Major General Hoang Van Quan, Director of the Cipher Department, General Staff of the Vietnam People's Army chaired the training course. The training course was attended by more than 100 comrades who are Heads of Cipher Departments, Heads of Departments, and Cipher Assistants of agencies and units throughout the army.

In his opening speech, Major General Hoang Van Quan, Director of the Cipher Department, General Staff of the Vietnam People's Army, emphasized that this training course has many important contents as a basis for agencies and units to deploy aspects of cryptographic work, meeting the requirements of training and combat readiness. In order for the training course to be conducted strictly, according to plan, and to achieve the set objectives, the Organizing Committee strictly manages the number of troops, maintains the training time according to the content and program. At the end of the training course, the Organizing Committee reports to the Chief of the General Staff of the Vietnam People's Army and notifies the units.
The lecturers proactively prepared lesson plans and facilities, conveyed the content well, and closely related to practice; at the same time, increased exchanges and discussions with trainees, helping them to deeply understand and grasp the training content. Trainees participating in the training must thoroughly grasp the tasks; proactively study and grasp the content, strictly follow discipline, and ensure absolute safety; at the same time, actively participate in discussions, promptly resolve practical problems, and on that basis, apply the training knowledge well to their duties and tasks, contributing to improving the quality of ensuring key work in training and combat readiness.
