Focus on resolving issues of concern to voters sent to the 7th Session, 18th Provincial People's Council

Receiving opinions and recommendations from voters sent to the 7th Session of the 18th Provincial People's Council, term 2021-2026, the People's Committee of Thanh Hoa province has directed departments, branches, provincial units, People's Committees of districts, towns, cities and related units to focus on resolving issues of concern and recommendations from voters.

Voters of Nga Son district requested the province to have mechanisms and policies to support people with meritorious services, especially in supporting housing construction. According to the results of the settlement, the Provincial People's Committee reported to the Ministry of Construction on the data of households of people with meritorious services and relatives of martyrs who need support to improve their housing, with a total of 10,826 households in need of support to improve their housing in Thanh Hoa province. Currently, the Ministry of Construction is synthesizing and drafting support policies to submit to the Prime Minister for approval; after the policy is issued, it will serve as a basis for implementation.

Voters of Nga Son and Hoang Hoa districts requested the province to consider and allocate funds for national defense and security activities in the commune. According to regulations, the training regime is not less than VND 119,200/person/day and the food allowance is VND 62,000/person/day, which is very difficult for the operation: According to Report No. 825/BC-PC, dated November 29, 2023 of the Provincial People's Council's Legal Committee. Currently, the Ministry of National Defense is coordinating with ministries and branches to advise the Government to consider issuing a Decree amending Decree No. 72/2020/ND-CP, dated June 30, 2020 of the Government. After the amended Decree is issued, the Provincial Military Command will coordinate with departments and branches to advise the Provincial People's Committee to submit to the Provincial People's Council to amend Resolution No. 342/NQ-HDND, dated December 6, 2020 for unified implementation throughout the province.

Nong Cong district voters requested the province to allocate funding to continue implementing the Nhom River flood drainage project. According to the settlement results, the Provincial People's Committee has added 23,650 million VND from the province's increased revenue and expenditure savings in 2021 and 2022 in Decision No. 3705/QD-UBND, dated November 1, 2022 of the Provincial People's Committee; currently, Nong Cong district People's Committee is implementing the project with an estimated construction volume of 95%.

Nong Cong district voters proposed that the province supplement the source of loans for job creation from the social policy bank, because currently many households are no longer poor or near-poor households but want to access preferential credit capital from the Social Policy Bank to develop production. According to the settlement results, the report of Nong Cong district People's Committee said: By the end of December 31, 2023, the total outstanding debt of the job creation program in Nong Cong district reached 90,309 million VND with over 1,200 projects borrowing capital for production investment. The district People's Committee has directed the District Social Policy Bank Transaction Office to fully and promptly implement policies related to the loan program to support job creation, maintain and expand employment to all transaction points in communes and towns; creating the most favorable conditions for people to access capital. In the coming time, the Provincial People's Committee will continue to request the Provincial Social Policy Bank to consider supplementing the loan capital for job creation of the Social Policy Bank according to the proposal of voters of Nong Cong district.

Voters of Dong Son district proposed to invest in upgrading and expanding Thong Nhat road from Rung Thong town to Dong Linh - Thieu Khanh (Thanh Hoa city). According to the settlement results, the section in Rung Thong town (Dong Son) has been included by the People's Committee of Dong Son district in the investment project: Infrastructure of Dong Nhung residential area, Rung Thong town, Dong Tien (Dong Son) - Area E, which was decided by the People's Council of Dong Son district in Resolution No. 81/NQ-HDND, dated November 19, 2020; adjusted in Resolution No. 49/NQ-HDND, dated July 19, 2021; approved by the Chairman of the People's Committee of Dong Son district in the feasibility study report No. 9438/QD-UBND, dated December 3, 2021 with a total investment of over 78.5 billion VND. Currently, the project is under construction, estimated to reach 30% of the volume. The completed project will ensure convenient traffic for people to travel and trade between Rung Thong town with Dong Linh ward and Thieu Khanh ward, Thanh Hoa city.

Voters of Tho Xuong commune (Tho Xuan) proposed that currently, the State has recovered land for some projects and handed them over to enterprises; however, the investment of enterprises is slow, causing waste of land. In the commune, there is a Mountainous Trade Company Project, the Provincial People's Committee has allocated land for nearly 20 years but has not yet invested in the project. According to the settlement results, the Provincial People's Committee assigned the Department of Natural Resources and Environment to issue Official Dispatch No. 2090/STNMT-QLDD, dated March 12, 2024, asking for guidance from the Ministry of Natural Resources and Environment; after receiving comments from the Ministry of Natural Resources and Environment, based on the proposal of the Department of Natural Resources and Environment, the Provincial People's Committee will consider a handling plan for the project of the Gasoline and Commercial Service Store in Tho Xuong commune (Tho Xuan) according to regulations.

Tho Xuan district voters requested the province to direct all levels and sectors to have a plan to resolve 127 land plots (in Decision No. 79/QD-UBND, dated January 8, 2017 and Decision No. 855/QD-UBND, dated March 20, 2009 of Thanh Hoa Provincial People's Committee on land recovery from Lam Son - Sao Vang Company Limited to the district) currently under the administrative boundary of Trieu Son district; the granting of Land Use Right Certificates to households in Xuan Sinh commune for land transferred by Sao Vang Farm, land granted beyond authority and land without basis for determining the time of land use. There is a plan to resolve the issuance of land use right certificates, the remaining 1,173 plots have not been granted in Xuan Bai commune; registration of correction of residential land area, currently 200 households have not completed the procedures. According to the settlement results, the settlement of granting certificates: The Provincial People's Committee is assigning Tho Xuan District People's Committee to implement.

Voters of Lam Son Town (Tho Xuan) petitioned the province to stop the exploitation of sand mine No. 25, because the contractor's sand exploitation is currently violating the time, boundary and exploitation period. According to the settlement results, Tho Xuan District People's Committee is requested to direct functional departments, Tho Lam Commune People's Committee and Lam Son Town People's Committee to strengthen inspection, detection and strict handling of violations within their authority, and propose handling of contents beyond their authority (if any).

Tho Xuan district voters proposed that the province take measures to help Xuan Hung commune build standard secondary schools and kindergartens after 5 years and meet the criteria for building advanced new rural areas after the Provincial People's Committee has adjusted the planning of Lam Son - Sao Vang Urban Area. According to the results of the settlement, the project to adjust the Lam Son - Sao Vang Urban Master Plan (Tho Xuan) to 2040 has been approved by the Provincial People's Committee in Decision No. 5086/QD-UBND, dated December 29, 2023; therefore, it is proposed that the People's Council and People's Committee of Tho Xuan district direct the district's functional units based on the ability to balance capital and land use planning according to the approved urban master plan, select suitable locations for secondary schools and kindergartens to organize investment and construction in accordance with current laws.

Tho Xuan District voters requested the province to hand over to the locality 3 cultural houses in the residential areas (including 1 cultural house in the industrial park planning) currently under the management of Lam Son - Sao Vang Company Limited. According to the settlement results, the cultural houses are currently being used as public places for cadres and workers of Sao Vang farm, monitored by Lam Son - Sao Vang Company Limited in accounting books and annual asset inventory, and have not been included in the housing and land arrangement plan approved by the Provincial People's Committee; therefore, there is no basis for settlement according to the proposal of Tho Xuan District voters.

Tho Xuan district voters requested to survey and have a timely plan to build embankments on both banks of the Nong Giang River through Xuan Bai commune: The Provincial People's Committee has reported to the Central Ministries, branches, and the Asian Development Bank (ADB) to propose investing in the project to renovate and upgrade the Bai Thuong irrigation system (including the Nong Giang River) from ADB's preferential loan capital for implementation.

Voters of Thieu Hoa district proposed to invest in upgrading the Kenh Nam 506 route from Thieu Hoa town to Tho Xuan district. According to the settlement results, currently implementing Decision No. 4828/QD-UBND, dated December 18, 2023 of the Provincial People's Committee Chairman on approving the list of provincial road repair works under the 2024 road maintenance plan, the Department of Transport is implementing the project to repair the road surface of the section Km12+200-Km13+200 of DT.506B route with a total investment of 3.2 billion VND, scheduled to be completed in the fourth quarter of 2024.

Voters of Thieu Hoa district proposed to invest in upgrading the Cau Chay river dike from Thieu Long to Thieu Quang: The project to repair and restore the right dike of Cau Chay river, section K33+600÷ K35+650, Thieu Long commune (Thieu Hoa) and the project to restore and upgrade the right dike of Cau Chay river, section K35+650-K37+650, Thieu Long commune, Thieu Giang commune (Thieu Hoa) invested by the Thieu Hoa district Construction Investment Project Management Board are being implemented.

Voters of Thieu Hoa district requested the province to resolve: the WB7 canal from Thieu Long to Thieu Quang has poor quality water, often flowing along the route, causing difficulties for production, travel and environmental pollution to households along the canal. According to the resolution results, Nam Song Ma Irrigation Company Limited has implemented maintenance, repair, used glue to seal leaks and regularly removed trash on the canal to ensure that the flow is not blocked, leading to overflowing onto the road; At the same time, at Dong Lo village, Thieu Long Commune People's Committee has raised and reinforced the road surface and made drainage ditches. At the location along Vinh Xuan village, Thieu Giang commune, Nam Song Ma Irrigation Company Limited - Thieu Hoa Branch has coordinated with the Department of Agriculture and Rural Development and Thieu Giang Commune People's Committee to clear drainage ditches and drain water into the canals in the commune to ensure that water does not flow along the road, causing difficulties for production, travel and environmental pollution to households along the canal.

Voters of Thieu Hoa district proposed that the province have policies and solutions so that the IT department has teachers in the district in the 2022-2023 school year: According to Report No. 825/BC-PC, dated November 29, 2023 of the Provincial People's Council's Legal Committee: In 2024, the Provincial People's Committee assigned the province's education career establishment and contract labor quota; in which: Thieu Hoa district was assigned 1,908 teachers (junior high school, primary school, preschool, continuing education); to supplement the shortage of teachers in general and the shortage of teachers teaching IT in particular in the area.

Voters of Vinh Loc district proposed that the province consider investing in the restoration of the Temple of General Tran Khat Chan in Dun Son Quarter, Vinh Loc Town (recognized as a national historical relic in 2001 - located in the vicinity of Ho Dynasty Citadel). According to the settlement results, the People's Committee of Vinh Loc district is requested to base on local budget sources, preside over and coordinate with relevant agencies, mobilize capital from the central budget, provincial budget and other legally mobilized sources to report and propose specific and detailed investment contents, as a basis for considering and deciding on the proposed investment policy for the project.

Voters of Vinh Loc district requested the province to recommend to the authorities to soon construct the Ma River dike at Km K5 + 740 to K5 + 780 in Thanh Nhan quarter, Vinh Loc town, to ensure the safety of people's lives and property, especially during the rainy and stormy season. According to the settlement results, the embankment project to prevent landslides and slides on the left bank of the Ma River corresponding to the dike section from Km5 + 570 ÷ Km5 + 870 in Thanh Nhan quarter, Vinh Loc town, invested by the Vinh Loc district Construction Investment Project Management Board, is currently under construction and is expected to be completed in 2024.
