Receiving voters' opinions and recommendations sent to the 17th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters regarding investment in electricity infrastructure, clean water and other infrastructure.
Application of new technology in clean water treatment
Voters of Ha Trung district requested the Provincial People's Committee to direct Thanh Hoa Electricity Joint Stock Company to invest in additional transformer stations and upgrade power lines. Currently, the electricity quality in some communes in the district is weak, not ensuring the daily life and production of the people.
According to the answer: Thanh Hoa Electricity Business Management Joint Stock Company is managing the power grid in 9 communes and part of 2 communes in Ha Trung district. Currently, in the communes, the voltage quality basically meets the living and production needs of the people. However, there are still some low-voltage lines that do not ensure voltage quality during peak hours, specifically in the communes: Ha Giang, Ha Long, Yen Son, Ha Son. According to the report of Thanh Hoa Electricity Business Management Joint Stock Company, the company has focused capital, implemented investment in renovating and upgrading the power grid system (including power lines and transformer stations) in the management area in the following communes: Yen Son, Ha Son, Ha Giang, Ha Long, Ha Dong, Hoat Giang (old Ha Van commune). In addition, in 2024, the company also has plans to invest, upgrade and renovate transformer stations in Ha Trung district, including the communes of Ha Binh, Ha Dong, Ha Linh and Ha Long. After the above transformer stations are completed and put into use, the electricity quality in Ha Trung commune will be improved, basically ensuring to serve the electricity needs of the people in the area.
Voters of Ngoc Lac district requested the Provincial People's Committee to support investment in a clean water supply system according to standards from the centralized clean water supply system for the three communes of Minh Son, Lam Son and Minh Tien. According to the response, the Provincial People's Committee has a policy to adjust the Construction Planning of Ngoc Lac district, Thanh Hoa province to 2040 in Official Dispatch No. 19793/UBND-CN dated December 29, 2023; in which, it agreed on the policy to adjust the water supply orientation of the Construction Planning of Ngoc Lac district, Thanh Hoa province to 2040 and assigned the People's Committee of Ngoc Lac district to organize the preparation and adjustment of the construction planning of the district area, and submit it for approval according to regulations. Request the People's Committee of Ngoc Lac district to urgently prepare and submit for approval the construction planning of the district area as a basis for investment in a centralized clean water supply system for the three communes of Minh Son, Lam Son and Minh Tien from centralized water plants in the area.
Voters of Trieu Son and Yen Dinh districts requested the province to support the people with part of the cost of moving electric poles out of the roadway after donating land to expand the road. According to the response: On May 10, 2022, the Provincial People's Committee issued Official Dispatch No. 6357/UBND-CN on handling electric poles located in the roadway during the process of expanding roads in the province; accordingly, the Chairman of the Provincial People's Committee requested units and localities to arrange funds and move electric poles in the roadway due to the process of expanding roads for completed projects invested by units and localities; at the same time, requested Thanh Hoa Electricity Company and electricity business management organizations to support funds with the people to move electric poles out of the roadway for road expansion projects funded by the people themselves. Up to now, 23/27 districts, towns and cities have completed the relocation of electric poles with a total of 10,553/10,683 electric poles, reaching 98.7%; of which, Trieu Son district has completed the relocation of 1,158/1,158 electric poles, reaching 100%; Yen Dinh district has completed the relocation of 2,160/2,160 electric poles, reaching 100%; 4 localities have not completed the relocation (including districts: Hoang Hoa, Cam Thuy, Nga Son, Nhu Thanh), with a total of 130 electric poles not relocated. Thus, Trieu Son and Yen Dinh districts have completed the relocation of electric poles out of the roadway according to the direction of the Chairman of the Provincial People's Committee.
Voters of Lang Chanh district requested the province to support investment in clean water projects in Lang Chanh town with a design capacity of 5,000m3 /day/night, providing clean water to the people of Lang Chanh town, production facilities in Bai Bui Industrial Cluster, and neighboring residential areas in the communes of Tan Phuc and Dong Luong. According to the response: In the Conclusion Notice No. 257-TB/VPTU dated September 13, 2023 of the Provincial Party Committee Office on the conclusion of comrade Do Trong Hung, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the working session with the leaders of Lang Chanh district; including considering some recommendations and proposals of Lang Chanh district: “Regarding the request for support for investment in clean water projects in Lang Chanh town, with a design capacity of 5,000m3 /day/night, project scale of 1.82 ha, expected total investment of 60 billion VND: Assign Lang Chanh district to continue to coordinate with Duc Anh Construction and Automation Joint Stock Company to complete procedures and documents, and soon invest in centralized clean water supply projects as committed. Assign the Department of Planning and Investment to guide implementation”; Accordingly, the Department of Planning and Investment issued Official Dispatch No. 6129/SKHDT-DTDN dated September 25, 2023 guiding the People's Committee of Lang Chanh district to carry out the dossier and procedures for investing in the construction of clean water works in Lang Chanh town in the form of selecting investors according to the provisions of Decree No. 25/2020/ND-CP dated February 28, 2020 of the Government detailing the implementation of a number of articles of the Law on Bidding on selecting investors.
However, up to now, Lang Chanh District People's Committee has not taken the next steps to select investors to implement the project according to regulations. Therefore, in the coming time, the Provincial People's Committee will direct Lang Chanh District People's Committee to coordinate with relevant departments, branches and units to continue calling for investment in the Clean Water Plant project in Lang Chanh town to provide clean water for local people, production facilities in Bai Bui Industrial Cluster and neighboring residential areas in Tan Phuc and Dong Luong communes.
