This morning, January 15, Alternate member of the Party Central Committee, Secretary of the Quang Tri Provincial Party Committee Nguyen Long Hai had a working session with the Standing Committee of the Gio Linh District Party Committee to listen to reports on socio-economic development, ensuring national defense and security, Party building work, the political system in 2024, key tasks in 2025 and site clearance for the Quang Tri Airport project. Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang; Vice Chairman of the Provincial People's Committee Le Duc Tien attended.
Complete 20/20 socio-economic targets in 2024
Reporting at the meeting, Gio Linh District Party Secretary Le Tien Dung said that in 2024, with the theme "Resolute action in site clearance, accelerating the basic completion of the goals of the Resolution of the 17th District Party Congress", the Gio Linh District Party Committee has focused on leading and directing drastic, comprehensive and synchronous solutions.
Up to now, 20/20 socio-economic development, national defense and security targets have been completed; of which 5 targets exceeded the set plan, including: total grain output reached 51,817 tons/42,000 tons; total aquatic product output 17,946 tons/17,000 - 17,500 tons; total budget revenue in the area is estimated at 102.784/80 billion VND, reaching 128.5% of the plan; creating new jobs for 2,438/1,500 workers.
Regarding the new rural construction program, Gio Linh has 14/15 communes meeting the standards; Cua Viet town and Gio Linh town are recognized as civilized urban areas; the whole district meets 7/9 new rural criteria. Currently, the locality has completed the construction planning of Gio Linh district until 2040, with a vision to 2050. The material and spiritual life of the people is increasingly improved, the average income per capita reaches 74.8 million VND/person/year, the poverty rate has decreased to 4.03%.
The national defense and security situation is maintained, political security and social order and safety are basically stable. The work of building, consolidating and perfecting the government apparatus, building e-government and digital transformation, administrative reform, improving the investment, production and business environment has been directed with attention and achieved many positive results.
Regarding the results of implementing the targets of the Resolution of the 17th District Party Congress, term 2020-2025, by the end of 2024, Gio Linh district has 19/22 targets capable of achieving and exceeding the plan; 3/22 targets are approaching the plan, including total aquatic product output, the rate of schools meeting national standards and the rate of party member development.
The average annual increase in production value is estimated at 9.6%; the total state budget revenue of the district in the period of 2021 - 2025 is estimated at over 3,455.4 billion VND; the average income is estimated at 80 million VND/person; every year, over 91% of grassroots party organizations complete their tasks well and over 88% of party members complete their tasks well...
Regarding the key tasks in 2025, Gio Linh district focuses on directing the review and evaluation of the implementation results of action programs and resolutions to lead and direct the completion of goals, targets and tasks in the coming time; continue to resolutely direct the acceleration of site clearance progress for key projects and works, especially the Quang Tri Airport project...
Determination to clear the remaining 25.73 hectares of land for the Quang Tri Airport project
Regarding the Quang Tri Airport Construction Investment Project, at the working session, Vice Chairman of the Provincial People's Committee Le Duc Tien said that the project is divided into 2 components, in which component project 1 includes site clearance and construction of state agencies at the airport; component project 2 builds the airport.
For component project 1, Gio Linh District People's Committee was assigned as the investor with a total capital of 233,103 billion VND on a total land acquisition area of 265.37 hectares. Up to now, 239.64 hectares have been completed for land acquisition, of which the core area is 128.82 hectares; 140.5 hectares of clean land have been assigned to the investor.
The remaining volume that must be determined to implement land acquisition and clearance is 25.73 hectares (core area 6.74 hectares). Up to now, this area has basically completed the process of ownership and pricing. Gio Linh District People's Committee has actively promoted and mobilized households to agree to relocate tombs and temporary residence to new locations before completing resettlement areas and cemeteries. In the area, there are 35 households in Gio Mai and Gio Hai communes affected by the resettlement project; 97 tombs and 640 graves must be relocated.
Regarding the project component 2 of airport construction, approved by the Provincial People's Committee in August 2023 with a total investment of VND 5,821 billion. Currently, the construction of the parking lot and material curb is underway; other items are being submitted for technical design appraisal.
At the meeting, the leaders of the Provincial People's Committee and Gio Linh District raised a number of difficulties and obstacles in the process of land acquisition and clearance for the Quang Tri Airport project. In particular, the progress of the project mainly depends on the resettlement work, but currently the resettlement areas and cemeteries of the people have not been completed, so the affected households do not agree to relocate to hand over the site.
Meanwhile, the procedures for implementing the construction of resettlement areas and cemeteries according to new regulations, the time to publicize compensation, support and resettlement plans must be over 30 days, so it significantly affects the progress of site clearance.
Propose that the province soon approve the contractor selection plan for 2 schools in Gio Hai commune so that the district is qualified to continue implementing the next steps; direct the Department of Agriculture and Rural Development and related departments and branches to soon liquidate assets such as the N1 canal and works on the canal to serve the work of handing over the investment site for the construction of Quang Tri Airport...
Focus on researching and developing documents for party congresses at all levels
In his concluding remarks, Provincial Party Secretary Nguyen Long Hai acknowledged and highly appreciated the efforts of the entire political system of Gio Linh district in leading and directing the implementation of socio-economic development tasks, ensuring national defense and security, implementing Party building work, the political system and site clearance for key projects in the area in recent times.
The year 2025 is of great significance, deciding the completion of the goals, targets and tasks of the resolutions of the Party Congresses at all levels and the 5-year socio-economic development plan for 2021-2025. This is also the year to organize Party Congresses at all levels towards the 14th National Party Congress.
Therefore, Gio Linh district must urgently review the goals and targets set by the Resolution of the District Party Congress; analyze and forecast the situation to focus on directing and completing tasks in 2025 and the entire 2020-2025 term, especially completing the approaching targets; focus resources to build Gio Linh district to meet new rural standards in 2025.
At the same time, focus on researching and developing documents for Party congresses at all levels, focusing on providing specific solutions associated with local and provincial planning; speeding up the completion of projects and plans for merging administrative units, streamlining the organization of agencies, departments, offices, communes and towns to be streamlined and operate effectively and efficiently.
Prepare content well, ensure conditions for successful organization of Party congresses at all levels; regularly pay attention to and focus on implementing social security policies, taking good care of the material and spiritual life of the people, especially policy beneficiaries, meritorious people, poor households, and vulnerable groups; in the immediate future, prepare good conditions to serve the people to celebrate Tet happily, warmly, and safely.
Regarding the Quang Tri Airport construction project, the Provincial Party Secretary requested Gio Linh district to focus on accelerating site clearance for the remaining area, including determining specific completion timelines. Accelerate the completion of resettlement works serving the project site clearance; have a plan for temporary residence for resettlement areas that require a long time to implement the project, ensuring the progress of handing over clean land to investors.
The Provincial People's Committee and relevant departments and branches review and approve the contractor selection plan so that Gio Linh district can soon complete resettlement projects, schools, cemeteries, etc.
For key projects of the province in the area, the district needs to do a good job of land management, actively coordinate with functional agencies to remove procedures and obstacles in support policies, compensation for site clearance and resettlement to create clean land for investors to implement.
