoa Lam, Trach Xa (sewing Ao Dai) have many conditions to develop into tourist villages in the first phase.
It is necessary to develop other tourism products such as visiting relics, experiencing agriculture, festival culinary culture... to form a rich tourism product system. Note that the incense toothpick making villages of Quang Nguyen, Cau Bau, Phu Ha, Quang Phu Cau commune are potential villages but are currently being negatively affected by the scrap collection profession (Xa Cau village), it is necessary to limit activities from spreading to these villages, control the impact on the landscape and environment to be able to become tourist destinations.
When implementing detailed planning, we will consider regulations limiting the scale of production within households, prioritizing types of occupations with cultural value, handicrafts, and large-scale production households must move to industrial clusters to ensure the environment for residential areas.
According to the plan, by 2030, Ung Hoa will become a developed area of the city, with a basically complete economic and social infrastructure system, rural areas will be renovated and developed to ensure the criteria according to the new rural model, building and developing a number of green urban areas, ecological urban areas, airport services, cultural tourism, and creative craft villages.
Forming flower and aquatic production areas, developing high-tech agricultural areas, clean agriculture and high-quality agricultural products. At the same time, planning the organization of urban space, rural residential areas, developing the framework infrastructure system for rural areas, ensuring connection with urban development areas according to the orientation of studying and adjusting the overall master plan for the construction of the Capital.
Establishment of Van Dinh urban area
According to Decision No. 1569/QD-TTg dated December 12, 2024 of the Prime Minister approving the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, it is expected to establish 6 districts and cities; among the planned urban areas is Van Dinh town.
In the coming time, the district will closely follow the planning orientation of the Capital, the district will urgently complete the general planning of the district to 2030, vision 2050. Focus on exploiting the advantages and potentials of the locality to orientate the acceleration of economic restructuring, develop agricultural production towards high-tech applied goods, green agriculture, ecological agriculture, smart agriculture associated with tourism and service development; build an attractive ecosystem, people's livelihood, incentive policies to develop tourism and services in the locality" - Secretary of Ung Hoa District Party Committee Bui Thi Thu Hien
According to the Construction Plan of Ung Hoa district to 2030 and vision to 2050, Van Dinh town is a district town, a type V urban area. The population in 2030 is forecast to be 20,000 people, in 2045 it is 23,000 people, in 2050 it is forecast to be 30,000 people; reaching type V urban area.
The urban character is the administrative, economic and social center of Ung Hoa district. The driving force of urban development is industry, services, the expanded National Highway 21B, connecting with the Southern economic axis, the North-South economic axis.
Regarding space, according to the district planning, the landscape characteristics of the Day River and the water surface of the Van Dinh and Tan Phuong canals will be exploited well. The landscape along the Day River will be renovated, creating views of the river; creating green parks along the Van Dinh and Tan Phuong canals. The urban image must have the characteristics of a riverside urban area and a canal urban area. Overcoming the situation where the water surface of the canals and river branches is surrounded by existing residents.
Recently, the People's Committee of Ung Hoa district chaired and coordinated with the Hanoi Institute of Construction Planning to organize a conference to collect opinions from agencies, organizations and individuals on the construction planning project of Ung Hoa district to 2030 and vision to 2050.
Deputy Secretary of the District Party Committee, Chairman of the District People's Committee Nguyen Tien Thiet said that in the process of planning the construction of the district, up to now, the Project has received many enthusiastic and creative comments and suggestions from experts, agencies, organizations and individuals. The comments all inherit the development orientation viewpoints that are still suitable for the practical situation; at the same time, supplement and develop new issues on the basis of closely following the policies of the Central, City and District Party Committee on the direction and tasks of developing the capital Hanoi to 2030, with a vision to 2045; the General planning for the construction of the capital and the Decision approving the task of planning the construction of Ung Hoa district to 2030 and a vision to 2050 to ensure that it is suitable for the practical situation.
