Issue Directive No. 03 on accelerating the implementation of the 2025 public investment plan, especially key transport infrastructure construction investment projects. Request departments, branches, sectors, People's Committees of districts, cities, Project Management Boards (PMUs) at provincial and district levels to urge contractors to accelerate construction progress and disburse capital in a direction that is close to reality and the capital absorption capacity of each project.
Compensation and site clearance work has been resolved and basically had timely solutions thanks to the attention, direction, and drastic participation of localities and the close coordination of organizations and unions.
In the first quarter of 2025, the province's public investment disbursement reached more than VND 1,393 billion, reaching 20.2% compared to the central capital plan assigned in 2025 and reaching 18.1% of the total planned capital assigned in 2025, higher than the same period in 2024, higher than the average disbursement rate of the whole country, ranking first in public investment disbursement in the Red River Delta region.
At the Hanoi - Lao Cai railway parallel project, the northern route, from National Highway 2C to Hop Thinh - Dao Tu road, invested by the Provincial Traffic Construction Project Management Board, with a total investment of more than 300 billion VND, up to now, the project has been completed by contractors with equipment and human resources for 3.6/4.1km of the roadbed and road surface of the main route and 0.6/0.9km of the roadbed of the branch route; the value of the capital disbursement plan has reached more than 200 billion VND.
During the survey and assessment of the project's implementation, Chairman of the Provincial People's Committee Tran Duy Dong emphasized that the province is ready to allocate capital to prioritize disbursement for the project; at the same time, he requested the Department of Agriculture and Environment to actively coordinate with the investor and related localities to actively coordinate to resolve difficulties, promptly hand over the site to the contractor for construction no later than May 30, and strive to open the technical traffic on August 31.
From March 10 to July 10, 2025, the Provincial Management Board of Civil and Industrial Construction Projects will carry out the construction of the DT.310B overpass under the Hanoi - Lao Cai railway parallel road project, Northern route, from Khai Quang Industrial Park (Vinh Yen) to the 36m road from Binh Xuyen Industrial Park to Ba Thien Industrial Park. This is an important item in the overall project, not only creating a highlight in terms of traffic infrastructure but also minimizing the risk of traffic accidents on the route.
Deploying the project to ensure safety for vehicles and people traveling on the route, the representative of the joint venture contractor said: During the construction process such as reinforcing the roadbed, bridge piers, overpass span structure until the bridge girder is placed and the project is completed, the contractor commits to fully arrange the system to ensure traffic safety at the construction site. In addition, notify traffic participants to grasp the bridge construction time to have a reasonable direction of movement, avoiding congestion.
To speed up the implementation of key transport infrastructure investment projects of the province in 2025, the Provincial People's Committee requests departments, branches, sectors, district and city People's Committees, provincial and district-level Construction Investment Project Management Boards to proactively, flexibly and promptly remove bottlenecks and obstacles; balance medium-term public investment capital for the period 2021-2025 to allocate to necessary projects, giving priority to key, large-scale projects, and avoid the situation of "projects waiting for capital" and "capital waiting for projects".
The Department of Finance prepares the contents of the medium-term public investment plan for the period 2026 - 2030 in a focused and key direction. The Departments of Agriculture and Environment, Construction, and Industry and Trade proactively coordinate with relevant agencies and local authorities to handle problems and difficulties in compensation and site clearance.
Update and adjust the announcement of construction material prices and construction price indexes monthly, in accordance with market price developments, ensuring compliance with legal regulations; guide units and contractors to move and return electricity and water works... within the scope of the project upon completion, handover and use, ensuring efficiency and avoiding waste.
