Focus on completing the 220kV transformer station project in Nghi Son Economic Zone

The 220kV Nghi Son Economic Zone (KKTNS) transformer station (TSS) and connecting line project is an important project, responsible for supplying electricity to many large projects in the KKTNS and surrounding areas. The project is entering its 30-day and night peak period, with the determination to complete the project and put it into operation in October 2024.

The contractor is focusing on human resources to construct the project, determined to complete it in October 2024.

The 220kV KKTNS transformer station is located on a hill near the Ferrochrome Factory, in Hai Thuong Ward (Nghi Son Town). The 220kV connection line passes through Hai Thuong Ward. The project has a scale of building a new 220/110kV transformer station including 2 transformers with a capacity of 250 MVA. In which, the 220kV transformer station is designed with a diagram of 2 busbar systems with a circuit breaker including 7 bays; the 110kV transformer station side includes a diagram of 2 busbar systems with a ring busbar, installing 14 bays. The 220kV line consists of 4 circuits with a total length of about 4.1km; the 22kV line has 1 circuit, about 800m long to supply electricity for the station's own use.

According to the investor - National Power Transmission Corporation, the project aims to supply electricity to meet the growing load demand of the power system for the Nghi Son Economic Zone, especially the Nghi Son Refinery and Petrochemical Plant and the Nghi Son Iron and Steel Complex; at the same time, improve the quality of electricity in the region and neighboring areas, ensuring long-term reserve for the development of the Nghi Son Economic Zone. The project also contributes to improving transmission capacity, ensuring the safe and reliable operation of the 220/110kV power grid in the region in the period of 2021-2030, thereby improving the safety and reliability of electricity supply to serve the socio-economic development of Thanh Hoa province in general and the Nghi Son Economic Zone in particular.

In the past, due to some difficulties in site clearance (GPMB), specifically the implementation of procedures for converting the purpose of using natural forests, the project has not been put into operation on schedule, affecting the operating time of line 3, Nghi Son Steel Rolling Mill No. 2 of VAS Nghi Son Group Joint Stock Company. The investment progress of line 4 of the factory has also been extended to match the time of power supply for the project.

Identifying this as an important and urgent project to operate the driving force projects to promote the development of the Economic Zone and Thanh Hoa province; in recent times, the National Power Transmission Corporation and Thanh Hoa province have coordinated and taken drastic measures to resolve this difficulty. On September 20, 2024, the Standing Committee of the Party Committee of Vietnam Electricity Group issued Resolution No. 260-NQ/DU requesting to accelerate the project's progress and complete it in October 2024.

According to the report of the Central Power Project Management Board (CPMB) - the project management unit, up to now, the substation is leveling and compacting the ground. The construction part such as the control house, the rest house, the fire pump house... has completed 95 - 99% of the items. The installation of beams, bus bars, gate columns, and equipment pillars has been completed on the 220kV yard, 80% of the 110kV yard is completed, the 220kV yard equipment is being installed with 127/127 equipment including cutters, isolators and is installing conductors in the bay. The project is also testing primary equipment, deploying the construction of secondary cable laying. The fire prevention and fighting system has completed the installation of electrical systems, pumps, and is installing pipes. The transformer spraying system has not been installed yet because the transformer has not been installed yet.

The National Power Transmission Corporation said that, implementing the resolution of the Standing Committee of the Party Committee of Vietnam Electricity Group, the unit is launching a "campaign" to operate for 30 days and nights to complete the project. Accordingly, the National Power Transmission Corporation requested the General Director and Deputy General Director in charge of CPMB to direct functional departments, especially the Construction Management Board and CPMB to make detailed plans and operate the project on a daily basis; at the same time, urgently coordinate with localities to remove difficulties and obstacles in site clearance work; complete the final items of the project to ensure energization according to the direction of the group. The unit also directed Power Transmission Company 1 to perform well the supervision and acceptance work.

According to CPMB representative, the unit is currently focusing on directing and operating functional departments and contractors to mobilize all resources to speed up the construction progress of the remaining items of the project with the highest determination to energize the project on October 25, 2024; at the same time, allocating resources to promptly disburse finances to contractors so that contractors can increase human resources and work overtime to meet the set progress targets.

The unit is also strengthening inspection and supervision to ensure construction quality according to design; coordinating with Transmission Company 1 to organize acceptance of project construction completion according to regulations; reviewing and completing production preparation work, ready to receive and operate the substation and connecting lines immediately after completion and energization.
